    Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant

    Job Code: 210001LS
    Team: Programme Supports (Integrated Health and Nutrition (IHN) Project)
    Grade: 5
    Contract Length: Fixed Term

    Child Safeguarding

    • Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or arisiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose

    • Ensure implementation of the MEAL plan for Integrated Health and Nutrition program in Adamawa state including monitoring progress against planned activities, critical milestones and targets as well as providing support and guidance to partners MEAL officer/manager  and government counterparts to ensure  highest possible quality  data collection, data management and reporting. Stay professional and follow all policies on COVID-19 pandemic.

    Scope of Role:

    • Reports to: State Team Lead and gets technical supports from MEAL Manager.

    Key Areas of Accountability
    Objective 1: Coordinate Data Collection, Data Quality Management, Analysis and State level Reporting:

    • Participate in the design of programme monitoring and evaluation tools (registers, reporting templates, databases, etc.) to track IHN project.
    • In collaboration with MOH, MOE, MWASD and relevant SC staff, ensure timely data collection, compilation and reporting according to programme M&E plan.
    • Conduct monthly data analysis and prepare monthly programme IPTT monitoring reports with support from the MEAL officer/manager.
    • Ensure the programme database is updated regularly
    • Support programme feedback meetings to communities, facilities and authorities
    • Support the M&E officer/manager to implement the DQA system including the conduct of data quality assessments according to the M&E plan
    • Support the M&E officer/manager in data management for rapid assessments, situational analysis, surveys, evaluations and other research as required
    • Plan, forecast and facilitate the production and supply of M&E tools and materials to supported sites.

    Objective 2: Support Programme Supervision, Monitoring and Evaluation:

    • Support the M&E Officer/Manager to monitor IHN project at the intervention states and communicate findings and progress to Program Managers
    • Participate in evaluation of IHN project, focusing on data management of evaluation datasets.
    • Support the dissemination and use of evaluation and research reports and propose changes for improvement to the IHN Team.

    Objective 3: Support Documentation, Reporting, Knowledge Sharing and Effective Feedback Mechanism:

    • Support coordination of IHN projects monthly, quarterly, and annual reviews and reports as required.
    • Participate in dissemination of program information to communities, children, and other stakeholders through a regular feedback mechanism
    • Manage the beneficiary complaints and feedback mechanism database.
    • Work with state teams to collect information on potential case studies and success stories
    • Update shared drive and project team space with program monitoring documents regularly.

    Qualifications

    • Training in quantitative methodologies, including database management.

    Experience and Skills
    Essential:

    • 1-2 years previous experience with local and international NGOs
    • Previous experience in Health System Strengthening programmes using the National HMIS software
    • Advanced computer literacy (MS Office applications, web-based applications and advanced statistical package utilization e.g. SPSS, STATA-12,DHIS etc.)
    • Fluency in English, Hausa spoken and written
    • Ability to work in partnership with government and development partners
    • Good interpersonal skills
    • Ability to work within a team setting
    • Independence, adaptability and flexibility
    • Excellent communication skills
    • Experience in training others in community engagement and advocacy techniques and influencing tactics.
    • Prior work experience in community engagement and advocacy in Northern Nigeria.
    • Knowledge of the policies, functions, structures and decision-making processes of key national institutions with regard to Adolescent sexual and reproductive health.
    • Experience working with adolescent on sexual and reproductive health will be an added advantage.
