    Monitoring and Evaluation Consultant - Health Program in Rural Communities

    Job Overview:

    • Husk is seeking a highly skilled and experienced Monitoring and Evaluation Consultant to join our dynamic team and contribute to the success of our health program focused on rural communities. The successful candidate will play a crucial role in designing, implementing, and overseeing monitoring and evaluation activities to ensure the effective delivery and impact of our health intervention in Nasarawa state.

    Key Responsibilities:

    Program Design and Planning:

    • Collaborate with internal and external stakeholders to understand program objectives, outcomes, and indicators.
    • Contribute to the development of a comprehensive monitoring and evaluation (M&E) framework aligned with program goals.

    M & E System Development:

    • Design and implement a robust M&E system that includes data collection tools, reporting mechanisms, and feedback loops.
    • Develop and refine data collection protocols, ensuring alignment with best practices and ethical standards.

    Data Collection and Analysis:

    • Oversee the collection of quantitative and qualitative data through surveys, interviews, focus group discussions, and other relevant methods.
    • Conduct rigorous data analysis to derive meaningful insights and trends, and regularly report findings to program stakeholders.

    Performance Measurement:

    • Establish baseline data and performance indicators to track progress against program goals.
    • Monitor and evaluate program performance, identifying areas for improvement and making recommendations for adjustments as needed.

    Capacity Building:

    • Provide training and capacity-building support to program staff in M&E methodologies and data management.
    • Foster a culture of data-driven decision-making within the program team.

    Quality Assurance:

    • Implement quality assurance measures to ensure the accuracy and reliability of collected data.
    • Conduct regular audits of data collection processes and reporting systems.

    Reporting and Communication:

    • Prepare regular and ad-hoc reports on program progress, outcomes, and impact for internal and external stakeholders.
    • Communicate findings in a clear and accessible manner, tailoring messages to diverse audiences.

    Key Deliverables:

    M&E Framework and Plan:

    • Develop a comprehensive M&E framework that outlines program goals, objectives, indicators, data sources, and data collection methods.
    • Create an M&E plan detailing the schedule for data collection, analysis, reporting, and evaluation activities.

    Baseline Assessment:

    • Conduct a baseline assessment to establish the initial status of key health indicators in the target rural communities.
    • Document existing health infrastructure, community resources, and health-seeking behaviours.

    Data Collection Tools:

    • Design and develop standardized data collection tools, including surveys, questionnaires, and interview guides.
    • Ensure data collection tools are culturally sensitive and appropriate for the rural context.

    M&E System Implementation:

    • Implement the M&E system, including setting up data collection processes, training field staff, and establishing data management protocols.
    • Oversee the rollout of the M&E system and troubleshoot any issues that arise during implementation.

    Regular Data Collection:

    • Coordinate and oversee regular data collection activities to capture quantitative and qualitative data on program activities and outcomes.
    • Ensure the timely and accurate submission of collected data from field locations.

    Data Analysis and Interpretation:

    • Analyze collected data using appropriate statistical methods and data analysis tools.
    • Interpret findings and generate actionable insights that contribute to evidence-based decision-making.

    Progress Reports:

    • Prepare regular progress reports summarizing program achievements, challenges, and lessons learned.
    • Provide insights into the effectiveness of program strategies and suggest adjustments as needed.

    Mid-Term and Final Evaluations:

    • Conduct mid-term and final evaluations to assess the overall impact of the health program in rural communities.
    • Produce comprehensive evaluation reports with recommendations for program improvement or scaling.

    Capacity Building and Training Materials:

    • Develop and deliver training materials on M&E methodologies for program staff and local partners.
    • Conduct training sessions to build the capacity of stakeholders in data collection, analysis, and reporting.

    Documentation and Knowledge Sharing:

    • Maintain a comprehensive M&E documentation system, including data archives, reports, and lessons learned.
    • Facilitate knowledge-sharing sessions to disseminate M&E findings and best practices among relevant stakeholders.

    Quality Assurance:

    • Establish and implement quality assurance measures to ensure the accuracy, reliability, and integrity of collected data.
    • Conduct regular audits and reviews to maintain data quality standards.

    All reports to be delivered to the Project Team.
    Qualifications:

    • Master's degree in Public Health, Epidemiology, Statistics, or a related field.
    • Proven 7-10 years of experience in monitoring and evaluation, preferably in the context of health programs in rural settings.
    • Strong quantitative and qualitative research skills, with proficiency in relevant data collection & analysis tools and statistical software (STATA/SPSS/Excel, KoboCollect, Nvivo/Dedoose).
    • Experience with word processing, spreadsheet, and presentation software
    • Excellent communication and interpersonal skills.
    • Familiarity with health indicators, data collection methodologies, and evaluation frameworks.
    • Well-organized, with the ability to track multiple milestones, deliverables and ,deadlines
    • Strong verbal and written communication skills in English
    • Ability to verbally communicate in Hausa language
    • Ability to work successfully in a cross-cultural, team-based environment
