    MEAL Officer

    Role Overview: 

    The MEAL Officer is responsible for coordinating, monitoring, evaluating and reporting activities of the project plans. The MEAL Officer also leads the development and management of the Performance Monitoring Plan (PMP) with guidance of the MEAL Manager. 

    Specific Duties and Responsibilities: 

    1. Assist in leading project team in the development and implementation of and MEAL system and oversee routine program monitoring activities (data collection, dataflow management, data management and results reporting); 
    2. Ensure the quality and relevance of the project’s monitoring and evaluation design; 
    3. Provide support to performance evaluation process; 
    4. Ensure the quality of MEAL related data to be collected throughout the program implementation; 
    5. Document results of the MEAL system and produce periodic reports required donor agencies; 
    6. Assist the various program teams in data analysis; 
    7. Conduct MEAL program monitoring and evaluation tasks, including the implementation of MEAL systems; 
    8. Participate in the training of staff in MEAL data collection and processing; 
    9. Support the development of work plans and budget for MEAL activities; 
    10. Provide technical support to state partners and enumerators to strengthen monitoring system and track project deliverables; 
    11. Contribute to the preparation of tables, charts and figures for internal and external use; 
    12. Provide administrative support as needed; 
    13. Under the responsibility of the MEAL manager, participate in the logistics and administrative organization, planning, and preparation of M&E missions: Responsible for tracking progress towards monitoring work plans; 
    14. Coordinate the field level community participatory monitoring and evaluation, reflective practice, and impact measurement; 
    15. Responsible for ensuring the on-time execution of Nutrition projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision; 
    16. Conduct project assessment on quarterly basis to assess the progress of the project for adjustments, and possible improvements; 
    17. Assist in organizing review meetings with project team to validate the MEAL plan and the activity work plan a monthly basis to know if the project is going as agreed in the original project document; 
    18. Ensure that all data is entered on time and check their consistency and quality. Contribute to maintaining the database following a standard format allowing aggregation of data to produce routine or periodic monitoring reports; 
    19. Responsible for providing technical support to Nutrition staff and partner organization on information management system, proper data collection and record keeping; 
    20. Responsible for updating MEAL plan timely and provide feedback to program staff on status and quality of implementation; 
    21. Responsible for conducting regular data verification exercises to ensure reporting and collection of quality data across the project locations;
    22. Responsible for documenting findings from project data quality audits and store in project files to ensure collective and sustainable access; 
    23. Uphold safeguarding, \"Do No Harm\", compliance and LCPD’s Code of Conducts;
    24. And any other task assigned by the HRM Unit and your Line Manager/Supervisor in line with the core values of LCPD (Integrity, Discipline. Efficiency, Accountability and Sacrifice). 

    Key requirements: 

    1. Proficiency in data analysis tools like Excel, SPSS, STATA, or Kobo/ODK;
    2. Working knowledge of data processing computer packages;
    3. Proven success in designing, implementing, and operating project MEAL systems from project initiation to closeout stages. 
    4. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans;
    5. Experience with word processing, spreadsheet, and presentation software;
    6. Sound understanding of the safeguarding SOPs, Child Protection Laws and the applicability;
    7. Strong leadership and management skills; 
    8. Sound understanding of the core humanitarian principles, confidentiality, 5 Ws and its applicability;
    9. Experience working in Northeast Nigeria, most preferably on Education in Emergencies Response; 
    10. Proficiency in Microsoft Word, PowerPoint, SharePoint, Google Sheets/Docs, Report Writing (in humanitarian context), Outlook, and Excel. 
    11. Excellent written and spoken communication skills in English and Hausa Languages;
    12. Ability to multitask, be organized, flexible, adapt, and work well under pressure; 
    13. Experience in developing and delivering coaching and training manuals and guidelines to a range of audiences across different agencies;
    14. Strong interpersonal skills with the ability to build strong relationships with partners, donors, and stakeholders within the Nigerian Education Sector;
    15. Demonstrated capacity for teaching & coaching, engaging approaches to training, and orientation session delivery.
