Job Description
Main objective and responsibility of the position:

• To plan, organize, Implement and supervise, monitor and analyze the results of an infection control program in a project or health facility, according to MSF/MoH protocols, safety and IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff.

Responsibilities

• Carry out the functions and tasks associated to infection prevention and control (IPC).
• In collaboration with each service activity manager/supervisor, maintain and support the day-to-day implementation of infection prevention and control practices includes standard precautions and risk assessment in health structures in all departments including sterilization, laundry and kitchen.
• Based on a given patient-diagnosis, collaborates with the medical team to evaluate the need and support for IPC implementation, if needed, for transmission-based precautions (air, droplet and contact).
• In collaboration with the service supervisor, implement transmission-based precautions for air, droplet and contact transmissible diseases when indicated, and monitor adherence.
• Provide regular clinical and technical supervision, training and support to the staff on IPC related issues using existing tools such as audits, checklists, or surveillance.
• Ensure that organizational aspects in the facility are respected (bed spacing, number of handwashing stations etc), the correct ‘clean and dirty flows’ inside the healthcare facility and together with the Logistics Manager and Water and Sanitation Supervisor, that the essential WatSan requirements are available in the health structures.
• Improve compliance with aseptic care technique and the correct use of antiseptics, detergent and disinfectants, through training and audits.
• Ensure quality, correct and rational use of IPC material and equipment and monitor consumption includes cleaning materials and equipment, PPE, etc.
• As core member of the Infection Prevention and Control Committee, make sure the meeting is regular, lively and pro-active, facilitating the development and following up the Infection Prevention and Control Action Plan.
• Participate and coordinate actively in other group/ as Antimicrobial Stewardship and Quality of Care.
• Provide effective response in case of epidemics and MDRO alert/outbreak and activation of contingency plan and outbreak response committee.
• Active participation to nursing care regarding IPC aspects.
• Elaborate regular reporting, and meeting minutes to have updated and reliable information about IPC activities.
• Carry out administrative tasks together with HR regarding staff recruitment, training/induction, evaluation, potential detection, coaching, development and communication to ensure both level, the sizing and the amount of knowledge required.
• Organize and coordinate the supervision of the team under his/her responsibility and participate in the associated HR processes of evaluation.
• Shares regular feedback/reports to IPC committee and concerned Supervisors, NAM, MAM, MTL, PMR and staff as needed on positive and points to be improved.

MSF Section / Context Specific Accountabilities:

• The IPC Supervisor in Sokoto Project is the main responsible for the implementation of all IPC-related activities, protocols and different recommendations to ensure the quality of care and patient safety in MSF Health Facilities including Noma Children Hospital Sokoto,ITFC in SHS. The IPC Supervisor works closely with all multidisciplinary team members to raise awareness, maintain IPC standards and ensure IPC issues are identified and addressed by all staff members.
• As a member of the Infection Prevention and Control Committee, participating in and supporting the development and follow-up of the Infection Control Action Plan and other communication activities are key (may support MTL with minutes/agenda/action points, also may chair the meeting in absence of MTL)

Liaison with all Managers/Supervisors and Balanced Leadership and Communication Skills:

• Liaises with Watsan Supervisor, to provide technical support to Hospital Cleaners in NHCS and ensure the cleanliness of wards (based on IPC requirements) and hospital yard. Provide support to the ITFC ward when needed.
• Liaise with Watsan Supervisor to directly provide technical support to the laundry and ensure the quality of bed sheets and linens are in enough quantity to maintain adequate recycling.
• In collaboration with WatSan team, ensure maintenance of a clean and hygienic environment.
• In conjunction with Supervisors/Managers, carry out training of all staff (Medical, Lab, Hygiene Agents/cleaners, Watchmen etc.) on relevant IPC information - IPC Pillars and aseptic technique.
• In conjunction with WatSan and Matron of the NCHS ensure IPC measures in the Kitchen are adhered to and maintained.
• Liaise with the WatSan Supervisor to ensure vector control in the hospital wards and other departments (use of light insecticide etc) and dead body management in the ward while waiting for evacuation.
• In Conjunction with WatSan Supervisor and Nursing Team Supervisor ensure waste segregation and collection in different wards and keep high hygiene standards.
• Supervise Implementation of IPC measures in the NERU base offices and support during emergency response.

Stock Management:

• Under leadership of Nursing Activity Manager and in collaboration with Pharmacy Supervisor ensure ordering, storage and management of consumption of IPC materials (hand sanitizers, surfanios and hexanios, chloramine solutions, face masks, disposable gowns etc) for daily usage.

Supervision & Policy /Protocol Implementation:

• Policy management of IPC activities in all locations and work in conjunction with all heads of departments to ensure and supervise implementation of IPC policy and protocols.
• Support the OT nurse and ensure surgical materials are safe for patients, sterilization procedures follow IPC protocols, and provide necessary training.
• Ensure compliance of the 3 IPC pillatransmission-basedCleaning and Disinfection, transmission based precaution) in Noma Children Hospital sokoto and ITFC.

Reporting:

• Be responsible for monitoring of hand hygiene compliance using the hand hygiene observation tool (HHOT) and monthly updating of results.
• Carry out SIPCA assessment with support from line manager.
• Report IPC activities in the MMR.

Other:

• Gap fill WatSan Supervisor /Manager in case of absence

Requirements

• Minimum: Nursing or Midwife diploma /bachelor
• Preferable: certificate or degree in IPC
• Preferable: Previous working experience working with MSF or other NGOs
• Experience in IPC, OT, or Intensive Care Unit is an asset
• Languages: English Language is essential; Local language essential (Hausa Fulani) is desirable
• Knowledge: Computer literacy (word, excel, internet) essential.
