    HWM HRIS Capacity Strengthening Consultant

     

    Aim of the Consultancy

    • Abt Associates seeks a consultant to support activities aimed primarily at strengthening HRIS in its states. The successful consultant will report to the Abuja-based Senior Technical HRIS Advisor (IR 2 Lead).

    The consultant’s responsibilities will include:

    • Support the strengthening of HRIS governance structures
    • Support digitization of HRH data collection and HRH data analyses, reviews, and actionable tools
    • Lead advocacy efforts in support of updating and maintaining an updated state health workforce registry
    • Conduct assessments to inform improvements in state practices in updating and utilizing HRH information for evidence-based planning, coordination, and management
    • Support the HWM states to develop and implement state-specific HRIS capacity improvement plans
    • Support the development of HRIS-related capacity improvement programs for the State’s HRH managers and lead its implementation in the State
    • Actively monitor and ensure HRIS implementation progress, share periodic reports and contribute to or develop deliverables (including work plans, success stories, presentations, and technical briefs) and participate in dissemination efforts on IR 2 progress
    • Attend project meetings and workshops
    • Other surge support responsibilities as determined by the IR 2 Lead and Project Management Director

    Minimum Qualifications:

    • Advanced or Master’s degree in Public Health, Project Management, Health Information, Data Management, or other relevant fields with 3 - 5 years of experience
    • Minimum 5 years experience with health information systems or human resources for health
    • Demonstrable experience interacting with representatives from state ministries of health, the private sector, civil society organizations, national health professional councils, and non-governmental organizations
    • Ability to travel to other HWM states as required for workshops, activities, and other assignments as determined by the IR 2 Lead and Project Management Director
    • Proficiency with Microsoft suite, especially Excel, Word
    • Experience in data analytics as well as analyzing and presenting information
    • Excellent oral, and written communication skills in English and ability to work well on a team
    • Advanced skills related to data for decision-making, e.g., advanced skills in large data set analysis, visualizations, and dashboard development

    Key Deliverables:

    • Periodic (activity/weekly/monthly/quarterly) reports on progress against implementation activities
    • Achievement of capacity building of stakeholders on HRH data management and use of HRIS
    • Demonstrated strengthening of state stakeholder capacity for HRH data analysis, development, and use of annual health workforce profiles and HRH actionable reports
