    Head of Enterprise Risk Management(ERM)

    About the job

    • The Head, Enterprise Risk Management shall support the Enterprise Risk Management process across all DLM Group Entities through the implementation of robust Enterprise Risk Management Framework within the standards defined by the Group including the identification, measurement, monitoring and reporting of risk and enforcing compliance with policies, processes, procedures and controls. The Head of ERM will amongst others:
    • Provide clear direction in the implementation of the DLM Group’s Enterprise Risk Management Framework, Risk Appetite Framework, Operational Risk Framework, Reputational Risk Framework, FX Policy, and Capital Management & Stress Testing Implementation.
    • Review the above Frameworks as at when required and developing new risk frameworks to address emerging risk issues
    • Monitor appropriate risk indicators and triggers for all the DLM Entities while setting risk exposure limits in collaboration with all relevant stakeholders.
    • Oversee the enterprise risk management and mitigate all risks facing the DLM Capital Group and all its Subsidiaries.
    • Champion and drive the identification, assessment, treatment, monitoring, mitigation and reporting of risks across all DLM Group Entities.

    Responsibilities

    Credit Risk Management:

    • Manage the credit activities of all lending, credit risk portfolios and Investments, risk assets of the relevant Subsidiaries and DLM Capital Group.
    • Drafting specific credit risk policies, standards, procedures, and guidelines to manage the credit risk cycle (Identify, measure, monitor and mitigate/control).
    • Undertaking enhancements to the credit risk framework and procedures and creating an environment for ongoing adaptation.
    • Building, validating, and enhancing credit risk rating models for individuals and corporates.
    • Implementing recommendations/ suggestions made through specific resolutions by MCC.
    • Ensuring compliance with the Group’s policies and procedures for risk creation and management.
    • Detailed evaluation of risk of individual/business credits and risk rating as a basis for an approval decision.
    • Establishing and monitoring credit risk limits (exposure limits, risk limits etc.) and risk acceptance criteria for all risk assets across the Group and its Subsidiaries.
    • Evaluating and analyzing credit and investment risks independently and making recommendations to Management on improvements to the credit process
    • Recording individual credit exposures including maintaining complete, up-to-date and accurate records of all credit-related customer interactions including approvals, transactions, and correspondence.
    • Ongoing assessment and monitoring of quality and performance of the Group’s risk asset portfolio.
    • Periodic review and classification of the quality and performance of individual credit exposures.
    • Timely, accurate, and complete reporting of risk assets and risk asset portfolio quality and performance to provide an informed basis for management actions and decision-making.
    • Ensure all regulatory returns and CRMS reports are submitted before stipulated deadline.
    • Providing regular credit risk management reports and ad-hoc reports to members of MCC, BCC, and BOD as required.
    • Ensure that the risk asset portfolio has adequate loan loss provisions in line with prudential guidelines and IFRS. Loan provisions and ECL impairment computation for Monthly, quarterly credit reporting to Management and Board of Directors.
    • Compute loan loss provision and impairment Schedule for all Risk assets in the MFB, the Finance Company and all risk assets group wide for effective disclosure in financial reports to Management and during External Audit of the year end audited financial statements.
    • And any other duties that would be expected of this role.

    Market & Liquidity Risk Management:

    • Participate in the periodic review of the Investment Policy, Assets, and Liability Management Policies (ALM) in collaboration with relevant stakeholders
    • Formulate and periodically review the asset liability management (ALM) risk policies, liquidity risk policies and guidelines for the Group and its Subsidiaries
    • Update the Group’s Capital Management and Stress Testing framework
    • Prepare Internal Capital Adequacy Assessment Process (ICAAP) Report in line with CBN rule
    • Prepare the Group’s annual market risk review, providing a monitoring report to the Board on FX currency risk, interest rate risk, liquidity and counterparty risks
    • Prepare monthly reports on currency and interest rate risks, as well as quarterly reports on financial projections, liquidity risk and debt allocation
    • Conduct periodic (quarterly and semi-annually) stress test on various risk metrics and indicators and recommend appropriate measures to mitigate the observed vulnerabilities in line with CBN and SEC regulatory requirements.
    • Oversee the management and reporting of risk events on the Group’s counterparties, set counterparty risk limits as well as deposit placement limits and monitor compliance with these placement limits.
    • Oversee and Prepare Management and Board Enterprise Risk Committee and ALCO risk reports for management and Board use.
    • Ensure that agreed resolutions from the Risk Committee and ALCO meetings are implemented.
    • Identification, measurement, analysis, monitoring and reporting of market, liquidity and FX risk exposures of all DLM Group Entities.
    • Review of all DLM Entities Market and liquidity Risk Policy to identify gaps and areas for improvements.
    • Monitor and report compliance with the DLM Group Market and liquidity Risk appetite (standards, limits) and risk tolerance.
    • Act as Secretary of Management Risk Committee with a view to convey periodic meetings with quality reporting on key risk management updates with action plans. 
    • Prepare Internal Liquidity Adequacy Assessment Process (ILAAP) Report in line with CBN rule.
    • Render regulatory returns to CBN.

    Operational Risk Management:

    • Identification and independent monitoring of enterprise-wide view of known and emerging risks in DLM Entities.
    • Work with risk owners and all stakeholders in the development and update of the risk register.
    • Work with departments in developing Control Risk Self-Assessment (CRSA) and development Key Risk Indicators (KRIs) for all departments and monitoring the set KRIs.
    • Implementation of Business Continuity Plan (BCP); including coordinating the regular BCP test and follow-up on the remediation of the observed gaps.
    • Work with relevant stakeholders in the implementation of the ISO certification
    • Monitor the risk exposure of all the DLM Entities, use Impact Credit Guarantee, and ensure risk exposure of the company are within the Group`s risk appetite
    • Computation of Operational Risk Capital requirements in line with Basel accord and CBN standards
    • Analysis of incident reports and proposing mitigants for the identified risks.

    PERFORMANCE EXPECTATIONS

    Qualifications

    •  BSc in Accounting, Economics, Finance or any Numerate Discipline.
    • Mandatory Professional qualifications like ICAN(ACA), ACCA, CFA etc.
    • Relevant Certification in Risk Management field is an added advantage.
    • Minimum of 10 years relevant risk management experience in Banks & other financial institutions (OFIs) sector
