    Finance Manager

    Duties and Responsibilities

    • Support senior level finance and operations staff to ensure that project deliverables are met. 
    • Review financial and operational content for appropriate project reports.
    • Support the annual work plan process and other strategic planning processes.  
    • Assists in overseeing overall financial system implementation including controls and standards for the state offices.
    • Reviews and maintains strong system of internal controls to ensure accurate financial reporting.
    • Examines financial documents such as payroll, vouchers, invoices, delivery notes, purchase orders and other documents to ensure the completeness, accuracy, and validity of financial data.
    • Monitors disbursement of funds from the State and regional project bank account(s) to ensure compliance with HALG’s financial policies and procedures.
    • Works with finance team and technical leads to manage and forecast cash needs for Regional and State offices. 
    • Regularly reviews cash management practices, develop, and provide feedback on cash risk mitigation strategies.
    • Provide technical assistance to State Offices, Sub Partners and CBO’s on the use of Quickbooks Accounting package. 
    • Manage all aspects of accounting for the Regional and state offices, including the direct supervision of accounting personnel.
    • Monitor program expenditures, monthly field expenses, including budget to actual expenses, and reporting on financial results and cost projections to the Director Finance and Operations.
    • Improve accounting and financial systems in consultation with the Director of Finance and Operations.
    • Ensure that State Offices submit their Financial report in a timely manner.
    • Conduct financial analysis and prepare detailed financial reports and statements on monthly basis.
    • Review capacity of implementing partners Finance staff on a regular basis and provide appropriate training to build their capacity on the use of QuickBooks for strong Financial Management system.
    • Consolidate QuickBooks report from state Offices and submit report to the Director of Finance and Operation for Management decision.
    • Follow and build on existing appropriate control systems that provide for funds accountability.
    • Conduct periodic site-visits to partners to review their financial records and internal control systems.
    • Manage and monitor the various controls and financial measurements for the projects including budget limits, obligations and burn-rates, advising the Chief of Party and Director of Finance and Operations.
    • Any other duty as assigned by the Director of Finance and Operations and Chief of Party. 

    Qualifications

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or competency required.

    Education and/or Experience:

    • HND/BSC graduate and Master's Degree in Accounting, Finance, Business Administration, or other relevant masters-level degree.
    • Professional Qualifications such as CPA, ACA, ACCA and other relevant professional certification will be an added advantage
    • Additional 10 years of relevant professional experience accepted as alternative to Master's Degree.

    Essential Skills:

    • Preferred candidate must be very skillful on the use of QuickBooks Accounting Software. 
    • Thorough knowledge of budgeting, budget Variance Analysis, generally accepted accounting principles and practical application of financial systems.
    • Ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure.
    • Ability to analyze and interpret Donor, GON and organizational rules and regulations.
    • High level of attention to details in all aspects of work responsibilities.
    • Strong written and verbal communications skills combined with the ability to work collaboratively with program staff and stakeholders.
    • Experience with word processing and spreadsheet software (Microsoft Word and Excel).
    • Experience with database creation and management.
    • Experience working in on donor-funded public health and capacity building projects strongly preferred
    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    Language Skills:

    • Excellent oral and written English communication skills.
    • Knowledge of Local Language preferred.
    • Demonstrated competency in public speaking.

    • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
    • Other software routinely used by Heartland Alliance.

    Work Environment:

    • The noise level in the work environment is usually moderate.
    • The employee will be required to co-locate with local partners usually in the same office.
    • The employee is required to travel regularly to often insecure and limited resource environments.
