    Digital Health Advisor

    Program Summary

    • Project HOPE will be leading the electronic community health information system for the ACE3 project.
    • The Digital Health Advisor will primarily serve to develop, deliver, and maintain high quality Monitoring, evaluation, accountability, research and learning (MEARL) and digital health technologies during project implementation, review and evaluation of the electronic community health information system.
    • Partnering with internal subject matter experts, and external business and technology leaders the Digital Health Advisor will stay current on technological advances and best practices and help in development of Project HOPE Nigeria’s MEARL policies and ongoing update. In addition, the Digital Health Advisor will support the MEARL activities for the organization.

    Principal Responsibilities
    Technical:

    • Lead the implementation, review and evaluation of digital health technology for project HOPE in Nigeria on the ACE 3 Project.
    • Support the development of data gathering strategies and harmonize data collection, analysis, and reporting flows for Project HOPE Nigeria and ACE 3 project.
    • Support in mapping and detailing the navigation, selection, application, and adaption of existing guidelines, tools, and templates at the relevant stages of the project.
    • Collaborate with the field staff and regional health informatics (HI) unit to develop and maintain the digital health technology system, including updating, troubleshooting, and promptly addressing all problems as they arise.
    • Conduct routine site visits or when required to monitor service provision and ensure optimal function of the MEARL system.
    • Identify opportunities in creating preconditions and incentives informing digital health policy proposals, meeting Project HOPE’s mission to protect and promote public health while supporting technological advances.
    • Contribute to ensuring that data on accountability to affected populations is collected routinely throughout the project life, enabling evidence-based programming and corrective action.
    • Works with the project teams to create project dashboard on MEARL system and input project indicators.
    • Organize internal reviews and lessons learned workshops and present practical recommendations.
    • Participates in developing & disseminating technical abstracts, articles, conference presentations & strategy papers.
    • Have excellent communication skills to engage an organization/project team of multiple specialties.
    • Ability to actively seek out multiple opinions, yet make independent decisions and influence positive outcomes.

    Strategic:

    • Support country/project team to organize the planning for and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop actions plans to implement corrective measures.
    • Develops/reviews all data collection tools as requested by country teams and ensure that country team has access to all necessary databases.

    • Contribute to the identification of budget/resources needed for MEARL activities of the ACE3 project.
    • Provide advice, consultations and training to internal and external experts on current state of MEARL and digital health technologies, policies, and functionalities.

    Minimum Requirements

    • Master’s Degree in Public Health, Social Sciences, Statistics or International Development, with experience or background in MEARL, public health, and health information management.
    • Minimum of seven (5) years of applied experience in designing, implementing, and overseeing monitoring and evaluation tasks for a global or public health organization.
    • Demonstrated experience in teamwork and building staff capacity within complex programming.
    • Experience with MEARL approaches for key donors such as USAID, CDC, PEPFAR.
    • Experience in database design, community case management digital application and other tools for information management like DHIS2 and CommCARE
    • Experience in use of qualitative and quantitative software for data analysis as well as visualization tools such as SPSS, STATA, MAXQDA, Tableau, and Power PI.
    • Experience with mobile data collection platform such as DHIS 2 tracker, and KoboCollect.
    • Understanding of USAID, PEPFAR, and GON Strategic Information/ Monitoring and Evaluation standards and practices.
    • Demonstrated interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
    • Excellent report writing, analytical, and communication skills, including oral presentation skills. Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
    • Ability to exercise sound judgment to meet business strategies and develops objectives that align with organizational goals and program objectives.
    • Ability to work well under pressure, with the capacity to problem solve in high-paced environments.
    • Lead the development of communications materials including quarterly reports, success stories, and blogs to highlight key issues, achievements, challenges, and lessons learned.
    • Fluency in English.
    • Willingness to travel to project sites and LGAs.

    Work Environment:

    • Typical office environment with exposure to a minimal noise level.
    • Emergency deployments may be in resource-deprived environments with austere living conditions.
    • Travel for extended periods may be by air and/or other modes of transportation.
    • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
    • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
