    Deputy Chief of Party

    About ACE C4

    • The Accelerating Control of HIV Epidemic in Nigeria (ACE C4) project in the Niger and Kwara states will accelerate progress towards HIV epidemic control through approaches to achieve goals: 
    • Increased access to HIV/AIDS/TB Prevention and Treatment Services in Facility and Community Settings
    • Improved quality of HIV/AIDS/TB Services: Increased resiliency, Responsiveness, and Accountability of the Health System
    • Enhanced capacity for Evidence Building and Data Science for Epidemic Control Monitoring.

    Job Summary 

    • The DCOP supports the COP and serves as the principal point of contact in best practices into the improved implementation of interventions. 
    • The DCNigeria for procedural and substantive matters in the absence of the COP (as Acting COP). The DCOP will be responsible for managing day-to-day technical activities.
    • S/he will be responsible for collaboration with other stakeholders, including in other states where ACE activities are being implemented, to apply lessons learned, innovations, and cutting-edge quality improvement methods and to translate OP will provide technical leadership responsibilities including the following areas: 
      • HIV/AIDS/TB Care and Treatment
      • HIV Preventions services
      • Laboratory Services
      • Pharmacy and Supply Chain Services
      • Health Systems Strengthening
      • Gender Transformative Programming  
      • Organizational Capacity Development

    Specific Job Responsibilities

    • Under the guidance of the COP, ensure high levels of program quality and work in close collaboration with other key ACE staff for effective program integration and implementation.
    • Ensure adherence to all relevant USAID guidelines and program quality standards for HIV/AIDS/TB programming for the ACE consortia and sub-recipients.
    • Under the guidance of the COP, oversee periodic programmatic and technical reviews and manage changes in program direction and focus.
    • Provide programmatic guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.
    • Provide guidance and technical assistance to ACE sub-recipients and partners to facilitate institutional capacity assessment to identify major challenges and develop an effective capacity-building plan.
    • Provide technical expertise and leadership for the design and implementation of the technical program areas of HIV/AIDS prevention, care and support, pediatric care and treatment, PMTCT, CT, TB/HIV, OVC and support programs.
    • Ensure that high quality technical programs are implemented in a timely manner and in coordination and collaboration with partners, the GON and other stakeholders.
    • Ensure the technical training and staff development in relevant areas.
    • Ensure that appropriate technical strategies, policies and SOP’s are developed and implemented in accordance to USAID  and Nigerian regulations. 
    • Assist with the management, development and monitoring of work plans and budgets; ensure appropriate levels of technical assistance for interventions.
    • Provide technical assistance through the review and/or writing ofprotocols, papers, reports to ensure accuracy and appropriateness.   
    • In collaboration with the Chief of party, oversee the implementation of an indicator-based performance monitoring plan.
    • Support the Chief of party to ensure that all technical areas of the project are integrated and maximize the use of available resources of the project.
    • Oversee reporting and monitoring of technical performance metrics.
    • Perform other duties as assigned.

    Management and Administration:

    • Guide the annual planning and budgeting exercise and track expenditure as well as analyze performance periodically, and share analysis with the COP.
    • Review annual and quarterly partner budgets and forward to COP with recommendations.
    • Along with the COP, periodically review progress, integration with other USG-funded partners, and achievements of ACE program to identify bottlenecks and recommend appropriate actions to ensure the program meets her target.
    • Support the sub-granting process and ensure that sub-granting is carried out in compliance with USAID and CCCRN guidelines.

    Representation:

    • In collaboration with the COP, Chief Executive Officer, strengthen linkages with existing and potential partner agencies.
    • Represent CCCRN at all relevant technical working groups, sectoral meetings, and coordination forums.
    • Ensure the program’s compliance with the USAID branding and marketing requirements, as well as CCCRN marketing and communication procedures.

    Key Working Relationships:

    • Supervisory: The DCOP supervises State Team Leads and Senior Technical Advisors 
    • Internal:  Direct Reports, Consortium Partners
    • External:  Government Ministry Agencies (MDAs); UN agencies; Peer agencies (NGOs).

    Knowledge, Skills & Attributes

    • Considerable experience in designing and implementing HIV/AIDS care and support projects in developing countries.
    • Sound knowledge of ongoing and emerging issues in relation to HIV/AIDS care, treatment and support, as well as HIV prevention.
    • Proven skills in management, supervision and leadership.
    • Familiarity with the scientific literature on HIV/AIDS and with research on public health issues.
    • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
    • Ability to manage projects, consultants, set realistic priorities, and plan for the successful implementation of programs.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
    • Demonstrated expertise in building effective relationship with key internal and external stakeholders.
    • Well-developed written and oral communication skills.
    • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

    Location:

    • Based in Abuja with 50 % field support.There will also be occasional international travel to participate in relevant conferences, regional and global learning forums, and conferences.
