    Consultant Civil Engineer

    Purpose of the position

    eHealth Africa has been assigned by its partners to set up an Emergency Operations Centres (EOC) in Nigeria. The organization recently completed the setup of EOCs in Zamfara and Kebbi states. An EOC is also expected to be constructed and set up in Minna, Niger state by eHealth Africa. 

     

    • The Consultant Engineer will provide independent quality assurance supervision to the construction and set up of the Emergency Operations Centre (EOC) in Minna, Niger state. The role will offer broad-based engineering support to ensure high quality delivery, value for money and optimization of resources.

    What you’ll do

    • The Consultant Engineer will initiate/assist/report/monitor and develop the following initiatives and other duties which may be assigned:

    Project Management:

    • Familiarize yourself with the project details, including architectural plans, engineering specifications, and relevant documents.
    • Conduct regular site visits to verify that construction activities align with approved plans and standards.
    • Identify any potential issues or deviations from the project specifications.

    Progress Monitoring:

    • Monitor the overall progress of the construction project, keeping track of milestones and timelines. 
    • Provide regular updates to the project stakeholders on the status of construction activities.
    • Submit weekly updates to the Program Manager and the Procurement Manager on project progress.

    Quality Assurance:

    • Ensure that all construction work meets the specified quality standards and regulatory requirements.
    • Conduct inspections to identify and address any quality concerns promptly.

    Risk Management and Safety:

    • Identify potential risks or challenges that may impact the project's progress.
    • Recommend mitigation strategies to address identified risks.
    • Ensure all visitors to the site use safety materials.

    Documentation and Reporting:

    • Maintain detailed records of site visits, inspections, and project-related communications.
    • Prepare regular progress reports to be submitted to the project management team.

    Communication and Coordination:

    • Foster effective communication between the construction team, project stakeholders, and relevant authorities.
    • Coordinate with contractors and other stakeholders to address any issues that may arise.
    • Facilitate adherence to project schedule and scope

    Resolution of Issues:

    • Assist in the resolution of any disputes or issues that may arise during the construction process.
    • Anticipates operational problems by studying operating targets, modes of operation, unit limitations; monitoring unit performance.
    • Maintains safe and healthy work environment by following and enforcing standards and procedures; complying with legal regulations.

    Who you are

    • Bachelor’s and Master's degree from college or university in Architecture, engineering, Building Surveying, Building Study, Project Management, Engineering or related field. 
    • Five (5) years working experience in Projects and Construction Management, preferably in an NGO or an equivalent combination of education and experience.
    • Minimum of two (2) years of supervisory experience in construction projects.
    • Must Possess professional certification in project management, construction or engineering.
    • Proven ability to lead and manage multi disciplinary/diverse teams, as well as mentoring teams. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedural manuals.
    • Ability to motivate others, delegation, and timely/quality decision-making.
    • Excellent interpersonal, communication and organizational skills.
    • Ability to communicate, interact and influence effectively at all levels within the Organization.
    • Must have the ability to manage conflicts and resolve problems effectively.
    • Action oriented and resilient in a fast-paced environment.
    • Advanced computer skills, including Microsoft Windows and Microsoft Office Suite.
    • Proficiency working within specialized software utilized in the program.
    • English is the spoken and written language. Fluency in Hausa is desirable.

    Language Ability

    • English is the spoken and written language. Fluency in local Hausa is an advantage.
    • Ability to read, analyze and interpret general business periodicals, professional journals, or government regulations. 
    • Ability to write reports, business correspondence, and procedure manuals. 
    • Ability to effectively present information and respond to questions from groups of managers, employees and the public.
