Action Against Hunger | ACF Nigeria LTD/GTE, a global humanitarian organization committed to ending world hunger, works to save the lives of malnourished children while providing communities with access to safe water and sustainable solutions to hunger.
Action Against Hunger Nigeria tackles the causes and effects of hunger and diseases that threaten the lives of vulnerable children, women and men. Established in France in 1979, Action Against Hunger is a non-governmental, non-political, non-religious, non-profit organization providing lifesaving interventions to people affected with natural and manmade disasters.
The ongoing humanitarian crisis in Northeast Nigeria continues to impact civilians, despite more than a decade long military operations, launched in 2016 against Non-State Actors and Armed Groups. Conflict affected households have experienced socio-economic and human losses and struggled to build their resilience. Being displace for many years, conflict-affected households continue to require support to improve their situation of nutrition, WASH, food security, mental health and protection situation. Action Against Hunger has been working towards bridging these existing humanitarian gaps in the North-Eastern (NE) Nigeria, particularly in Borno and Yobe State (with recent expansion to Sokoto state, in Northwest) through support from multiple Humanitarian Donors, Including German Federal Foreign Office (GFFO).
For over a decade, the NE conflicts is characterized by insecurity, large-scale population displacement, chronic food shortages and the collapse of basic social services. The limited capacity of the government, to effectively respond to sudden onset emergencies due to escalating insecurity has resulted in disruptions of livelihoods, nutrition and health services and access to clean water and hygiene.
The goal of the evaluation is to assess the overall performance of the project and to determine if, and to what extent it has achieved its intended outputs and outcomes. Likewise, the exercise seeks to clearly explain why (or why not) these outputs and outcomes were achieved, through an integrated analysis of the entire result chain (inputs, activities, outputs outcomes and likelihood of impact) and other contextual factors. The study will use OECD DAC criteria (Relevance, Coherence, effectiveness, efficiency, sustainability and impact) in addition to ACF added criteria “coverage’. The exercise will have both formative and summative purposes (i.e., to provide insights, lessons learnt and recommendations regarding the project implementation process to improve Action Against Hunger’s future humanitarian programming as well as determine the extent to which the intervention meets its goals).

Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EoI)
NOTE: The sending of full ToR will commence from 10th April 2026 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 16th April 2026 by 5:00PM, Nigerian time.
