    Community Surveyor (Enumerators) for Vocational Skills Training Enrollment

    Introduction

    • Taimako Community Development Initiative (TCDI), in partnership with Christian Blind Mission (CBM) and with funding from BMZ Germany, is implementing a three-year project titled “Promoting Inclusive Education and Vocational Training in Nigeria” (Pro-IEVTiN) across three LGAs in Yobe State Bade, Nguru, and Nangere.
    • As part of this initiative, TCDI seeks to ensure the equitable inclusion of vulnerable groups—especially persons with disabilities (PWDs), women, internally displaced persons (IDPs), and returnees in vocational and skills training programmes.
    • To achieve this, six (6) community-based enumerators will be engaged to support the transparent registration and selection of beneficiaries.

    Purpose of the Assignment

    • The main purpose of this assessment is to conduct inclusive and community-led registration of potential vocational training beneficiaries.
    • The enumerators will assess interests, skills, and vulnerabilities of candidates using digital tools and ensure their accurate enrolment into appropriate vocational training tracks

    Scope of Work
    The enumerators will be responsible for the following tasks:

    • Participate in a training session on data collection tools, enrolment criteria, and safeguarding principles.
    • Conduct field registration activities across designated LGAs over a 6-day period (2 days per LGA).
    • Carry out household visits and interviews to identify eligible candidates including PWDs, youth, women, IDPs, and returnees.
    • Use digital data collection tools (e.g., smartphones or tablets) to record demographic, skill, and vulnerability information of applicants.
    • Prioritize inclusion, transparency, and community engagement throughout the process.
    • Engage with community leaders and local stakeholders to support mobilization and validation.
    • Ensure informed consent is obtained before any data is collected.
    • Submit accurate and complete data to the TCDI MEAL team in a timely manner.
    • Uphold TCDI and CBM safeguarding standards throughout the assignment

    Specific Deliverables
    The enumerators are expected to deliver the following:

    • Full attendance and active participation in the pre-deployment training.
    • Registration of all eligible individuals in the assigned communities using digital tools.
    • Complete and submit data on at least 150 trainees, including 24 persons with disabilities.
    • Maintain accurate records of fieldwork using attendance sheets and data logs.
    • Provide observations to inform programme planning.

    Required Qualifications and Competencies
    Enumerators must meet the following requirements:

    • Minimum of Secondary School Certificate (SSCE).
    • Resident of or very familiar with the assigned LGA.
    • Have a smartphone compatible with and able to run the koboToolbox application.
    • Basic understanding of mobile data collection tools (e.g., smartphones, KoboToolbox, ODK).
    • Strong communication and interpersonal skills.
    • Prior experience in community engagement, surveys, or data collection is an added advantage.
    • Respectful, inclusive, and gender-sensitive approach to community interaction.
    • Commitment to confidentiality and data protection.

    Reporting and Coordination:

    • Enumerators will report directly to the TCDI MEAL Officer and coordinate closely with the Community Development Officers (CDOs) of each LGA.
    • They are expected to maintain regular updates on progress and escalate any field challenges promptly.

    Timeframe:

    • Enumerators (surveyors) will be engaged for a period of 1 day only.

    Safeguarding
    All enumerators are required to adhere to TCDI’s and CBM’s safeguarding policies. This includes:

    • Obtaining informed consent from all participants.
    • Protecting sensitive information and ensuring data confidentiality.
    • Respecting the dignity, safety, and rights of all community members—especially vulnerable groups.
    • Reporting any safeguarding risks or concerns immediately to designated focal points.
