    Chief of Party (COP)

    Job Overview

    • The Chief of Party will provide overall technical and programmatic leadership for the Accelerating Control of the HIV Epidemic in Nigeria (ACE) project.
    • S/he will report directly to the CEO and USAID agreement officers representative (AOR).

    Work Interactions and conditions
    The COP will be the principal point of contact between the Activity and USAID and would adjust programs and operations in response to USAID/Nigeria technical and managerial direction. Acting as the primary manager for the ACE 2 project:

    • The COP will coordinate and ultimately be responsible for all award management and implementation.
    • The COP’s primary aim is to provide overall leadership, management and general technical direction of the entire activity.
    • The COP must be highly analytical and a strategic thinker who ensures an integrated vision among different components and actors and focuses on achieving the results defined in the award.
    • S/he will be expected to identify issues and risks related to activity implementation in a timely manner, with recommendations for appropriate adjustments that are subsequently implemented.
    • The COP must have excellent oral and written communication skills, with demonstrated ability to establish and maintain interpersonal and professional relationships with USAID, GON counterparts, other national and international stakeholders, and local organizations, GGHN country offices, and government officials involved in the program.
    • The position will be based in Kano. This job requires travel for approximately 50% of the time.

    Responsibilities

    • Serve as primary liaison between implementing project team, USAID, GoN officials, donors, implementing partners, and relevant stakeholders.
    • Provide overall leadership, strategic direction, and vision for the project, including sub-recipients and partners.
    • Ensure that project deliverables, targets, and objectives are met in a timely manner and that progress reports and results are of high quality.
    • Coordinate performance management with accountability and incentive systems, supervise direct reports, and manage the project team directly.
    • Ensure that the work plan and project implementation occur within budget restrictions and result meets the target and overall objectives.
    • Ensure that prime and sub-recipients' financial controls and award management systems comply with accounting principles and USAID cost principles and standards, including procurement and disposal of project resources and assets.
    • Ensure compliance with organizational policies and procedures, QA for project management, and the optimal use of resources pertaining to quality staffing and cost-effective operations.
    • Provide scientific (including evidence-based interventions), technical leadership, knowledge management, and innovative technical approaches for project piloting.

    Requirements and Qualifications

    • Education: Master’s Degree in Public Health or Medicine
    • Experience: 10+ years of progressive senior-level management experience in managing complex public health programs or programs of similar size and complexity.
    • Fluency of communicating in English while fluency in speaking Hausa although not mandatory is desirable.

    Specialized knowledge:

    • Demonstrable experience in design, implementation, and reporting of activities of similar size and complexity in Nigeria or other climes.
    • Experience leading USAID/PEPFAR funded large-scale program desirable.
    • Knowledgeable in HIV/AIDS, infectious disease (Malaria and TB), maternal and child health, HSS, QA/QI, etc.

    Skills:

    • Proficient in Excel and word processing.
    • Strong written and oral presentation skills
    • Ability to analyze, present and use data for decision-making.

    Interpersonal / Individual Competencies:

    • Strong managerial skills, strategic vision, strong leadership qualities,
    • Strong professional reputation in the health industry.

    Mode of evaluation:

    • Monthly activity program report
    • Quarterly project report
    • Annual project report.
