    Nature of Consultancy

    • Conduct Assessment on internal mechanisms within division of the security sector on GBV and TIP

    Background
    The conflict that continues to affect North-East Nigeria has caused the displacement of almost 1.9 million individuals throughout the country, most of whom have sought refuge in host communities and Internally Displaced Person (IDP) camps and camp-like settings in the states of Borno, Adamawa and Yobe (IOM DTM Report, round 23, June 2019). Despite the fact that some IDPs have started to return to their villages of origin after relative security has been restored and more areas are now accessible to humanitarian actors, living conditions for conflict-affected populations remain dire, particularly for vulnerable individuals such as women and children who are at high risk of abuse from insurgents, security agents and other members of the community.

    One third of the female displaced population in North East Nigeria has suffered some form of sexual violence, whereas a fifth manifested having been victims of physical violence . Even though the majority of incidents of Gender-Based Violence (GBV) and trafficking in persons (TIP) remain unreported and victims often do not seek help due to fear of retaliation by the culprit or stigmatization by their community, perpetrators have been widely identified as being Boko Haram insurgents, members of the police and armed forces, and in some cases intimate partners or members of host communities or camps. And as cases of GBV and TIP continue to be a common occurrence in IDP camps and host communities, there is an increasingly urgent need to roll out interventions aimed at protecting vulnerable individuals. Therefore, the proposed project seeks to contribute to the improvement of living conditions and protection of IDPs and affected populations in Nigeria's North East states.

    Project Objective

    • This project will contribute to the reduction in impunity for and number of GBV and TIP incidents in IDP camps and host communities in North East Nigeria through mass sensitization campaigns and the promotion of increased accountability.

    Targeted Areas

    • Adamawa and Borno States; the two most crisis affected areas in North Eastern States of Nigeria.

    Outcome 1:

    • Improving response to GBV and TIP of Nigerian law enforcement agencies to ensure key actors can effectively contribute to GBV and TIP response in IDP settings.

    Output 1.4:

    • The enhanced internal accountability policies and procedures of the Nigerian Police Force in instances where police officers are perpetrators of SGBV or TIP contributes to increased overall liability for acts of SGBV or TIP

    Purpose of the Consultancy

    • IOM Nigeria is a seeking a consultant specialized in research, the consultant who will be working under the overall supervision of the Project Manager (MHPSS), and under direct supervision of the Project Officer (Protection), the consultant will contribute to the implementation of the projects as part of the IOM emergency response in North East Nigeria.

    Assessment of Internal Mechanisms

    • Initial engagement on understanding the frameworks and opportunities to map internal mechanisms within division of the security sector have begun. Under this project, IOM will lead the process to map and assess the existing internal mechanisms in addressing sexual exploitation and abuse by law enforcement, provide recommendations and foster linkages with the inter-agency community-based complaint mechanism (CBCM) on PSEA, and advocate for the inclusion of PSEA within standards of conduct. An assessment on Nigerian Police Force (NPF) and Civil Defense Corps (CDC) policies, trainings, and procedures for preventing and responding to officer perpetration of, and/or complicity in, GBV or TIP crimes among vulnerable populations in the northeast.
    • The assessment will highlight the current standards of conduct, and internal mechanisms in place to ensure accountability and assistance to survivors of sexual exploitation, including sex trafficking, by law enforcement officials. The assessment will also look at whether mitigation and prevention measures are put into place as well as identify focal persons for humanitarian actors to monthly check in with and turn to in the case of reporting exploitation by members of the NPF or CDC. The assessment report will produce actionable recommendations for NPF and CDC leadership and concerned donors. The assessment will provide a series of actionable recommendations, including looking at best staff accountability strategies. The assessment will draw from lessons learned from other contexts to provide recommendations to address internal accountability issues.
    • Finally, based on the findings of the assessment and recommendations, a contextualized training module will be developed to improve NPF and CDC understanding of GBV/SEA, capacity to handle and support survivors as well as usage of the accountability and reporting systems. Finally, based on the findings of the assessment and recommendations, a contextualized training module will be developed to improve NPF and NSCDC understanding of SGBV/SEA and TIP, capacity to handle and support survivors, and usage of the accountability and reporting systems. Such training will include senior level law enforcement officers in leadership positions with the capacity to make change within their organizations. The trainings will also involve community and NGO leaders so that citizens understand what law enforcement officials are being taught and what mechanisms exist to address issues of concern. Trainings that involve both officers and citizens will further strengthen relationships between citizens and public.

    Core Functions / Responsibilities

    Scope of work
    The consultant will undertake the following tasks:

    • Liaise with the existing project personnel to understand the initial engagement on the frameworks and opportunities to map internal mechanisms within division of the security sector.
    • Map and assess the existing internal mechanisms within the security sector for addressing sexual exploitation and abuse by law enforcement officers.
    • Conduct an assessment of Nigerian Police Force (NPF) and Civil Defense Corps (CDC) policies, trainings, and procedures for preventing and responding to officer perpetration of, and/or complicity in, GBV or TIP crimes among vulnerable populations in the northeast.
    • Identify what mitigation measures and prevention measures are put in place, how effective they are implemented.
    • Identifying the focal persons for humanitarian actors to monthly check in with and turn to in the case of reporting exploitation by members of the NPF or CDC.
    • Develop a contextualized training module based on the findings of the assessment and recommendations to improve NPF and NSCDC understanding of SGBV/SEA and TIP, capacity to handle and support survivors, and usage of the accountability and reporting systems.
    • Conduct training will include senior level law enforcement officers in leadership positions with the capacity to make change within their organizations. The trainings will also involve community and NGO leaders so that citizens understand what law enforcement officials are being taught and what mechanisms exist to address issues of concern.

    Tangible and measurable output of the work assignment:

    • The consultancy shall be guided by work related and behavioural ethics that include but not limited to: ability to effectively apply knowledge of GBV, TIP and SEA concepts in the execution of responsibilities at appropriate level; maintain confidentiality and discretion in appropriate areas of work; demonstrate skills at developing contextually relevant training materials; is familiar with the relevant global guidelines and standards, especially within the context of forced displacement.
    • The consultancy shall also be guided by behavioural skills of the consultant such as: ability to take responsibility and manages constructive criticism; work effectively with all clients and stakeholders; promotes continuous learning and communicates clearly; takes initiative and drives high levels of performance management; plan work, anticipates risks and sets goals within area of responsibility; display mastery of subject matter; contributes to a collegial team environment; creates a respectful office environment free of harassment and retaliation and promotes the prevention of sexual exploitation and abuse (PSEA); incorporates gender-related needs, perspectives, and concerns, and promotes equal gender participation; display awareness of relevant technological solutions; work with internal and external stakeholders to meet resource needs of IOM; demonstrate good communication skills and ability to work in a stressful environment.

    Deliverables:

    • Assessment report with details on existing internal mechanisms within the security sector for addressing sexual exploitation and abuse by law enforcement officers. Actionable recommendations for NPF and CDC will target actions at the national, state and local levels of law enforcement.
    • Highlight the current standards of conduct, and internal mechanisms in place to ensure
    • accountability and assistance to survivors of sexual exploitation, including sex trafficking, by Law enforcement official.
    • Provide recommendations to address internal accountability issues.
    • Provide recommendations to foster linkages with the inter-agency community-based complaint mechanism (CBCM) on PSEA, and advocate for the inclusion of PSEA within standards of conduct.
    • Document findings of the assessment and recommendations that will be used to develop a contextualized training module to improve NPF and CDC understanding of GBV/SEA, capacity to handle and support survivors as well as usage of the accountability and reporting systems.

    Realistic delivery dates and details as to how the work must be delivered:

    • Successfully document findings and recommendations to enhance the internal complaint and accountability mechanisms are agreed to and implemented with the Nigerian Police Force and CDC. Training module developed and training conducted. Final report submitted by end September 2018.

    Performance indicators for evaluation of results (value of services rendered in relation to their cost):

    • The consultancy shall be evaluated by the following performance indicators:
    • Timely execution of assigned responsibility
    • 80% satisfaction reported in coordination activity/ability of the consultant
    • 80% validation of reports submitted by the consultant
    • 80% satisfaction reported in the overall performance evaluation of the consultant
    • N.B.: The payment will be processed upon submission of the Final report.

    Payment Methodology

    • Payment will be made 100% upon submission and approval of the Final Report and all tasks as mentioned under this Consultancy Contract and annexures attached here with.

    Required Qualifications and Experience
    Education:

    • Completed University Degree in relevant Social Sciences field; preferably in Human Rights, International Relations etc.

    Experience:

    • Experience in Protection mandatory, including in Mapping and assessing existing internal mechanisms;
    • Experience in conducting trainings;

    Languages:

    • English fluency is required. Working knowledge of local languages will be advantageous.
