    Education Programme Development Manager

    Location: Maiduguri, Borno

    Job Summary

    • NRC is looking for a new Education Programme Development Manager. The purpose of the Programme Development Manager is to be responsible design, develop and implement the education programme.
    • NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Maiduguri and a coordination office in Abuja.
    • NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) in order to address identified humanitarian needs. We are in the process of establishing an Education programme.
    • The Education Programme Development Manager reports to Area Manager.

    Job Description

    • Develop Education strategy, technical SOPs / guidelines and Macro LFAs.
    • Compliance and adherence to NRC policies, Education tools, handbooks and guidelines.
    • Responsible for the development and management of funding proposals, project budgets and donor reports.
    • Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
    • Ensure capacity building of project staff and transfer key skills.
    • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
    • Lead the start- up of education activities
    • Undertake education Programme risk analysis applying Education Conflict Sensitivity Approach
    • Ensure collaboration with other core competencies, support departments, and senior management
    • Assess and analysis context, identify constraints, opportunities, and priorities of the Education core competency
    • Enable and guide the mainstreaming of gender, protection and environment into the Education strategies and operational practices
    • Promote culture of shared learning within the Education core competency and across core competencies

    Qualifications

    • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
    • Experience from working in complex and volatile contexts
    • Technical Education expertise
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • Fluency in English, both written and verbal
    • Valid driver’s license
    • Strong capacity in leading proposal development
    • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, Unicef, NMFA, Sida, and Norad)
    • Experience from Education monitoring and analysis with ability to devise and adapt tools to context
    • Experience from leading multi sector assessments and analysis
    • Ability to work closely together with other field staff and across sectors
    • High level of communication, representation, flexibility, and negotiation skills

    We Offer

    • Commencement: September, 2017
    • Duration: 12 months
    • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
    • Grade: The Education Programme Development manager is placed in grade 9 in NRC's grade profiling.
    • Duty station: Maiduguri, with frequent travels. Maiduguri is a non-family posting. Travel outside Maiduguri is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
