    Coordinator - Housing, Land and Property Sub-Working Group (ICLA)

    The Norwegian Refugee Council has approximately 5,000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.
    In light of the displacement in the north eastern part of Nigeria, NRC is about to start up an emergency response programme in Nigeria to respond to the humanitarian needs.
    As part of the emergency response, the main focus for NRC will be targeted at the provision of protection through the ICLA legal aid program for conflict affected populations including IDPs, returnees and the local communities in Borno State. NRC is implementing activities in the area of food security, water and sanitation and shelter sectors.  NRC will implement the Information, Counselling and Legal Assistance (ICLA) programme to assist people affected by displacement to exercise their Housing Land & property rights and identity documentation rights including civil documentation. NRC is therefore seeking an ICLA HLP SWG Co-Lead Coordinator in Maiduguri, Nigeria for 2017. The ICLA HLP SWG Co-Lead reports to the ICLA Programme Manager based in Maiduguri. The ICLA HLP SWG Co-Lead will contribute and assist the ICLA Programme Manager in the following activities:

    Tasks and Responsibilities

    • Adhere to NRC policies, tools, handbooks and guidelines
    • Facilitate establishment of and co lead the HLP SWG in Borno, Yobe and Adamawa states
    • Promote and support accountability to affected populations
    • Promote mainstreaming of HLP and protection issues
    • Assist the lead agency in monitoring, reporting and analysis
    • Support advocacy and resource mobilization
    • Ensure application of standards
    • Ensure emergency preparedness
    • Undertake training and capacity building
    • Perform any other duties as requested by the ICLA Project Coordinator and ICLA Programme Manager

    Specific Responsibilities

    • Support action by members to meet the HLP needs of affected populations;
    • Support the establishment/maintenance of coordination mechanisms and tools, making sure that information and data management systems are established and maintained;
    • Secure commitments from humanitarian partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the HLP SWG;
    • Co-represent the interests of the HLP SWG with different stakeholders;
    • Develop/update agreed response strategies and action plans for the HLP SWG and ensuring that these are adequately reflected in the overall country strategy.
    • Promote mainstreaming of HLP issues
    • Assist the lead agency in monitoring, reporting and analysis
    • Support advocacy and resource mobilization
    • Ensure application of standards, Emergency preparedness and undertake training and capacity building

    Qualifications

    • Minimum 5 years of experience from working in a coordination role in a humanitarian/recovery context.
    • Previous experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • High-level competency in computer skills (Microsoft Office applications)
    • Must be able to work under pressure

    Context/skills, knowledge and experience:

    • Fluency in English, both written and verbal
    • Knowledge of the context of NE Nigeria is desirable
    • Proven capacity in HLP
    • Experience with previous HLP/protection co-lead position is an advantage
