    Programme Assistant (Partnerships) G5

    Location: Maiduguri, Borno

    Organizational Context

    • This job is located in WFP Maiduguri Area Office, Nigeria. Under the supervision and guidance of the Head of Programme (Partnerships), the Programme Assistants (Partnerships) will be expected to take responsibility for completion of a range of programme support activities which will promote field level partnerships to support the implementation of WFP activities in Borno and Adamawa States of North-East Nigeria to ensure effective delivery of WFP Food assistance.

    Job Purpose

    • To carry out tasks to promote field level partnerships to support the implementation of WFP activities in Borno and Adamawa States, North East Nigeria in order to ensure effective delivery of WFP food assistance

    Key Accountabilities (Not All-inclusive)

    • Review cooperating partners distributions reports (CPDR), in line with WFP requirement and resources
    • Provide support and guidance to WFP partners on programme/project processes, procedures and coorperate partnerships requirements.
    • Support Cooperating Partners (CP) Performance evaluations, training needs and capacity building.
    • Support WFP’s monthly coordination meetings with Cooperating Partners including meeting set up, taking minutes of meetings, collation of inputs and circulation.
    • Support Partnership Agreements management using WFP Coorperate management tools including WINGS (Partnerships creation, PO creation and invoices processing), COMET (Partnerships creation) and ITS.
    • Support Field Level Agreement drafting and documentation of all approved agreements and related documents.
    • Organise and store partnerships documentation - both file based documentation and electronic documentation using the WFP Coorperate tools (Teamwork Space and Office 360).
    • Support WFP’s Partnerships Team in coorperating partners desk review to ensure high quality implementation and enforce value for money in implementation of WFP programme
    • Receive and collate comments and feedback from cooperating partners and other stakeholders to identifying programmatic issues with the view of fostering efficient operations.

    Functional Capabilities

    • Programme Lifecycle & Food Assistance: Can facilitate implementation of food assistance programmes under guidance using basic understanding of principles and good practices of programme design, implementation and monitoring.
    • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to facilitate, under guidance, food assistance programme implementation that deploys full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
    • Knowledge of Specialized Areas: Understands basic technical concepts and data andtheir relevance to food assistance programmes.
    • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
    • Strategic Policy Engagement w/Govt: Understands and applies basic principles of engagement with government counterparts at the national or local level.

    Desired Experiences for Entry into the Role

    • Contribute to the preparation of periodic and timely reporting on NGOs and other partnerships that enables informed decision making and consistency of information presented to stakeholders.
    • Support Cooperating partners capacity building through organized trainings and bilateral guidance.

    Standard Minimum Qualifications
    Education:

    • A University Degree (B.Sc) in Social Sciences or Natural Sciences is desirable.

    Language:

    • Fluency in both Oral and written communication in English Language. Fluency in the local languages such as Kanuri or Hausa will be an advantage.

    Experience:

    • Minimum of 3-5 years experience.
    • Experience in reporting, planning and analysis of programme output and outcome data
    • Experience working in collaboration with NGO and Government stakeholders
    • General knowledge of project/programme systems and standards
