    Programme Associate (M&E) G6

    Organizational Context

    • These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
    • At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance.
    • There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

    Job Purpose

    • To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

    Key Accountabilities (not all-inclusive)
    Under the general guidance of the deputy head of area office and the direct supervision of the National M&E Officer, the incumbent will perform the following tasks:

    • Contribute to the implementation and strengthening of WFP Nigeria’s M&E system for all activities under the Country Strategic Plan and in line with the Corporate Results Framework;
    • Participate in the updating, mainstreaming, and digital programming of a standardized monitoring toolkit based on collaborative feedback from technical focal points and field monitors;
    • Perform regular quality control checks on all uploaded monitoring data, with a focus on specific indicators
    • Manage the preparation, cleaning, and initial analysis of data sets generated from all monitoring;
    • Using the standard information graphic templates for monthly monitoring reports, incorporate data from a variety of quantitative and qualitative sources and for a variety of audiences;
    • Produce actionable monthly monitoring reports;
    • Support the provision of M&E inputs to proposals, draft field level agreements, and partners’ performance evaluations;
    • Develop and maintain a shared knowledge base platform for M&E tools, guidance, and reports;
    • Ensure compliance with WFP corporate policies, procedures, and criteria;
    • Perform any other duties, as required.

    Functional Capabilities

    • Capability Name: Description of the behaviour expected for the proficiency level
    • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
    • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding modality selection and implementation.
    • Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.
    • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.
    • Strategic Policy Engagement w/Government: Understands and applies basic principles of engagement with government counterparts at the national or local level.

    Key Deliverables:

    • Each data collection tool (revised or new) is digitally programmed for use in personal electronic devices within one week of off-line finalization;
    • Monthly quality reports of uploaded data;
    • Monthly monitoring bulletin in an agreed upon format;
    • Proposals, FLAs, performance evaluations have relative M&E considerations;
    • Updated and well-organized shared space for all M&E documents.

    Standard Minimum Qualifications

    • Education: Completion of Secondary School; post-secondary certificate in related functional area;
    • Professional experience: Three years post-secondary experience in development/food assistance;
    • Technical skills: Training and/or experience utilizing computer software, including word processing, spreadsheets, databases; proficiency in SPSS and Tableau will be an added advantage;
    • Language: Excellent spoken and written English; ability to communicate in one local language;
    • General: Knowledge of UN system policies, rules, regulations, and procedures.

    Desired Experiences for entry into the Role:

    • Experience collecting primary data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners, and other stakeholders;
    • Experience with WFP monitoring systems and standards;
    • Analytical capacity, attention to detail, resourcefulness, initiative, maturity of judgment, tact;
    • Ability to communicate clearly both orally and in writing;
    • Ability to establish effective working relations with persons of different backgrounds;
    • Ability to cope with situations which may threaten health or safety;
    • Flexibility in accepting work assignments outside normal desk description.
