    Programme Associate (MLAILPKC)

    Background

    • The United Nations Development Programme (UNDP) Nigeria secured a one-year Japanese funding to implement Institutional and Human Capacity Strengthening Support for the Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAILPKC), Kaduna
    • Under the overall guidance of the Team Leader, Governance, Peace and Security and the direct supervision of the Conflict Prevention and Peacebuilding Project, the incumbent supports effective implementation and delivery of the project and the CO programme on governance, peace and security in all aspects in accordance and in consistent with UNDP regulations and rules as articulated in the POPP and other related policies and guidelines.

    Duties and Responsibilities

    • Supports to formulation of programme strategies and implementation of the Country Programmes and Projects
    • Provides support to the management of Japan-funded project and the other CO governance, peace and security programme.
    • Provides substantive and administrative support to the Governance, Peace and Security Unit’s programmes/projects.
    • Provides support to resource mobilization efforts of the CO and prepares required donor reports (narrative and financial).
    • Provides support to the CO knowledge management and best practice.

    Provides effective support to the management of Japan-funded project with effective support to the other CO programmes/projects focusing on the achievement of the following results:

    • Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
    • Support of financial process of payment to vendors for the projects
    • Provision of guidance and communication to the executing agencies on routine implementation of projects.
    • Presentation of information for audit of NEX projects, supports implementation of audit recommendations.

    Provides substantive and administrative support to the Governance, Peace and Security Unit’s programmes/projects focusing on the achievement of the   following results:

    • Preparation of concept notes, Terms of Refence, draft project briefs/reports.
    • Contribution to projects’ formulation and projects’ budgets/finance.
    • Provision of support to project implementation, monitoring and reporting.
    • Revision of NIM/DIM projects Financial Reports; preparation of non-PO vouchers for development projects.
    • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in ATLAS.
    • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
    • Creation of requisitions in Atlas for development projects and register of goods receipt in ATLAS.
    • Creation of requisitions, POs and vouchers in ATLAS.

    Provides support to resource mobilization efforts of the CO and prepares donor reports (narrative and financial) focusing on achievement of the following results:

    • Analysis of information on donors, preparation of donor’s profile and preparation of brief reports on interest and funding possibility.
    • Tracks and reports on mobilized resources.
    • Review of contributions’ agreements, management of contributions in ATLAS and generation of donor reports in ATLAS.

    Provides support to the CO knowledge management and best practice focusing on achievement of the following results:

    • Provides support to the CO knowledge management and best practice
    • Supports organization of trainings for the operations/projects staff in the CO.
    • Supports organization of training workshops for implementation partners and project beneficiaries.
    • Prepares synthesis of lessons learnt and best practices on programmes/projects.
    • Makes sound contributions to knowledge networks and communities of practice.

    Education & Work Experience

    • C-HS Graduate or equivalent - 5 year(s) experience; G-Bachelor's Level Degree - 2 year(s) experience

    Languages Required:

    • Desired: English (Fluency in English)

    Required Skills and Experience:

    • Experience in managing DATABASE.
    • Prince2 PMP achieved will be desired.
    • 5 years of development work and progressively responsible for substantive, administrative or programme management support at the national or international level is required.
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
