    Camp Manager

    Duty station: Based in Maiduguri or Mongunor Ngala or Damasakin BornState (100% field)
    Starting date: 17 March 2019
    Duration of contract: 9 month (until 31/12/2019)
    Reporting to: Project Manager
    Supervision of: CCCM field assistants/monitors; Community outreach volunteers; housekeepers
    Status: Full time

    Summary
    In coordination with sector and the donor (UNHCR) at the field level, the camp Management support the camp
    level coordination, project and support action, including base management and reporting. The Camp Manager
    reports tthe Project Manager based in Maiduguri.

    General context of the project
    The BokHaram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed
    conflict. The armed conflict later spread tall twenty-seven (27) Local Government Areas (LGAs) of BornState,
    North East Nigeria. The conflict took an international dimension as it spread tthe neighbouring countries of
    Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers. The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest tform a
    hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social services and amenities have alsbeen destroyed and are now non-existent. Agricultural
    activities which used tbe the source of food security and livelihoods among the rural communities of the North East are nlonger existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the
    liberation of 15 LGAs.

    Responsibilities
    Roles and Responsibilities

    • Liaise with sector partners tassist with plans for service provision, camp planning, development of facilities, schools, shelter and WASH tensure plans for implementation are shared among partners and
    • community members tavoid issues, delays and confusion among stakeholder
    • Work closely with Shelter Lead for site planning and infrastructure development such as drainage and waste disposal, and encourage collaboration with WASH partners tensure HH are supported with appropriate number of WASH facilities, as per Sphere standards.
    • Conduct service monitoring across sectors in the camp tshare a holistic understanding of services and standards in the camp.
    • Co-Chair the CCCM Coordination meetings with CCCM Monitor (FP), addressing each sector, field project and issues, developing action points and assigning agency/person responsible, following up tensure
    • matter was resolved.
    • Operate information dissemination boards and other channels of communicating information between
    • agencies and the camp residents. Operate the information and complaint mechanism as per procedures.
    • Coordinate with other camp partners on dissemination of public announcements and messages. 
    • Schedule all activities and events on the master calendar and post it on the information board. Update the information board when needed and ensure that the written language(s), design and information is
    • understood and culturally appropriate
    • Conduct daily, weekly and monthly assessments of camp services and sectors, planned and ongoing field projects including overall assessment of camp conditions and population well-being, following the Camp
    • Management Checklist. Data collected will be included in a report template and sent tCCCM
    • Coordinator each Friday.
    • Ensure – through clear weekly and monthly work plans – protection monitoring and field assessment activities are carried out in a timely, effective and technically sound manner.
    • Support the collection of information/data about vulnerability, protection needs and concerns of the targeted population.
    • Act as focal point for the identification and referral of Extremely Vulnerable Individuals and People with
    • Specific Protection Needs for adequate assistance according tINTERSOS pre-defined criteria.
    • Update case files on individual developments, following international SOPs and ensuring beneficiaries’ data are protected.
    • Conduct follow-up monitoring visits tensure that needs have been met in an appropriate manner and beneficiary have the opportunity tprovide feedback on the assistance received.
    • Ensure dissemination of clear and reliable information on service provision and other preselected key topics.
    • Liaise with relevant public authorities and services providers in order tfoster effective collaboration and encourage national interest and ownership in protection of IDPs, refugees and other persons of concern.

    6) Essential Qualifications and Experience:

    • Relevant professional experience of three (3) years, preferably in emergency and/or development context;
    • Prior experience working in General Protection
    • Prior experience or familiarity with persons of concern (including internally displaced persons and refugees-returnees) would be a distinct advantage;
    • Prior experience or familiarity with NGsector would be an advantage;
    • Familiarity with international protection and human rights legal standards, with special emphasis on women rights and SGBV, would be a distinct advantage.
    • Good spoken and written English and relevant computer skills.
    • A high respect tclient/organization confidentiality.
    • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability.
    • Ability twork in a multicultural context as a flexible and respectful team player.

    • Experience in management of a team;
    • Excellent analysis and reporting skills;
    • Excellent communication and organization skills;
    • Punctuality and respect for applicable rules and procedures;

    • Computer/IT literacy (OS Windows/Vista/Linux, MS Office, Internet etc.);
    • Languages: Spoken and written Local language is essential and/or English is appreciated.
    • Preferred Qualifications and Experience:
    • Advanced university degree would be an asset.
    • Report writing skills.
    • Experience of work in the UN or NGor voluntary sector is preferred but not essential

    Brief Conditions
    INTERSOS reserves the right ttransfer position as per need / project demand any time during the project.

    • Ngala
    • Monguno
    • Banki
    • Damasak

    (Staff will responsible tmanage for his/her own accommodation / food at duty station;

    For any sort of field / official visit, travel t& from will responsibility of INTERSOS including food allowance but
    travelling from home tduty station will be staff own responsibility (in some cases facilitation could be provided as per urgency)
    NTA/DA will be provided for the field work for which staff will be appointed;
    Other Terms & Condition will be part of Job Contract;
