    Monitoring and Evaluation Analyst

    • The M&E Analyst plays a critical role in strengthening the accountability, transparency, and effectiveness of the NHF. Quality monitoring, evidence-based reporting, and robust partner capacity assessments and strengthening initiatives directly inform NHF decision-making and contribute to improved humanitarian outcomes for conflict-affected populations in northeast Nigeria.

    Responsibilities:

    Within delegated authority, the Monitoring and Evaluation Analyst will be responsible for the following duties:

    Summary Of Key Functions

    • Programmatic monitoring and results reporting of NHF-funded projects.
    • Data management, analysis, and production of analytical and knowledge management products.
    • Programmatic management support including allocation processes, project reviews, and quality assurance.
    • Partner capacity strengthening and Internal Capacity Assessments (ICAs).
    • Partnerships management support including NGO eligibility processes and stakeholder engagement.

    Monitoring and Reporting

    • Support the development and regular updating of the NHF programmatic monitoring plan in alignment with assurance priorities and projects implementation schedules, NHF monitoring SOPs, and operational guidelines to strengthen effective oversight, compliance, and performance tracking of NHF-funded projects.
    • Conduct regular and systematic monitoring (including remote monitoring) of NHF-funded projects in line with monitoring plan to assess implementation progress, verify reported results, ensure compliance with approved project proposals and grant agreements.
    • Prepare monitoring reports with actionable recommendations following monitoring activities.
    • Ensure timely communication and sharing of key findings, concerns, project implementation status updates, and agreed follow-up actions with relevant HFU staff, partners, and other stakeholders.
    • Provide technical guidance and capacity strengthening support to NHF partners during and following programmatic monitoring activities to improve data quality, reporting accuracy, documentation standards, and compliance with NHF and CBPF requirements.
    • Support the design, analysis, interpretation, and presentation of NHF-related data, assessments, surveys, monitoring datasets, and analytical products (dashboards, sitreps, funding snapshots), to strengthen evidence-based reporting, risk-informed analysis, and operational decision-making for internal and external stakeholders.
    • Ensure accurate and timely documentation, and updating project monitoring records, supporting evidence, results tracking information, and related recommendations in the Grant Management System (OneGMS), in line with NHF monitoring SOPs and operational guidelines
    • Contribute to the preparation and development of NHF annual reports, analytical and information products, success stories, lessons learned, and other knowledge management materials to strengthen humanitarian reporting, visibility, accountability, and evidence-based decision-making and other information products as may be required.

    Programmatic Management Support

    • Support data analysis, prioritization exercises, and evidence-based decision-making processes to inform NHF allocation planning, strategic prioritization, and review processes.
    • Support the design and implementation of NHF partners' technical capacity strengthening initiatives in line with NHF operational priorities and requirements.
    • Support strategic and technical reviews of NHF projects ensuring alignment with allocation strategies, sector priorities, technical standards, and CBPF guidelines during allocation processes.
    • Support the quality assurance of NHF project narrative reports, and provide technical inputs and operational guidance during project revisions, reprogramming, and grant adjustment processes to ensure alignment with approved project objectives, implementation progress and NHF operational guidelines.

    Partnerships Management Support

    • Support review and clearance of requests for Due Diligence ensuring all required documents have been completed and duly uploaded in OneGMS.
    • Conduct programmatic internal capacity assessments (ICAs) of NGOs in line with NHF eligibility and ICA SOPs/guidelines.
    • Support the design and implementation of national NGO capacity strengthening initiatives throughout NHF eligibility and partnership processes.
    • Support the planning, coordination, and participation in field missions with NHF stakeholders (including donors, Advisory Board members, OCHA management, and other relevant stakeholders).

    Competencies

    • PROFESSIONALISM: Knowledge of humanitarian programming, monitoring and evaluation principles, and results-based management frameworks. Ability to conduct independent data collection, analysis, and reporting, identify issues related to project implementation, partner compliance, and performance, and recommend appropriate solutions. Ability to apply technical judgment in the context of assignments given, plan own work, and manage conflicting priorities across multiple NHF-funded projects. Foresees risks and allows for contingencies when planning monitoring activities, field missions, and capacity strengthening initiatives. Uses time efficiently; develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required.
    • ACCOUNTABILITY: Take ownership for all responsibilities and honors commitments; deliver outputs for which one has responsibility within prescribed time, cost, and quality standards; operate in compliance with organizational regulations and rules; support subordinates, provide oversight and takes responsibility for delegated assignments; take personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
    • COMMUNICATION: Proven ability to prepare clear and concise monitoring reports, analytical products, and presentations, and to communicate findings and recommendations effectively to diverse audiences including partners, donors, and senior management. Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match the audience; demonstrates openness in sharing information and keeping people informed.
    • TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

    Qualifications
    Education:

    • Advanced university degree (Master's degree or equivalent) preferably in Statistics, Political or Social Science, Development Studies, International Studies, Public Administration, or other relevant science is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Experience

    • A minimum of 2 years of relevant progressively responsible experience in emergency humanitarian programming, crisis/emergency relief management or other related areas, preferably with a UN organization or an NGO is required.
