    ToR GIZ - YEE Project Baseline Survey

    Consultancy Assignment:
    Location MMC, Jere, Mafa, Monguno, Gwoza, Maiha Mubi
    South and Mubi North of Bornand Adamawa States.

    Responsible Persons for TOR Plan International Nigeria- Monitoring and Evaluation

    Coordinator
    Purpose/Objectives of the Consultancy:

    • To conduct project baseline survey tdetermine the direction of skill acquisition intervention as well as determine the livelihoods of conflict-affected populations which in general will inform
    • the intervention in promoting specific livelihood strategies and activities tengaged the youths in line with gender and DNHarm principles in Bornand Adamawa states in Nigeria.
    • Objectives:
    • The objectives of the base line survey are tascertain the following in MMC, Jere, Mafa, Monguno, Gwoza, Maiha Mubi South and Mubi North LGAs of Bornand Adamawa States.
    • Tascertain the income generating activities/livelihood and skills opportunities
    • Access the viability of IGA/livelihoods opportunities with emphasis on potential of growing profitable business models
    • Explore the potential for access tlarger markets
    • Examine the potential for social media marketing and networking
    • Tdetermine presence and proximity of vocational training centers including availability of existing master crafts, trainers and instructors.
    • Examine the availability of small and medium skill provider in the implementing LGAs
    • Examine and analyze the percentage of unemployed youths per state and Local Government of intervention
    • Assess the gender based related practices that hinders women access teconomic empowerment.
    • Assess the availability of Community-based protection and referral mechanisms.
    • Survey methodology:
    • A qualitative and quantitative survey will be conducted using appropriate methodological study design with gender transformative approach in targeted local government area of Bornand
    • Adamawa state of North East Nigeria testablish a baseline for the project’s indicators. The
    • consultant will alsconduct comprehensive desk review of relevant documents, develop appropriate data collection tools with appropriate study design, sample size determination and
    • sampling technique. The consultant will submit a draft methodology tPlan international for approval.

    The methodology will include but will not be limited to:

    • Review of previous evaluation reports
    • Focus group discussions
    • Key stakeholder interviews
    • Secondary data review of NDE, ITF and MDAs for YEE in both states.
    • Programme staff interviews
    • Literature review
    • Analysis of existing data

    Work scope of External consultant:
    The consultant(s) activities, outputs and working conditions are outlined below.
    i) Overall Responsibilities: The consultant will lead and coordinate the overall survey process.

    Specifically, the consultant will undertake the following:

    • Prepare technical proposal with work schedule and a separate financial proposal and submit tPlan International Nigeria for review not later than the date specified in the
    • announcement.
    • Hold preliminary discussions with, Emergency Response manager, CM&E Manager, project coordinator and key stakeholders.
    • Design appropriate data collection tools/procedure with appropriate study design, sample size determination and sampling technique (tbe discussed and agreed with Plan
    • International team prior tthe commencement of the actual survey).
    • Develop and translate data collection tool tthe local language (Hausa, Kanuri and other Language)
    • Develop appropriate training and field manual with local language tguide data collection process.
    • Recruit and manage experienced and professional data collectors/interviewers and supervisors/team-leaders
    • Design and manage training for supervisors and interviewer’s/data collectors.
    • Oversee the data collection process tinclude: survey pre-test/Pilot test; and ensure effective management of data collection teams by supervisors.
    • Collected data will be entered and cleaned and analyze applying EPi infversion 7 and SPSS software and submit the softcopy of the data file with findings.
    • Produce draft report on findings (per required format and data request).
    • De-brief the project team and other Plan International employees both at field and country office (after initial field trip and upon submission of report).
    • Coordinate with the emergency unit tvalidate and disseminate study findings trespondents and other stakeholders.
    • Prepare and submit electronic copy of the raw data and final report, and twhardy copies of the final report within the specified time of agreement.
    • Produce final report and make relevant amendments/enrichment based on the draft report comments.

    ii) Outputs/Deliverables:
    The consultant should submit schedule as per the following outline or with own expertise

    Database template for data entry submitted before data entry (for review by specialist and M &E manager)

    Final survey report (3 hard and soft copies with RW-W CD)
    iii) Duration of Consultancy:
    The consultancy work is expected tcommence on 11 th February – 4 th March, 2019. The consultant, however, is required tattach and submit the detailed schedule alongside the
    technical proposal. While undertaking this assignment, the consultant is expected tbe guided by utmost professionalism; this includes not making any commitments tcommunities and any other persons, on behalf of Plan International Nigeria, adherence tthe time-frame and conditions outlined in the TOR and consultancy agreement
    iv) Personnel Structure:
    Plan International will cater for one lead and twjunior consultants

    Plan International will cater for fifteen (15) enumerators tsupport this process across both states.
    Plan International’s Responsibilities
    The ME&R Manager and livelihood Specialist will facilitate the following responsibilities by:

    • Providing consultants with literature review materials and other necessary documentations.
    • Linking consultants trelevant stakeholders, especially in Maiduguri.
    • Ensuring effective coordination of the study logistics tfacilitate the consultant(s) in undertaking the assignment.
    • Consolidating Plan International’s comments for incorporation by the consultants.
    • The GiZ-YEE project coordinator and M &E officer based at Maiduguri field office will facilitate the survey by:
    • Coordinating with the consultant tensure the quality implementation of the study on ground (e.g. training and supervision of interviewers)
    • Ensuring field survey logistics are on track e.g. providing accurate and comprehensive beneficiary information tinform the sampling, mobilizing/informing beneficiaries/local authorities about survey.
    • Ensuring the dissemination of survey findings/report tbeneficiaries and other field- based stakeholders.
    • Providing additional information on ground.
    • Ownership of Research Data/Findings
    • All data collected for this study shall remain the property of Plan International Nigeria. Any work product resulting from this study must reference Plan International Nigeria and GIZ as a
    • primary or contributing author.

    Reporting:
    The general report outline, if necessary can be provided during feedback session on the draft report. However; at minimum it should include the following:
    Executive summary

    • Introduction section (background information about the project target area, project itself, etc),
    • Literature review
    • Objectives for and intended use of the evaluation
    • Survey methodology and limitation of the study,
    • Description of the programme/project work evaluated
    • Results
    • Conclusion and recommendations
    • Names and detail contact information of those conducting the survey.

    Annexes
    The following disclaimer should be included in the report.

    Time frame

    • The consultant is expected to commence immediately (expectedly 19 th February) Selection criteria for consultant
    • The consultants are expected thave at least master’s degree in Public health, Livelihood, a
    • strong vocational training, participatory gender, labour market and cash transfer programming
    • experience, or other related field and five years of work experience with the following additional requirements:
    • Over five years working experience in livelihood, household Economic strengthening response and cash transfer programming (Experience in North east Nigeria context is desirable).
    • Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies
    • Advanced experience in evaluating gender equality, youth development and or youth focused
    • projects, preferably in the field of youth life skills and development programmes. This includes previous experience conducting Focus Group Discussions and Interviews.
    • Ability tconduct meetings with senior persons at government, Bi-lateral and NGlevel
    • Ability twork on own initiative and tmeet deadlines
    • Attention tproduce and present high quality accurate presentations/reports
    • Ability and willingness ttravel tvery remote areas
    • Excellent command of written and spoken English

    Desirable

    • Good skills in documentation and reporting
    • Familiarity with youth unemployment issues in Adamawa and BornStates
    • Experience/understanding of Child Rights Programming and development

    Procedure for recruitment of consultant
    The potential consultant should:
    Provide curriculum vitae detailing knowledge/experience in the above areas.
    Provide a report showing work on similar previous assignments.
    An outline of how he/she intends to go about the consultancy.

    Propose an expected consultancy fee.
    Possible dates he/she will be available to commence the consultancy.
    Provide name of two references that can attest to the consultant capability to conduct the consultancy.
    A team from Plan International Nigeria will score the documentations provided by the potential consultant based on their technical “know how” and expected fee on the bases of 75% and 25% respectively.
