    Senior Officer, Facility Management

    Job Description

    The role of this job holder entails aligning property, maintenance and facility strategies in FCT within AEDC’s area of coverage.

    Key Responsibilities

    Facility Management:

    • Assists in management oversight for the implementation and execution of AEDC’s facilities management strategic plan in FCT.
    •  Assists in the implementation of a policy of continuous improvement and upgrade of the facilities, quality of service delivery to meet local/international standards in FCT.
    • Liaises effectively with all stakeholders i.e., building occupants, owners, and service providers in the management of facilities in ensuring that the facilities meet Government statutory regulations, environmental, health and safety standards.
    • Assists in the creation of safety awareness, implementation of safety directives and ensures building occupiers are trained in occupational Health and Safety.
    • Assists in ensuring compliance with legal regulations by completing regular HSE inspections and updates monthly reports as appropriate and ensures that HSE requirements are effectively implemented as guided by the HSE Unit within assigned region of coverage.
    • Supports Procurement Unit activities in the nomination of contractors and specification of works, costing on facility-maintenance activities.
    • Assists in the review and evaluation of maintenance projects in progress to ensure contract compliance and quality control in liaison with the Projects Unit activities.
    • Assists in ensuring that preventative repairs and maintenance procedures for buildings and equipment are well maintained and in optimal working condition.
    • Assists in ensuring that all operations are in accordance with established health, safety and environmental standards and regulations; and that services purchased are of acceptable quality at the least possible cost.
    • Assists in keeping Management abreast of significant problems from day to day operational activities; recommends and executes appropriate solutions.
    • Assists in space planning and management; ensures that building-layout will accommodate present and future operational and space requirements including: parking space provision and identification.
    • Assists in conducting of periodic inspections of facilities, assesses problems and needs, and implements improvements in operations as appropriate.
    • Assists in coordination of maintenance activities by ensuring that the facilities are clean,  well maintained, and in good repairs through direct preventive maintenance procedure where appropriate.
    • Assists in working with the Corporate Communications Unit by ensuring that the identification and branding of all AEDC facilities and work sites adhere to the stated brand policy.
    • Assists in providing standards, ensuring that janitorial service providers adhere to defined SLA in keeping all premises clean and well maintained.
    • In liaison with the Security Services Unit, assists in ensuring that all AEDC facilities and work locations are provided with adequate security.
    • Assists in ensuring that all service providers adhere to internal safety procedures in the discharge of their duties.

    Real Estate (Property) Management:

    • Assists in the development of a strategic plan for managing properties within the organisation.
    • Assists in conducting visits to properties within company to assess growth and areas of development.
    • Assists in guiding the management of AEDC Lease Renewal Process (and other property management projects), including negotiating extensions, new lease options, rent reductions, obtaining tenant improvement allowances, and other needs as required.
    • Assists in providing assurance to the business that notification contractual dates are met in a timely manner and the proper management approvals and documentation are completed.
    • Assists in managing property purchases where applicable, right of first refusal notifications, coordinates with Landlords of leased properties, coordinates with the legal department to complete lease amendments relating to all transactions.
    • Assists in ensuring that all lease agreement are current.
    • Assists in ensuring that AEDC leased property meet commercial and occupier standards.

    Team Management:

    • Assists in the effective supervision of other building personnel under mentorship through effective objective-setting, delegation and communication.
    • Assists in leading, inspiring, searching for best-practice facility-management and managing change where applicable.
    • Assists in team building by providing useful suggestions to the team.
    • Assists in coordinating and supervising personnel in the unit.
    • Assists in conducting performance appraisals.
    • Assists in providing measurable feedback to assigned personnel and suggestions for improved performances; formulates and implements employee-corrective actions where needed.

    Education, Experience & Technical Skills

    • Minimum of Bachelor’s Degree or its equivalent in a Technical field such as Estate Management, Building, Survey, other Engineering or Environmental Science related disciplines.
    • 5-7 years cognate experience with about minimum of 4 years’ experience in a similar role.
    • Ability to understand, interpret and communicate complicated Real Estate, Facility-Management and technical issues.
    • Knowledge of facility-management.
    • Strong quantitative and qualitative analytical skills.
    • Computer literacy with in-depth Knowledge of Microsoft Office programs.
    • Excellent organizational and communication – both oral and written – skills.
    • High level of personal organization, time management and the ability to handle complex workload.
    • Customer service driven skills and “can do” attitude

    • Compliance with HSE Audit requirements.
    • Customer Service Index.
    • On-time renewal of lease.
    • Implementation of office maintenance schedule within agreed timelines.

    • Preventive maintenance closure rate.
    • AEDC branded properties.
