    Financial Flow Specialist


    Job Summary

    • Coffey is delivering the DFID funded LINKS - Powering Economic Growth in Northern Nigeria programme, which will support the development of a vibrant and diversified economy in the three key northern Nigerian states of Kano, Kaduna and Jigawa. The programme will have a duration of 7 years. The components of LINKS activity will be:
    • Investment promotion and facilitation and
    • Private sector innovations that increase competitiveness, productivity and transformational economic inclusivity. Two further supporting components will address
    • Business environment challenges impacting investment and innovation, and
    • Monitoring and Evaluation (M&E)
    • This position will work together with the Investment team to design and develop the financial flows component and contribute to the successful delivery of the components planned activities and planned results

    Responsibilities

    • Development of overall project strategy, theory of change, monitoring and evaluation, implementation approach and methodologies and technical issues
    • Contributing to develop the strategy for the Investment component and the quarterly and annual work plan for the Investment component
    • Supporting engagements with all sources of finance to take stock of current financing gaps including PEs, VCs, DFIs, HNIs, etc.
    • Developing innovative financing options and screening identified investment opportunities, carrying out the necessary due diligence, financial modelling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, or other forms of finance to facilitate investments.
    • Reviewing and presenting cases for compelling investment deals and acting as lead facilitator in the negotiation of the deal taking the interests of both sides of into consideration
    • Leading on deal sourcing drives and working with the Investment Manager to coordinate activities within the sub-component
    • Liaising and coordinating with Investment Intelligence Team on Information and Data availability
    • Undertaking a mapping and segmentation of flows of finance in the country
    • Quality assurance reports
    • Making inputs into the Investment section of the inception report
    • Performing any other duties that might arise within the project activities
    • Some local travel within the focal states of the project will be required

    Education and Experience

    • Master's degree in Accounting, Economics, Banking and Finance or a related field
    • 10 years’ experience in private equity, venture capitalism and investment banking
    • Experience working within the commercial banking sector or development finance institution
    • Experience building networks within the financial sectors especially within the northern states of Nigeria
    • Experience with financial modelling

    Knowledge, Skills and Abilities:

    • Ability to use a personal computer, email, Excel and Word
    • Ability to communicate effectively, orally and in writing (English is required for this position
    • Ability to effectively prioritize tasks
    • Ability to multitask and work independently on innovative ideas
    • Knowledge of financial modelling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, or other forms of finance to facilitate investments
    • Knowledge of local financial parastatals and other related stakeholders

    Consultant - Nigeria Policing Programme Endline Assessment

    The Programme

    • The Nigeria Policing Programme seeks to improve key Nigerian security and justice institutions. NPP works to support the areas of accountability, community policing, resource allocation and cohesion among policing actors on safety and security issues.
    • NPP provides support by building capacity within the NPF and targeted policing accountability mechanisms; providing technical assistance to key counterparts and institutions to improve their ability to function effectively. It also facilitates communication within and between security actors and helps to improve the effectiveness of public outreach and public advocacy.

    The Position

    • The programme started implementation in late 2017 and it is set to close by March 2020. As a result, an end-line evaluation is being implemented to estimate the programme’s impact over it lifespan, contribute information that may be used to influence future designs and provide accountability to all stakeholders, partners and beneficiaries before programme closure.
    • The primary objective of this assignment is to investigate the overall impact, worth and significance of the sum of programme interventions. It is expected that the evaluation will assess key results using the five domains of evaluation within the OECD DAC evaluation criteria[1]. The main framing questions of this evaluation will include:
      • To assess the extent to which the NPF, other policing providers in supported areas and targeted oversight and accountability mechanisms are perceived to be more capable, accountable and responsive by key stakeholders
      • To highlight the current experience of professional conduct and impunity amongst police officers in supported locations
      • To evaluate the current experience of public safety and security issues in supported locations
      • To evaluate the current level of awareness of resource allocation and budgetary processes amongst NPF senior leadership and citizens
      • To assess the current experience of coordination and coherence between the NPF and other policing providers
      • To assess the extent to which consolidated evidence and learning are used to support policing reform in Nigeria

    The Contractor
    We are looking for an organisation or independent evaluation expert(s) who are experienced and able to complete the following:

    • The consulting organisation/independent evaluation expert is expected to deliver the following per location of work:
      • Final questionnaires in English, Igbo, Hausa, Yoruba, Kanuri and other languages as required, including supporting documentation, continuing definitions, additional guidance for enumerators
      • Make explicit the intermediate results within the NPP programme ToC
      • End-line evaluation approach and methodology that includes an explanation and interpretation of the ToR
      • Pre-field visit training report which will include issues arising around strategy and questions
      • Field work update report no longer than a page
      • For the quantitative evaluation, populated data tables showing responses to each questions and survey administered, frequency tables broken down by all relevant variables identified including tables combining all states and individual states.
      • A preliminary report presenting all key findings from the evaluation
      • A detailed technical report on the overall end-line evaluation
      • Work plan to indicate specific dates for the submission of each deliverable identified in the ToR
      • Annexes including the end-line evaluation work plan, questionnaire, raw data, list of communities visited, list of persons interviewed, field photographs, glossary of key terms and other necessary information
