    Finance Associate

    Type of Contract: Service Contract

    Background
    UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

    The Spotlight Initiative is a global partnership between the United Nations (UN) and the European Union (EU) to eliminate all forms of violence against women and girls in support of the 2030 Agenda on Sustainable Development. It was launched in September 2017 by the UN Secretary-General and the EU High Representative and Vice President (HRVP). The 500 million Euro Initiative provides a model for partnerships with donors, civil society, and the UN to deliver on the SDGs in a comprehensive manner leveraging comparative expertise. SDG 5 and the achievement of gender equality are placed at the centre of efforts (alongside Goal 16) with the aim to provide an enabling environment for the implementation of all goals. Within the UN, the Initiative will operationalize the UN development system reforms and model a new way of delivering on the SDGs in an integrated way, leveraging collaborative advantages. Three Core Agencies: UNDP (the United Nations Development Programme, the United Nations Population (UNFPA) and UN Women) will work together with other UN agencies to make large-scale investments in priority countries.

    Reporting to the Operations Manager, the Finance Associate is responsible for the execution of a wide range of financial services and administrative processes in the Spotlight Initiative ensuring timeliness, efficiency and transparent use of financial resources and delivery of services in accordance with organizational financial rules, regulations, policies, procedures and approved allocations. The Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations, standard practices and guidelines.

    The Finance Associate works in close collaboration with the Spotlight Initiative as well as with the Operations and Programme teams in UN Women HQ for solving complex finance-related issues and information delivery.

    Duties and Responsibilities
    Implement financial strategies, and adapt processes and procedures in full compliance of UN Women rules, regulations, policies, and recording and reporting systems:

    • Perform duties in full compliance with UN Women financial regulations and rules, policies and standard operating procedures, including internal controls;
    • Keep abreast of and ensure full compliance with amendments to International Public Sector Accounting Standards (IPSAS);
    • Review and verify financial transactions, activities, and documentation; taking corrective actions as needed and reporting any unusual activities;
    • Monitor financial exceptions reports for unusual activities or transaction, investigate anomalies and report to the supervisor conclusions and/or present recommendations for actions/decisions;
    • Collect, verify and present information and data for use in the planning of financial resources and the formulation of the Spotlight Initiate programme work plans, budgets, proposals on implementation arrangements and execution modalities;
    • Provide assistance in Annual Work Plan entry in Results Management System (RMS) as required.
    • Provide advice and recommend solutions to a wide range of financial issues;
    • Monitor the proper functioning of the financial resources management system for office and programmatic budgets and resources;
    • Implement and monitor cost saving and reduction strategies;
    • Review with Budget owners and Project Managers, in line with Month-end Closure Checklist, the Project Delivery Status Reports and investigate any overspend;
    • Respond to instructions from the Deputy Director of Financial Management or Finance Section in relation to financial transactions. Undertake timely corrective actions as requested by Finance Section to resolve financial data issues or provide information;
    • Participate as a member of theteam in the internal and external audits
    • Follow-up on audit recommendations to monitor implementation of corrective actions;
    • Actively promote a client-oriented finance service.

    Prepare and administer the Spotlight Initiative budgets in full compliance of UN Women rules, regulations, policies, and recording and reporting systems:

    • Formulate the budget, control allotments, monitor expenditures, and prepare revisions according to the needs of the Spotlight Initiative;
    • Track the appropriate and timely use of financial resources;
    • Prepare cost recovery documents or bills for the services provided by UN Women to other programmes or organizations;
    • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds
    • Ensure the maintenance of the control mechanism for development projects through monitoring budgets preparation and modifications and budgetary status;
    • Maintain internal expenditure control system;
    • Undertake corrective actions on un-posted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers. Frequently review and investigate payment vouchers which are in error; and respond to Spotlight Initiatie requests to resolve financial data issues;
    • Prepare VAT reimbursements with adequate documentation support, as necessary;
    • Input data in Atlas and monitor status. Keep stakeholders and clients informed for timely action and/or decisions;
    • Manage petty cash fund;
    • Assist Project Managers with budget re-phrasal as required.

    Provide finance support to the Programme and Operations teams:

    • Review accounts receivables for Spotlight Initiative projects and follow-up with project managers and finance section at regional office and/or headquarters on contributions, deposits creation in Atlas and their application to AR pending items;
    • Prepare PO and non-PO vouchers for development projects;
    • Prepare General Ledger journal entries (GLJEs) from proper supporting documents authorized by the budget owners and project managers;
    • Review transactions in Atlas, ensure payroll, travel claims, MPOs, and other entitlements are processed;
    • Monitor the setup of budgets in ATLAS to ensure they are in accordance with budgets agreed with donors and are input into ATLAS at the detailed Activity ID level;
    • Monitor each month over-expenditure of budgets and follow up with Budget Owner;
    • Monitor regularly transactions posted to projects ensuring actual expenditure has been recorded against correct budget category and activity, take timely corrective actions as required;
    • Maintain proper follow up of advances to implementing partners, review their financial reports together with project managers;
    • Monitor the financial status and implement control mechanisms for management/development projects;
    • Monitor and proper follow up of all the financial items in Month-end and Year-end closure instructions status and under the guidance of the Operations Manager, take correction actions as required;
    • Keep stakeholders and clients informed for timely actions/decisions and review status reports for quality control;
    • Provide information inputs to financial reports;
    • Finalize mandated financial reports to donors and other clients and stakeholders;
    • Associate revenue and expenditure in commitment control for non-core projects.
    • Provide inputs and take necessary actions to facilitate timely financial project closure;
    • Support financial donor reporting by providing timely information and taking necessary actions as required by UN Women Virtual Global Service Centre for financial donor reporting.
    • Assist with preparation for Audit of Projects and Partners by third party audit firm. Follow-up and/or take action on audit recommendations to ensure implementation of corrective actions. Assist in reviewing the audit reports on CSO executed projects.

    Provide administrative support to Resource Mobilization:

    • Compile and process information from donors, CO, and programme team, as inputs to various databases and documents.
    • Prepare drafts for cost sharing agreements including conditions of contributions within resource mobilization efforts, adhering to standard agreements where possible. Follow up on contributions within the Spotlight Initiative resource mobilization efforts.

    Facilitate knowledge building and knowledge sharing:

    • Conduct training and/or helping organize training events and activities;
    • Collect and compile lessons learned and best practices in financial management and services. Disseminate to clients and stakeholders as appropriate to build capacity and knowledge;
    • Contribute to financial business operational practices and management innovations.
    • Supervise and guide staff and personnel under responsibility, as applicable, provide technical guidance and monitor performance to ensure delivery of results according to plans and standards of accountability and performance;
    • Undertake all trainings in relation to financial management provided, including webinars from headquarters

    Experience:

    • At least 7 years of progressively responsible experience in finance;
    • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and spreadsheet and database packages, experience in handling of web based management systems.
    • Experience in the use of PeopleSoft ATLAS is an asset.

    Language Requirements:

    • Fluency in English required

    Programme Officer, Prevention and Mitigation Services (PMS)

He or she also provides substantive inputs to programme design, formulation, implementation, monitoring and evaluation.
    • He or she also ensures appropriate application of systems and procedures and develops enhancements if necessary. 
    • She/he works in close collaboration with the programme and operations team, UN Women staff, Government officials, academic institutions, multi and bi-lateral stakeholders and civil society working to address prevention and services provisions to ensures successful UN Women programme implementation under portfolio.

    Duties and Responsibilities
    Contribute technically to the development and implementation of the Spotlight programme strategies and interventions for the prevention and mitigation of SGBV and Harmful Practices:

    • Develop background documents, briefs and presentations related to prevention and services provisions for the Spotlight Initiative
    • Coordinate and prepare regular justification for scaling up the prevention and services provisions within the spotlight intervention using advocacy platforms and other events, trainings, workshops and knowledge products;
    • Support the coordination and the development of knowledge management methodologies, and products on Spotlight Initiative.

    Provide substantive inputs to advocacy, knowledge building and communication efforts:

    • Provide substantive technical support to the Programme Specialist Technical Coherence on inter-agency coordination and related activities by drafting background reports and briefs;
    • Leverage opportunities within the broader spotlight partnership to promote the prevention and services provisions components of the programme.

    Provide technical support to inter-agency coordination on Spotlight Initiative to achieve coherence and alignment of UN Women programmes with other partners in the country:

    • Pro-actively identify relevant partners working to promote SGBV prevention at state and national levels, and liaise and foster partnership with them;
    • Identify potential partners including private sector, traditional and religious institutions, academics, celebrities etc. to support the prevention and services provisions component of the spotlight interventions;
    • Provide substantive inputs to resource mobilization strategies
    • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
    • Participate in donor meetings and public information events, as delegated.

    Provide substantive inputs to building partnerships and resource mobilization strategies:

    • Monitor progress on implementation of activities and finances using results-based management tools;
    • Draft reports on monitoring missions, programme results s, outputs and outcomes;
    • Provide substantive inputs to the preparation of donor and UN Women reports with specific focus on prevention and service provisions outcomes

    Provide technical inputs to the monitoring and reporting of the programme:

    • Coordinate the implementation of effective prevention and services provisions programme activities; also support the development of technical knowledge products;
    • Coordinate and lead technical workshops and webinars; facilitate workshop sessions for effective prevention and services provisions;
    • Contribute to the assessment and development of capacity plan for partners implementing the prevention and services provisions on the spotlight as well as provide a forum for exchanging experiences;
    • Consolidate lessons learned and key outcomes of workshops and webinars for the prevention and services provisions aspect of the spotlight interventions;
    • Analyze emerging needs and provide suggestions for technical follow up;
    • Establish and nurture relationships with state and national partners to support implementation and expansion of the Spotlight Initiative programme;
    • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
    • Provide technical support to counterpart institutions and partner organizations including CSOs to enhance their capacity to prevent and respond to SGBV and HPs at national, subnational and community levels;

    Provide technical assistance and capacity development to programme stakeholders:

    • Provide substantive technical support to the implementation and management of the Spotlight Initiative programme in the targeted states for prevention and services provisions;
    • Lead the delivery of the UN Women components on prevention and services provisions within formal and informal institutions; driving message development and demand creation for services among various stakeholders;
    • Support the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners to ensure effective selection of partners who can effectively deliver on SGB prevention and services provisions;
    • Review, coordinate and monitor the submission of partners financial and narrative reports;
    • Support training of partners on prevention and mitigation techniques, Results Based Management and monitor implementation;
    • Monitor budget implementation and make budget re-alignments/ revisions, as necessary; in relation to the prevention and services delivery components
    • Provide substantive inputs towards the development of the programme annual work plans, budgets and implementation strategies for the UN Women components of the Spotlight Programme focusing on prevention and services provisions;
    • Identify and design advocacy and lobby opportunities and interventions for effective prevention and services provisions and overall interest of the programme;
    • Support development of the state level programme work plans in collaboration with the technical colleagues of the other UN agencies participating in the Spotlight Programme (UNDP, UNFPA, UNICEF and UNESCO), and ensure that UN Women’s interventions are consistent with the overall programme results and resources frameworks;

    Programme Associate

    Reporting to the Programme Specialist- Technical Coherence, Spotlight Initiative, the Programme Associate works with and provides support to the members of the Spotlight Programme Team in the development and implementation of effective interventions consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, procurement, administrative and programmatic support. The Programme Associate works in close collaboration with the operations and programme staff in the Spotlight Initiative and UN Women CO and ensures that there is effective information flow and efficient coordination of work processes between programmes and operations.

    Duties and Responsibilities

    Provide procurement and financial management support to the implementation of the Spotlight Programme:

    • Ensure integrity of financial and administrative procedures as well as a consistent application of rules and regulations relating to procurement of goods and services, and travel;
    • Prepare requisitions, purchase orders and payment requests, as appropriate;
    • Support the programme team to closely monitor the delivery status of budgets and prepare quarterly/monthly updates for the for the senior management of the Country Office;
    • Compile regular procurement plans based on inputs from the programme staff and following up with operations unit to ensure that the requests are processed on time and within expected standards;
    • Ensuring that procurement documentations are solicited and packaged for procurement and ease of payments;
    • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
    • Review financial statements/reports; prepare non-PO vouchers for development projects;
    • Process and follow-up payments for consultants;
    • Maintain internal expenditures control system;
    • Create requisitions in Atlas for development projects; register good receipts in Atlas;
    • Assist in the preparation and follow up of cost-recovery bills in Atlas.

    Provide coordination and logistical support to the implementation of the Spotlight Pprogramme:

    • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
    • Provide effective coordination between program and operation and ensure effective logistical and facilitation support to the programme implementation
    • Draft and share minutes of programme related meetings with operation and same for programme
    • Review data from programmes/ projects for the Spotlight Initiative website;
    • Identify sources and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers;
    • Provide adequate support including logistical and administrative arrangements for the organization of meetings, workshops, conferences, missions and other events linked to the Spotlight programme
    • Make travel arrangements for the Programme Team, including travel requisitions and claims;
    • Prepare public information materials and briefing packets;

    Provide administrative and Human resources management support to the Spotlight Programme:

    • Prepare and issue contracts in line with procurement plan and agreements
    • Maintain records of all programme personnel and consultants and their respective status
    • Prepare cost-sharing and other agreements; follow up on contributions within the Spotlight Initiative resource mobilization efforts;
    • Organize, compile and process information from donors, Spotlight Initiative, and programme team, as inputs to various databases and documents.

    Facilitate knowledge building and knowledge sharing:

    • Provide administrative support synthesis of lessons learnt and best practices related to programme management and finance;
    • Provide administrative support towards the organization of training for staff and partners on programme and operations related issues.

S/he will provide communication and administrative support services to the team ensuring high quality, accuracy and consistency of work, under the overall guidance of the Deputy Country Director and day to day direct supervision of the UN Women Communications Officer.

    Duties and Responsibilities
    Under the day to day direct supervision of the UN Women Communications Officer, the Communications Associate will undertake the following tasks:

    • Support the development and implementation of a refined communications and advocacy strategy
    • Support development of yearly communications plans, and update the plan on a weekly basis to track implementation of the communications strategy
    • Contribute to the development of an innovative social media strategy involving in youth; and support roll-out, including on college campuses countrywide;
    • Support implementation of the social media component of the communication strategy outlined in the communication plan
    • Assist with the social media component of the HeForShe campaign nationally
    • Gather content to write human interest stories and other advocacy/information materials in all media formats as appropriate for the website and newsletters
    • Take photographs and videos for both traditional and web-based media.
    • Knowledge Management: Establish and maintain a database for easy retrieval of knowledge products, photographs and videos (in consultation with the Knowledge Management Specialist). Establish/maintain an up-to-date documentation centre/repository for publications, press releases and feature stories, as well as photographic and audio-visual materials.
    • Maintain and update media relations contact list/database. Ensure rapid and accurate information dissemination to the media. Assist in developing and maintaining close collaboration with the media as well as with partners and organizations whose support is essential to the achievement of advocacy and communication objectives. Prepare press releases and media advisories and briefs.
    • Following up on the production of advocacy and communication materials (e.g., films, videos, audio-visuals, etc.), and oversees the qualitative aspects of production, (e.g., quality control, translations, reviews of layout and graphic design.
    • Work with the Management, Communications and appropriate staff to maintain UN Women Nigeria’s email distribution lists
    • Assist Design templates, reports, branding, and print materials as needed
    • Media monitoring of GEWE in the media through digital media platforms, including online news outlets in the country, and   recommends appropriate action to maintain a positive image for the organization. Send out media monitoring report to the relevant audience. Analyze the monitoring on a quartley basis;  share it with programme colleagues and include the analysis in the office reports
    • Develop email newsletter in collaboration with the communication team, and develop and send out approved content updates for social media channels such as Facebook and Twitter daily or as needed for Nigeria webpage,  and UN Women Africa platforms
    • Representing UN Women Nigeria  in the UN Communications Group and report back to the office
    • Support organization of UN Women events like International Women’s Day, HeForShe Campaign, 16 days of Activism to End Gender-based Violence
    • Perform other duties as assigned.

    • UN Women Nigeria’s work featured in UN Women African and HQ website, and social media
    • UN Women Nigeria results translated into various attractive communication products
    • UN Women communication products developed and regularly updated

    Required Skills and Experience

    • University degree in Communication, Journalism, Public Relations or related field; or equivalent professional work experience in the communication area,
    • At least two years year practical professional work experience in communication, print and broadcast media, or interactive digital media
    • Videography and photography skills
    • Excellent social media skills
    • Ability to think and work logically and work precisely with attention to detail
    • Ability to write clearly and concisely
    • Initiative, sound judgment and demonstrated ability to work harmoniously with staff members
    • Excellent written and spoken English language skills
    • Experience working with and guiding multiple stakeholders
    • Knowledge of UN Women/UNDP rules and procedures is an advantage
    • Experience in the usage of computers and Adobe design and video editing software.
