    Consultancy Service for Pharmacist to Quantify Drugs for the State Drug Revolving Fund and Support Bidding process for drugs supplies

    BAUCHI OPPORTUNITIES FOR RESPONSIVE NEONATAL AND MATERNAL HEALTH (BORN)

    1. Purpose of the Consultancy Assignment:

    Plan International Nigeria is implementing the Global Affairs Canada funded Bauchi Opportunities for Responsive Neonatal and Maternal Health.  The project seeks to contribute to the reduction of maternal and child mortality in 10 target LGAs of Bauchi State.

    To achieve this, the project has set three Intermediate Outcome as follows:

    • Intermediate Outcome 1100 (Demand): Improved utilization of basic and targeted maternal and neonatal health (MNH)/Sexual Reproductive Health (SRH) services among Women of Reproductive Age, and male community members

    • Intermediate Outcome 1200 (Supply): Improved quality of maternal, neonatal and sexual and reproductive health services including family planning, for WRA, newborns and male community members

    • Intermediate Outcome 1300 (Governance): Improved local health governance systems ensure high quality, gender responsive and result oriented maternal and neonatal health (MNH)/Sexual Reproductive Health (SRH) services.

    As part of the processes for ensuring the realization of the intermediate outcomes, the Bauchi State Drug and Medical Consumables Management Agency (DMMA) with support from the BORN project is scaling up its DRF to the 43 PHCs in the State (Refer to the attached list as annex). Part of the process is to procure N488, 143.45 worth of drugs which will be distributed as seed stock to 43 health facilities in the 3 LGAs of Kirfi, Jamaare and Darazo.

    In line with this, Plan International Nigeria is seeking the services of a Pharmacist on consultancy basis to support in the preparation for the bid documents leading to the procurement of the drugs, as well as provide technical support to the project procurement committee during the bid opening process, evaluation and final award of the contract.

    Terms of Reference for FSP

    Introduction:

    The on-going humanitarian crisis has affected the availability and efficiency of financial institutions in Maiduguri and environs. This has led to closing down of financial institutions in 25 LGAs except Jere and Maiduguri main town, Borno state while in Adamawa state banks operates only in Yola North/South, Numan and Mubi. Plan international Nigeria implements its humanitarian Programs in communities and hard to reach areas with limited or no financial institutions which makes it extremely difficult when it comes to payment for services rendered by vendors and when conducting cash transfer intervention for identified affected households.  The LGAs of intervention where no Financial Service Provider exist in Borno state include; Gwoza, Monguno, Mafa, Kaga, Bama, Kala-Barge, Damask and Dikwa; while in Adamawa state Madagali, Maiha and Hong have no financial institutions. Thus, the need for financial service providers that would reduce this challenge becomes imperative.
