    Program Officer (Elections Project and Stop Violence Against Women in Politics Projects )

    The National Democratic Institute for International Affairs (NDI) in Nigeria seeks to hire a Program Officer to support its ongoing work in election observation and to take the lead in restarting activities of the Stop Violence Against Women in Politics (Stop VAWiP) project.  The program officer would work as part of the Institute’s election team and its women’s team.
    NDI’s elections team supports local civil society partners to deploy sample-based election observation, known as Parallel Vote Tabulation (PVT), and to conduct citizen observation of the pre-election environment, which are designed to support free and fair elections.  The women’s team supports increased participation of Nigerian women in political and electoral processes, including the Stop VAWiP project that will document violence against women and engage civil society groups and elections and security officials to mitigate and combat such violence.

    Based in Abuja, the position requires regular travel to selected states of Nigeria. The position reports jointly to the managers of both the elections and women’s teams.  Both female and male candidates with the required qualifications are encouraged to apply.

    Primary Responsibilities:

    • Under the supervision of the manager of the elections team, support implementation of activities such as recruitment of election observers, training, drawing statistical samples of polling units to be observed, and supporting pre-election and election day data collection.
    • Under the supervision of the manager of the women’s team, take the lead to design and implement a comprehensive set of activities to restart the Stop VAWiP project. Such activities will include awareness raising, quantitative and qualitative data collection, a women’s hotline with response protocols, and follow-on services to support survivors of violence.
    • Support implementation of all program activities, including strategic planning, technical assistance, training, administrative and budget management, monitoring and evaluation, donor communications and reporting;
    • Develop program materials when needed to facilitate activities, workshops, training sessions, etc.;
    • Ensure programmatic objectives are achieved and reporting requirements are adhered to;
    • Draft activity updates and technical program reports that monitor and evaluate program performance and results as well as political developments;
    • Support the M&E team in the collection of relevant data to evaluate program progress and outcomes;
    • Support the development of communications products such as impact and success stories;
    • Work with NDI colleagues in Abuja and Washington, DC to identify consultants and experts to assist with the program and oversee their work and activities;
    • Ensure that activity and trip budgets are prepared accurately, within the approved program budget, and that all advances are properly reconciled;
    • Track program expenses to ensure that activities remain within budget;
    • Collaborate regularly with local CSOs and NDI’s Washington DC-based regional and functional staff;
    • Represent NDI to Nigeria organizations and the donor community as delegated by the Program Manager or the Resident Director.

    Qualifications:

    • Bachelor's Degree, preferably in political science, government or law, social sciences or a related field; graduate degree preferred;
    • Minimum of four (4) years relevant work experience;
    • Knowledge of electoral processes, citizen participation, and women’s rights;
    • Ability to communicate skills and experience to others as a trainer, advisor or coach, as well as experience in organizing and conducting trainings and workshops;
    • Ability to work well as part of a high performing team;
    • Excellent oral and written communication skills in English, to effectively and persuasively present information, respond to questions and negotiate with civil society partners and donors;
    • Experience in program design, strategic planning and monitoring and evaluation;
    • Experience implementing programs funded by the U.S. Agency for International Development (USAID) or another bi-lateral or multi-lateral donor would be an advantage;
    • Working knowledge of PC-based word processing and spreadsheet applications;
    • Experience with the Google Apps suite (Gmail, Calendar, Google Drive, G+, etc.) is strongly desired;
    • Ability and willingness to travel to locations which may be remote and difficult to reach.

    Program Officer, Women in Politics (WiP) Project
    The National Democratic Institute for International Affairs (NDI) in Nigeria seeks to hire a Program Officer with experience in promoting women’s political participation to join its Women in Politics (WiP) Team.  The WiP project assists women political aspirants to improve their ability to navigate party nomination processes and works with state and national structures of political parties to support greater women’s participation.  It also works with women legislators at the federal and state levels to strengthen constituent relations and other criteria for effectiveness.

    Based in Abuja, the position requires regular travel to selected states of Nigeria.  The position reports to the Program Manager for Women in Politics, with NDI's Deputy Country Director providing overall guidance.  Both female and male candidates with the required qualifications are encouraged to apply.

    Primary Responsibilities:

    • Under the supervision of the Program Manager, design and implement a comprehensive set of activities to promote women in politics and support female aspirants and elected officials;

    • Assist Nigerian women elected officials and their staff to effectively fulfill their duties by providing training in various areas, including constituent engagement, legislative development, budget processes, and internal office organization;

    • Help political parties and party officials in mainstreaming gender in party development;
