Purpose of the Assignment:
Plan International Nigeria is implementing the Global Affairs Canada funded Bauchi Opportunities for Responsive Neonatal and maternal health (BORN) project and Strengthening Health Outcomes for Women and children (SHOW) project in Sokoto state with support from Plan International Canada. The projects seek to contribute to the reduction of maternal and child mortality in targeted regions.
As part of the processes for ensuring realization of its outcomes, the projects in partnership with the State Ministry of Health and other stakeholders, plans to contribute to the efficiency and effectiveness of human resource for health. One of the key factors militating against the effectiveness of human resources for health in the state is lack of data on number and cadre of trained health workers and other stakeholders such as community volunteers, traditional and religious leaders, resulting in duplication of similar training for same persons to the detriment of other untrained health workers. The absence of this centralized database affects planning for HRH strengthening by the State Ministry of Health, donors, implementing partners and other stakeholders. Currently WHO is implementing a five years Project on human resource for health in Bauchi state (funded by Global Affairs Canada) that has developed a Human Resource for Health Information System in Bauchi state. However, the database does not have the design to capture the data from numerous trainings that has been done in the state. Hence there is need to update the database with some key variables to suit the current need to accommodate all health sector trainings in the state using the same platform where possible or another platform as appropriate and acceptable to the
State Ministries of Health in Bauchi and Sokoto.
The objectives of this consultancy are to:
Engage the Federal, Ministry of Health, Sokoto and Bauchi state Ministries of Health on the format and design of the training database
Where agreed, create a standardized and secure highly gender responsive training data sets that will fit to the current infrastructure and capacity requirements of the WHO HRHIS database, based on pre-determined indicators and reporting requirements of Bauchi and Sokoto state ministry of health for the purposes of online and readily accessible data storage, preservation, analysis/queries, visualization, and transfer/sharing. Where this is not possible, will utilise an open source program to create the training dataset.
The training database will have an SMS feature that will enable the administrators send targeted messages to different categories of persons within the database.
Develop standardized procedures and protocols to maintain the database by the State Ministries of Health
Support Plan-International and MOH staff in developing needed competencies for using and maintaining the database.
Train and transfer the required knowledge to MOH, SPHDA, and Plan-International database teams in the source code programming language to allow them to make further improvements or changes to the system.
Under the guidance of the National Program managers and the direct supervision by Directors for Planning Research Statistics, the database developer will be responsible for the overall maintenance of the database, Communication and troubleshooting Access. The consultant will undertake necessary steps to ensure no damage to the WHO HRHIS database where this is the preferred platform by the States from amendments made to incorporate the training database.
METHODOLOGY
Develop a written plan for the development and or upgrade of a database specific to the needs of the Sokoto and Bauchi State Ministry of Health, and other stakeholders as well as uploading and cleaning procedures. The database must be readily accessible online with the adequate security and access protocols and potential to be linked to the National Health Management Information System through open source coding.
The plan must show how the consultant or firm will engage with relevant stakeholders in the development of the database.

Capacity building and knowledge transfer
The training methodology will includes capacity building and mentoring from the beginning to the end of the process to ensure transfer of adequate knowledge, skills and expertise by the end of the contract period, in order for the State Ministry of Health, Plan International Nigeria staff and relevant stakeholders to have relevant competences to update and manage the database including making source code amendments to change design.
Deliverables, Time Frame and Level of Effort
The proposed methodology should clearly state the level of efforts required, duration to complete assignment within the minimum allowable time, and complete costs.
