    State Technical Lead

    Job Summary

    • Solely responsible for achievement of all project objectives in the state
    • Provide overall leadership and coordination concerning implementation of the project at the State level.
    • Facilitate a productive and safe work environment amongst the State project team optimal for achievement of project deliverables, with escalation to HQ if/when necessary.
    • Work with the community, LGA and State level stakeholders as well as other relevant organizations to mobilize resources in support of the project in the State.
    • Monitor and ensure compliance to the organization’s financial and programmatic policies.
    • Foster a productive working relationship between the project team (including consortium members) and partner organizations including local professional associations while maintaining an excellent working relationship with counterparts at State and Local Government levels, USG implementing partners, and local institutions.
    • Oversee quality of care interventions at project-supported health facilities, monitor and maintain technical quality of activities in all aspects of the project’s deliverables.
    • The STL will remain current and knowledgeable about HIV care and treatment, health systems strengthening, service delivery and program planning – Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection.
    • Demonstrate sound knowledge of recent PEPFAR/CDC Programs, ability to lead team with record of target achievement, understanding of recent HIV program deliverables on Case finding, treatment initiation, viral suppression, monitoring and evaluation with emphasis on granular data utilization for program routine program decisions and management
    • Oversee management of project assets at the State office and facility level.
    • Work with State team to ensure timely submission of reports as required by HQ and donor.
    • Facilitate knowledge sharing across the project pathway and ensure transmission of relevant information to and from HQ and donor to team members.
    • Ensure performance management for staff towards achieving optimal output deliverables through utilization of objective performance metrics.
    • Supervise individual and site work planning and harmonize with the State strategic plan as it relates to HIV programming.
    • Demonstrate management, supervision, networking and leadership skills working with large, complex programs and ability to multi-task, communicate clearly and represent the organization at various platforms
    • Lead and manage by motivating employees to remain optimistic even when faced with challenges and encouraging good performance and values to work.
    • Diplomatic; demonstrate experience in undertaking high-level policy dialogue with different stakeholders – Well-developed written and oral communication skills.
    • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
    • Strong team building and organizational skills – Demonstrate success in leadership and management of multicultural environments providing leadership skills and experience to foster productive and united team of staff and ancillary/health facility staff with diverse but complementary skill set to achieve project goals and objectives.

    • The STL will perform all other duties relating to the project as assigned by his/her supervisor.

    Minimum Recruitment Standard

    • Advanced Degree or equivalent experience in Public Health, Sociology or related Health, Medical or Social Science discipline; masters-level degree preferred.
    • Demonstrated experience working with PEPFAR programs and strong familiarity with CDC reporting requirements.
    • 10+ years’ experience in leadership, management, operational and technical expertise with a preference in HIV care and treatment program implementation
    • Strong leadership and coordination experience for multidisciplinary team and partner organization
    • Strong program management and technical skills required
    • Experience in HIV care and treatment and prevention programs
    • Familiarity with Nigeria’s health systems and reporting structure and demonstrated ability to collaborate with government level officials to strengthen program implementation

    State Program Manager

    Job Roles

    • The State program manager will be expected to support the Director – HSS & CQIM in project planning, coordination and support program operations, including ensuring compliance with grant regulations and monitoring of program implementation.
    • Provide program support to service delivery facilities (SDFs) and sub grantees
    • Work with sites and subgrantees on annual budget and signing of agreements.
    • Ensure that sites and subgrantees expenditure is in line with line with budgets
    • Ensure that sites and subgrantees meet their target in all program areas
    • Responsible for making sure that all sites and subgrantees submit monthly program and financial reports
    • Foster Sites and subgrantees relations with relevant GON representatives in the state.
    • Support Service Delivery Facilities (SDFs) and other subgrantees in budget management, including monthly liquidation and request for advance
    • Actively participate in activities to ensure appropriate budget planning and financial reporting by partners
    • Actively participate in activities to ensure partners remain in compliance with ECEWS Nigeria and USG donor rules and regulations for management of resources.
    • Provide regular technical assistance to SDFs with on-going on-the-job training to all partners
    • Work with technical team members to ensure provider driven technical assistance is available to the partners when requested.
    • Compile and respond promptly to program monthly reports submitted by partners and also respond to all partner issues promptly and ensure issues are closed promptly
    • Carry out mini dashboard reviews for assigned SDFs and monthly analysis of the monthly M&E reports and follow up with appropriate actions.
    • Provide local perspective on determining the mapping out of services for the Project especially with respect to referral services in and around states where ECEWS works.
    • Act as primary contact for designated partners; share new information with partners and establish strong and healthy relationships with partners
    • Provide support to partners as requested, including project development, facilitation of workshops and supporting building partnerships with other stakeholders and the government.
    • Build strong relationships with other stakeholders in the state, which will include other implementing partners, state governments and state agencies for AIDS control.
    • Participate in review of project proposals and continuation application
    • Participate in Program Department meetings and contribute to development of Program Department priorities.
    • Research, stay up to date on, and disseminate HIV/AIDS methodologies, best practices, M&E tools, reports, findings, etc., including those from other country programs, that can be useful for ECEWS HIV/AIDS and other programming.

    Minimum Recruitment Standard

    • Bachelor’s Degree in health-related field with a post-graduate qualification (Preferably Master’s Degree) in Public Health, Development Studies, or any other relevant field.
    • Previous Training in Project Management or Systems Strengthening.
    • Minimum of 5 years’ experience in coordination and implementation of health programs, specifically in management of HIV Programs at the state or national level.
    • Experience working jointly with national or state, and/or local health actors to strengthen the quality and responsiveness of HIV service delivery
    • Technical expertise and working knowledge in HIV Programming.
    • Capacity to work under pressure and meet deadlines
    • Experience in report writing and budgeting (organization and donor reporting)
    • Ability to conduct field travel when required.
    • Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.
    • English Fluency (spoken and written).

    Communication Specialist

    Job Description

    • The Communications Specialist will manage all ECEWS internal and external communications of SPEED projects, other projects and represent the project to external audiences.
    • Support the development and implementation of internal and external communications strategies for the organization.
    • Support maintenance of social media platforms, databases, and knowledge management systems
    • Provide support towards content development for ECEWS SPEED; Assist in the production of day-to-day content across all ECEWS communications platforms, focusing on the newsletter and digital content, website articles, blogs, press releases and updates and content for social media.
    • In coordination with all ECEWS projects, develop regular communication material highlighting SPEED activities and achievements and/or engagements.
    • Assist in rolling out media events such as press conferences/media briefings, external interviews with media houses, campaigns, etc.
    • Draft, translate and disseminate media products (media advisories, press releases, brief notes, etc.).
    • Development of communication materials for marketing and awareness-raising campaigns, including briefing materials and press releases in coordination with the SPEED project management team and ECEWS Senior leadership.
    • Review of reference materials, identification of reference materials for retention and maintenance of information database and photo library.
    • Take part in communication activities including information campaigns where applicable (World AIDS Day, etc.)
    • In collaboration with other Program teams, assist in identifying and drafting success stories and compiling lessons learnt.
    • Assist in implementing social media strategy and campaign, including content development, dialogue monitoring as well as feedback collection.
    • Updating and maintaining online platforms, support design of content including graphic designs for digital distribution.
    • Content development and design of high-quality Information Education and Communication (IEC) materials, factsheets, and other publications.
    • Deliver creative infographics and technical solutions for print, electronic and animated presentations.
    • Any other duties as assigned.

    Minimum Recruitment Standard

    • Minimum of a BA / MA / MSc in Communications, or Business Computing, with Public Health Bias
    • Minimum of 4 years’ experience working in a similar role with a local or International Organization.
    • Industry’s certification and membership.
    • Excellent written and verbal communication skills.
    • Knowledge of and experience with strategic communication on HIV prevention, care and treatment
    • Brand management and ability to create new ideas, products, including creative contributions.
    • Exceptional creative and adaptive writing skills that cut across writing and review of program reports, success stories, advocacy briefs and preparation of scene setters.
    • Design and graphics skill and ability to represent program results with graphics, messaging to diverse audiences, identification of the best-suited communication channels based on the target audience, and dissemination techniques and methods.
    • Ability to work in a team under tight deadlines in a dynamic and fast-paced work environment.
    • Very good mastery of English. The ability to understand and communicate in Yoruba, Igbo and Ibibio will be an added advantage.
    • Proficient in the use of computer applications related to the tasks.
    • Highly proficient in Adobe Illustrator.
    • Experience working with local NGOs, INGOs and government bodies would be an advantage.

    Senior Technical Officer

    Job Description

    • The position provides technical support for multidisciplinary HIV/AIDS care and treatment, working with the organization clinicians and health facility- based sites teams to implement care and antiretroviral treatment services especially Pediatric, PMTCT and AHD services.
    • The objective of this position is to strengthen the leadership and capacity of the supported facilities in coordination with all stakeholders to ensure access to quality medical care and ARV treatment for HIV patients, especially PPW.
    • Work with the Zonal Team Lead to provide strategic direction and technical leadership.
    • Work with other team members to ensure high quality, client-oriented services delivery at all supported facilities.
    • Lead the increased access and uptake of PMTCT services in line with the eMTCT framework of Ebonyi state.
    • Support the integration of HIV services into existing services in the health sector and strengthen the PPW identification in the community through a data driven approach.
    • Lead the expansion of HIV case finding, care and treatment, retention, and viral load suppression of the Pediatric age group.
    • Lead the introduction and expansion of AHD services to all supported facilities.
    • Strengthen the capacity of the current PMTCT catch up teams in line with the TQLA approach.
    • Ensure the linkages of HIV services with other related services including TB, Sexual and Reproductive Health (SRH) and other disease programs within the supported facilities.
    • Manage and build the capacity of the facility level Case Managers and Mentor Mothers Matrix to ensure achievement of the UNAIDS 95-95-95 targets at all supported facilities via adherence support, contact tracking, PMTCT, HTS, Index testing, SNT and PNS.
    • Coordinate the implementation of Cluster Coordinator Meetings to ensure facility ownership of the meeting and improve expected outcomes with regards to capacity building of the spokes on linkages, logistics and program ownership.
    • Take lead in development and refining of program materials such as clinical guidelines, protocols, algorithms, job aids, drug formularies and training materials for HIV Program in the Zone and assigned states.
    • Ensure the integration of all services provided to HIV clients into the routine activities of the facilities and establish effective linkages in the delivery of quality HIV services to clients with intra- and inter-facility services as well as from the Community.
    • In collaboration with the Monitoring and Evaluation team, ensure regular review of program performance against quantitative and qualitative targets and with other team members, develop and implement strategies to address observed gaps.
    • In collaboration with the Monitoring and Evaluation team, ensure the roll-out of Data Quality Assurance (DQA), RADET, and other key periodic data quality improvement/assurance activities.
    • Facilitate training to build the capacity of health care providers in GF supported facilities.
    • Provide mentorship, monitoring and supervision for quality HIV comprehensive care, treatment, and support to health care providers in supported facilities.
    • Oversee the implementation of multipoint and targeted Provider-Initiated HIV testing and Counselling Services (PITC) at supported facilities.
    • In collaboration with the Monitoring and Evaluation team, ensure improvement in HIV/AIDS and TB services, data documentation, and reporting at both facility and community levels for program evaluation and planning.
    • Forster effective collaboration, multitasking and team spirit among staff towards achievement of targets in all thematic areas.
    • Perform other duties as may be assigned by the supervisor.

    Minimum Recruitment Standard

    • University Degree in Bachelor of Medicine, Bachelor of Surgery (MBBS) or Doctor of Medicine (MD)
    • MSc/MPH in Public Health or related fields will be an added advantage.
    • Excellent command of written and spoken English

    Administrative Assistant

    Job Description

    • The Admin Assistant shall support all administrative, human resources, procurement activities, his/her support will include but not limited to the provision of all administrative support required for the project, ensuring that appropriate control reporting structures are maintained in accordance with ECEWS and donor rules and regulations at the field office.
    • H/she will coordinate and act as focal point for issues relating to administrative matters and HR related matters (Collating Ancillary staff timesheets, facilitating payment of Facilities Operational Costs) at the State office, One Stop Shops and any other duties assigned.

    Minimum Required Qualification

    • University Degree in any field (BSc. BA. HND or its equivalent)
    • 2 – 3 years’ relevant Experience with administrative and secretarial tasks
    • Experience with large complex organization is required, familiarity with international NGOs preferred.
    • Proven experience in transferring knowledge into operational plan with client’s collaboration and sustainable buy- in.
    • Experience with large complex organization preferred.
    • Well-developed computer skills, including knowledge of Microsoft office tools.
    • Excellent written, oral, interpersonal and organization skills
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance.
