    Senior Technical Advisor - TB / HIV

    Job Description

    • Will provide technical leadership in the delivery of TB, TB-HIV and other integrated medical services like cervical cancer screening at ACE supported sites.
    • Develop or review guidelines, tools and recommendations related to the implementation, evaluation of management and clinical monitoring in the field of TB, contribute to the documentation of lessons learned from interventions related to the management of diseases in the field of TB, providetechnical leadership in the implementation of high-quality care and support activities with primary focus on tuberculosis control and treatment as well as all issues surrounding TBHIV co-infection.
    • S/He will also provide strategies and approaches, related to implementation of collaborative activities at the State Level, coordinate the design and implementation of components related to tuberculosis programs and TB/HIV collaborative activities in all ACE supported states.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 7 to 9 years post national youth service experience with a minimum of 5 years progressive experience in care, treatment and support for HIV/AIDS, malaria, cardiovascular diseases and Tuberculosis in resource constrained settings.
    • Possession of an MPH or post graduate degree in a related field is required.
    • Experience in project development with proven experience in the planning and facilitation of training is required.  
    • Familiarity with Nigerian public sector health system, donor agencies, NGOs and CBOs are also required.

    Technical Officer - PCR Laboratory Services

    Description

    • Will be involved in capacity building and mentorship of PCR laboratory personnel, mentoring of health personnel on Early Infant Diagnosis and DBS collection techniques as well as documentation including SOP writing.
    • S/he will be involved in mentoring of health personnel on viral load sample collection, processing, documentation and shipment, support in monitoring and mentoring of health personnel at Global Fund-supported facilities, documentation and storage of DBS samples and viral load specimen management.
    • The successful candidate will also be responsible for collating PCR data reports, putting together monthly supply requisitions for GF supported PCR laboratories, and support the running of DNA PCR assays for National EID and viral load program at the Global Fund supported PCR laboratories.
    • S/he will support the development of guidelines, tools and recommendations related to the implementation, monitoring and quality assurance of PCR laboratory services, be involved in the development and implementation of quality control and quality assurance systems in collaboration with existing personnel and systems for PCR laboratory in the focal facilities and ensure related documentation, training and monitoring.

    Minimum Recruitment Standard

    • Minimum of BMLS or AMLSCN in Medical Laboratory Science with at least 4 years of working experience in a PCR laboratory.
    • Or M.Sc in the Applied Biosciences with 5-7 years of working experience in a PCR laboratory.
    • Certification or license to practice medical laboratory science is an advantage,
    • Knowledge of advanced laboratory procedures, diagnosis and management related to PCR, HIV/AIDS care and treatment is required with some experience in international development preferred.
    • Familiarity with Nigerian public-sector health system and NGOs and CBOs highly desirable.
    • Knowledge of Quality Management System (QMS) implementation and accreditation process will be an added advantage.

    Assistant Technical Officer

    Description

    • Will provide technical and programmatic support as well as implement high-quality care and support activities with primary focus on coordination of supported sites.
    • Assist in the coordination, implementation of all components related to clinical management of HIV/AIDS. Contribute to the development of program work plans.
    • Provide technical and programmatic support for high-quality program implementation in the areas of ART, PMTCT, HIV/TB and HIV clinical care services in line with national guidelines and international best practices, and work towards target achievement by supported sites and program sustainability.
    • Promote stakeholder engagement by working with various levels of government, their relevant bodies/agencies, and other partners.
    • Monitor and report of the interventions implemented by GF and its Partners in the assigned state location and drive continuous improvement in all aspects of the HIV programming.

    Minimum Recruitment Standard

    • A medical degree (MBBS), B. Pharm, B.Sc. Public Health, B.Sc. Nursing or B.Sc. in Social Sciences; with 3 to 5 post NYSC experience.
    • Possession of an MPH or post graduate degree in a related field is an added advantage.  
    • A minimum of 3 years’ relevant experience in HIV prevention, treatment, and care programs.
    • Good knowledge of management of infectious diseases, especially HIV/AIDS and TB
    • Good working knowledge of current National and WHO HIV/AIDS guidelines for prevention, treatment, care & support of adults and children.
    • Skills in M&E and relevant Platforms, LAMIS, NDR, Power BI, DHIS are needed where applicable.
    • Familiarity with Nigerian public sector health system and NGOs is highly desirable.

    Assistant Technical Officer - Clinical Services

    Description

    • Will provide technical leadership and technical support related to clinical management of HIV/AIDS and Pre-exposure prophylaxis (PrEP) to Key populations (MSM, FSW, PWID & Transgender).
    • Provide ART services to Key Populations in line with current World Health Organization (WHO) recommendations and national guidelines both at the OSS and through mobile ART sites.
    • Oversee clinical HIV treatment protocols in each clinical department to reflect the needs of the Keys populations and ensure consistency of treatment services throughout the OSS.
    • Ensure seamless delivery of service for clients from intake through discharge at the OSS.
    • Effectively manage and supervise other health service providers, volunteers and case managers at the OSS as well as mobile ART teams.
    • Advise project team on national and state policies, procedures and licensing requirements and ensure compliance with all requirements and/or mandatory inspections.
    • Provide support to the Strategic Information (SI) unit to manage data collection for service delivery to Key Populations in project communities using nationally approved tools.

    Minimum Recruitment Standard

    • MB.BS or similar Degree with 5 to 7 years post NYSC with at least 3 years of progressive experience providing services to PLHIVs in Nigeria.  
    • Possession of an MPH or post graduate degree in a related field is an added advantage.
    • Proven experience working with KP and facilitating technical trainings.
    • Excellent ability to communicate and maintain diplomatic and productive relations with the team; resourcefulness, flexibility, and ability to work in a fast changing and challenging environment.

    Technical Assistant - Pharmacy

    Description

    • Will provide pharmaceutical care services and support medication adherence counseling services at One-Stop-Shop (OSS) for Key Populations (KPs) and their partners.
    • The successful candidate will be responsible for dispensing antiretroviral drugs (ARVs) and other medication in line with approved regimens and standards, provide medication-related counseling, including reinforcing adherence and advising on potential side effects and drug interactions, provide drug information to health service providers and clients on request.
    • S/he will identify and support the follow-up of clients who do not return for refills of their ARVs, work with providers and clients to identify, manage, and report adverse drug reactions and drug interactions, contribute to decision making on treatment and care for individual clients and monitor ARV and other drug (STIs, OIs, etc.) stock levels at the OSS and communicate with the project team for re-stocking.
    • Also, s/he will contribute to forecasting /quantification of health commodities and monitoring of drug distributions, oversee drug logistics i.e., stock-taking, proper drug storage, drug stock out and monitor the effectiveness of the pull system and assess the functionality of existing pharmaceutical management systems and develop implementation plans that prioritize and address gaps.

    Minimum Recruitment standard

    • B.Pharm or PharmD Degree with 1-3 years’ experience.
    • Familiarity with USAID-funded programs and non-governmental organizations in Nigeria is an advantage.
    • Demonstrated success in multicultural environments is an advantage.

    Technical Officer - HIV Self Testing & Prevention Services

    Job Description

    • Will provide technical and programmatic oversight to the HIVST component of the NAHI grant.
    • This will include coordinating and driving the implementation and monitoring of activities targeted at HIVST across implementing States.
    • Under the supervision of the Senior Technical Officer, he/she will collaborate with other stakeholders on HIVST to ensure leveraging of resources to achieve overall goal, represent the organization in National HIVST subcommittee meeting, ensuring target achievement and meeting donors expectations. 
    • Provide day to day guidance to implementing states on appropriate technical and programmatic approaches for HIVST service provision and work closely with Monitoring and Evaluation staff to define data needs related to Key Performance Indicators (KPIs) for HIVST and prevention programming.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD / B.Pharm / B.Sc in Nursing or similar degree with 1 to 3 years relevant experience in HIV/AIDS services especially as it relates to Prevention Services (HTS, HIVST, PrEP, PEP, etc) in resource constrained settings.
    • Or MPH or MS/MA in relevant degree with 3 to 5 years relevant experience in HIV/AIDS programming with sound understanding in provision of HIV prevention and treatment services in resource constrained settings.

    Senior Technical Officer - PSM & Logistics

    Job Description

    • Will work to provide technical leadership in the planning, implementing, and monitoring of procurement and supply chain management activities at the state level in the project.
    • S/he will contribute to providing technical assistance and coordination to implementing health facilities within the state to promote commodity security.
    • S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the supply chain process of health commodities, using the LMIS supply chain management information system, to reduce stock-outs, lower costs and eliminate wastage.
    • The STO-PSML will coordinate the Logistics Management Information System at GF-supported health facilities by ensuring collation, validation, prompt and timely submission of CRRFs by the Health Facilities to the stakeholders, coordinate the generation and validation of the last mile distribution (LMD) orders in collaboration with the state LMCU and ensure that same are submitted to the service providers for resupply to the health facilities.
    • S/he will also coordinate the activities of the Technical Officers in the state to ensure continuous availability of health commodities for uninterrupted service delivery, promote transparency and accountability in the management of health commodities by ensuring best practices in storage and inventory management at GF supported health facilities and collaborate with partners and relevant stakeholders at all levels to implement strategies aimed at sustaining the availability of health commodities and improving service delivery at the health facilities.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar Degree with 3 to 5 years post national youth service experience with at least 3 years progressive experience in in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.
    • Or MPH or MS/MA in relevant Degree with at least 5 to 7 years post national youth service experience with at least 3 years progressive experience in managing a PSM cycle, including rational health commodities selection, forecasting/quantification, quality assurance spanning the PSM cycle, warehousing/storage, distribution, and LMIS.

    Senior Technical Officer - Laboratory Services

    Job Description

    • Will provide technical expertise and assistance in implementing high quality laboratory services within the AHNi-led GF NAHI HIV care and treatment project including laboratory capacity development at project health facility sites.
    • The STO-Lab services will provide technical support and develop quality policies, quality tools, SOPs and recommendations related to the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS and other opportunistic infections (OI) in collaboration with technical staff within AHNi and at national, state and local agencies in Nigeria.
    • He/she will carry out quality control functions/activities in collaboration with the local and state teams of the labs, including quality control inspections schedules and the collection of quality control records, ensuring the availability of quality records and providing technical assistance in capacity building for laboratory services personnel at health facilities and other settings as appropriate.
    • Also, the STO-Lab will review and monitor QA and QC activities of the Laboratory in order to determine conformance with established policies, national regulations, or accreditation requirements, provide technical leadership and technical support related to high technology (TB culture, PCR) laboratory services, coordinate Proficiency Testing (PT) activities and ensure PT is being done for each specialty; explore other ways of testing evaluation in the absence of PT and ensure collection and collation of laboratory data and reporting into the DHIS ensuring its use in making program decisions.

    Minimum Recruitment Standard

    • BMLS / AMLSCN in Medical Laboratory Sciences or related field
    • 7-9 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HIV/AIDS

    • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred.
    • Certification/ license to practice as a medical laboratory scientist is required.

    Senior Technical Officer - Prevention, Care & Treatment

    Job Description

    • The STO – PCT will support in the provision of technical leadership in regard to clinical management of HIV/AIDS strategies and approaches in implementation of programs for the General and Key population.
    • S/He will Work with relevant stakeholders to coordinate the design and implementation of facility-based programs in relation to clinical management of HIV/AIDS, including the use of Anti-retroviral treatment, TB HIV services integration, PMTCT, KP services, care and support.

    • MB.BS / MD / PHD or similar Degree with 5 to 6 years relevant experience with at least 5 years progressive experience working in the health or development field in Nigeria.

    • Proven experience in project development, planning and facilitating technical training.
