    Duties

    • The incumbent serves as a Senior HIV Program Manager across the spectrum of HIV prevention, treatment, and care, including but not limited to community and gender services for general and key populations for the CDC Nigeria Office (Abuja).
    • (S)he is primarily responsible for leading and providing project guidance to the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR); contributing to the development, implementation, monitoring and evaluation of programs aimed at achieving HIV epidemic control among key and priority populations as well as for the integration of gender equity / equality and gender based violence mitigation services into CDC/PEPFAR Nigeria HIV prevention, care and treatment services.
    • Incumbent’s responsibilities include an active technical advisory role to the Ministry of Health (MoH), National Agency for the Control of AIDs (NACA), Ministry of Women Affairs and Social Development (MWASD), and CDC/PEPFAR implementing partners; day-to-day program and administrative management; and coordination and collaboration with other PEPFAR agencies to ensure project implementation addresses program strategic objectives and U.S. and host government national and international public health standards and best practices.
    • This position provides the CDC office with the necessary public health leadership and medical expertise to manage CDC funded HIV prevention, care and treatment activities across affected communities and gender divides.
    • The incumbent also plays a major role in the management and oversight of CDC’s and PEPFAR / Nigeria implementing partners, and the training of health care workers, lay counselors, and social workers with respect to national and globally accepted standards in the prevention, care and treatment of HIV and gender services for better patient outcomes and epidemic control at population level.

    Qualifications and Evaluations
    Education Requirements:

    •  Master's Degree in Public Health, Epidemiology, Infectious Disease, Health Policy, or Behavioral Sciences is required.

    Experience:

    • Minimum of  five (5) years’ experience in the management of Gender and HIV/AIDS, STD, TB prevention programs at the local, state, or international levels that entails responsibility for the evaluation of program activities is required.  
    • At least three years of these should be on Gender and / or services / programs targeted at key and priority populations such as female sex workers (FSW), men who have sex with men (MSM), persons who inject drugs (PWID), transgender persons (TG) and adolescents and young persons (AYP).
    • The incumbent must also have experience in use of measurement methods required for M&E of international populations and health programs, including quantitative and qualitative research.  Additionally, one year of supervisory experience and one year of experience at the managerial level is required.

    Job Knowledge:

    • Comprehensive knowledge and experience in / with methods, processes, and techniques used to plan, develop, implement, monitor, and evaluate results of gender sensitive and community centered HIV prevention, care and treatment services and other public health programs are required.
    • Comprehensive knowledge of the host government health care system and structures including familiarity with host government policies, program priorities and regulations is required.
    • Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting, and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
    • Good working knowledge of epidemiology, statistics and data analysis is required.
    • Good working knowledge of CDC and USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of HIV programs is required.

    • The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings as the work is highly complex and can be threatening to stakeholders.
    • Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to accomplish reporting requirements. In addition, computer keyboard / typing skills at a good working speed & accuracy is required.
    • Ability to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in HIV / AIDS prevention programs to adopt appropriate strategies for improving the program outcomes, including the design and adoption appropriate M&E strategies/framework for program activities.  
    • Intermediate user level of word processing, spreadsheets, and databases such as National Data Repository (NDR), PEPFAR Panorama, and Data for Accountability, Transparency, and Impact Monitoring (DATIM) is required.
    • In addition, the incumbent needs to be familiar with the Nigeria Medical records System (NMRS) and PEPFAR Surge Dashboards.
    • Strong skills in interpretation of program monitoring and evaluation data are required. This would include the ability to understand and synthesize numerical data.

    • SharePoint Skill: The incumbent must have a good background in SharePoint application platform. He/She should have a vast knowledge of Web Part creation, design, creation of modules, as well as interactive processing applications using SharePoint. This is required to process data as well as create advanced schedules that make use of list (calculated list with formulas and columns), calendars and Microsoft Power BI (which is used to represent data analysis and graphical presentation).
    • Help-desk Support skill: The position must have the ability to communicate with the customers over the phone to solve 1st line support issues by having the ability to explain step by step what the user is required to do to fix the computer problem in a friendly and very explicit manner.
