    Programme Manager

    ROLE PURPOSE AND DESCRIPTION:

    The Programme Manager will:

    • Strategically lead and manage the GPE funded refugees and host communities’ education project, which is to be implemented in Cross River, Benue, Akwa Ibom, Taraba and Adamawa States.
    • Be accountable and responsible for the achievement of the project’s deliverables and oversight of partner project activities.
    • Be responsible for effective stakeholder engagement, including developing and maintaining strong working relationships with the donor, state and federal government and development partners working in the education sector in the 5 refugees hosting states.

    Under the guidance of the Deputy Director Programme Operations and state team leads of SCI Nigeria and working closely with the Executive Directors of  implementing partners in 4 states Cross River, Adamawa, Taraba and Akwa Ibom, the Programme Manager will ensure that the GPE funded project is implemented in a coordinated manner and in line with donor requirements and commitments. The Programme Manager will be responsible for leading the 5 refugees hosting states teams and ensure timely submission of regular narrative and financial reports.

    Programme Technical Oversight and MEAL   

    • Provide technical oversight, guidance and support to state team and project stakeholders to ensure an understanding of the project design and donor agreement.
    • Ensure the right approaches are being used in implementation of the programme activities e.g. common approaches implemented with fidelity.
    • Ensure that the project’s quality benchmarks (QBs) are used during implementation and monitored as per the programme design to meet programme quality in consultation and support of MEAL team).
    • Ensure effective programs/ projects monitoring and evaluation systems are in place, to ensure quality, timeliness and adherence to both SCI Nigeria and SC-UK policies and procedures.
    • Prepare quality progress reports acceptable to the standards of SCI Nigeria and SC UK and meet the programme reporting KPI.
    • Ensure the project is implemented as per project design and if necessary to change design, the relevant TAs from PDQ should be consulted for inputs and concurrence before project design change or operational modalities. 
    • Effectively manage projects design and study processes which include assessments, baseline, and evaluation studies, putting in place a functional Activity Tracking Table.
    • Collecting and managing complaints and feedback in close coordination with MEAL and project teams in the respective states.
    • Ensure regular monitoring of projects results, documentation of projects case studies, lessons learnt, significant changes and best practices and coordinating learning and reflection meetings/sessions. 

    Project Coordination & Operational Planning and implementation:

    • Oversee planning and implementation of project activities, including reporting, tracking of Performance Monitoring Plan and implementation of the project work plan;
    • Develop and maintain positive working relations with the federal Ministry of Education (FMoE), Universal Basic Education Commission (UBEC), National Commission for Migration, Refugees, Migrants and Internal |Displaced People (NCFRMI), UNHCR, State Ministries of Education, State Universal Education Boards (SUBEBs) and other relevant Ministries of 5 refugees hosting states, Donors, I/NNGOs, local and community-based organizations and program consortium partners;
    • Build capacity of government institutions and local partners during implementation of the project to ensure buy in, ownership and sustainability of project activities;
    • Communicate regularly with Save the Children UK (member) & SCI Nigeria (Country Office) to provide updates and progress on the project;
    • Supervise the recruitment, hiring, and supervision of all project staff, consultants, and vendors/contractors.
    • Ensure that project is implemented with the highest consideration to security and safe programming standards of Save the Children
    • Working closely with Director, Programme Operations, Director Programme Development and Quality, Head of Education, State Team Leads, Awards, Operations Team, Supply Chain, HR and Admin, Finance and MEAL to ensure quality programme delivery, documentation and reporting of progress.
    • Programme Manager ensures project planning, development of phased budgets, monitoring, documentation and reporting for GPE funded refugees and host communities’ education project.
    • Effectively support the projects staff in developing weekly, monthly, and annual plans, in line with GPE funded refugees and host communities’ education project design and Save the Children International planning guidelines and ensure compliance with the agreed work plans and that programme objectives and targets are being realized in line with the contracts/agreements with the donors and consortium partners.
    • Provide guidance to the SCI and implementing partners through the planning processes to develop plans that are cost effective and in line with project Agreement.
    • Maintain high standard of transparency and accountability during programme implementation while ensuring integrity and timeliness of activities implementation in meeting programme objectives, compliance with donors & Save the Children policies.
    • Provision of regular operations and implementation updates on project progress and challenges to allow for timely interventions and corrective actions by management.
    • Identify and effectively manage all key risks related to the project.
    • Ensure regular update of all relevant project management tools including but not limited to detailed implementation plans, risk register, procurement plan, issue log, stakeholder register, communication and knowledge management plans, MEAL plan, indicator performance tracking tool and log-frame. 
    • Ensure compliance with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children.
    • Ensure that all project assets and supplies are maintained and utilized in a safe, secure, and accountable manner.

    Finance Management and Reporting.

    • Manage the Project budget in coordination with Director of Programme Operations, Finance Director and State Team Leads.
    • Overseeing the budget performance to ensure that projects implementation is on course as per the detailed implementation plans and phased budgets. 
    • The Programme Manager will conduct budget monitoring, suggest necessary revisions, and prepare budget revision for SC and donor approvals. 
    • Ensure the realistic phasing of project budgets in line with the project activities for each month and ensure that budget variance is kept at minimum.
    • Ensure strong financial management and compliance with Save the Children financial policy and procedures. 
    • Ensure effective demonstration of value for money to the project’s donor.
    • Regularly analyze the project’s financial performance and develop appropriate mitigations as required.
    • Work closely with the project teams to ensure that partners are well guided, supported and their capacity built in sound management procedures.
    • Preparation of timely and high-quality progress and end of project narrative and financial reports which are in accordance with the donor reporting schedule and formats.
    • Review all programme financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
    • Organize and facilitate quarterly follow-ups and progress review meetings to address key performance issues from the reports.

    Internal and external engagements

    • Ensuring that the program experience is represented and given recognition at programme steering committee, technical committees and stakeholder meetings, workshops, donor meetings, networks, and any other engagements. 
    • Develop and maintain regular channels of communication with partners and key stakeholders at all levels (LGA, State and National).

    Human Resources Management and Development:

    • Working together with the Project Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs. 
    • Support implementation of the Save the Children performance management system, by supporting, supervising, and reviewing performance of the programme coordinators and other staff reporting to Programme Manager.
    • Coaching and mentoring the direct repartees and project staff on the provision of technical support and implementation of quality programme interventions.
    • Capacity building of staff directly reporting to them and other Project staff through trainings, coaching, performance management, implementation as well as in learning and reflection events 
    • Setting and managing staffing targets, performance and priorities for staff directly reporting to the Programme Manager and other Project staff 
    • Participate in weekly/monthly staff meetings, project teams meetings to enable adequate staff support for the project. 

    Safeguarding

    • Ensure that the field office and all staff comply with Save the Children’s safeguarding policies in all project implementation and conduct
    • Provide guidance to project implementing team and partners on safe programming
    • Work with the project safeguarding officer to ensure that all activities have a safeguarding risk assessment and mitigation measures in place before proceeding with implementation

    QUALIFICATION, EXPERIENCE AND SKILLS

    Essential

    • A postgraduate degree in Education, Social Sciences, Development Studies, Management, or another related field
    • At least 10 years of accrued working experience in education programme implementation with a minimum of 7 years in a management level position in an international NGO or equivalent organization.  
    • Minimum of 7 years’ experience managing complex international and donor-funded education projects.
    • Commitment to SCI’s mission, values, and approach (includes gender equality, child safeguarding and equal opportunities)
    • Demonstrated ability to assess priorities and handle multiple tasks simultaneously to meet deadlines with attention to detail and quality.
    • At least seven years’ demonstrated experience in managing, coordinating, and supervising multi-location teams working with governments and development partners.
    • Demonstrable understanding of Value for Money and donors’ results agenda.
    • Significant project management experience
    • Prior experience on education projects/programs
    • Excellent budget and financial management skills
    • Excellent communication and writing skills.

    Desirable:

    • A Degree or professional certification in project management
    • Experience in business development/proposal development
    • Ability to coach and mentor project teams.
    • Experience managing sub-grantees or downstream partners.

    Child Protection Officer - Adikpo

    ROLE PURPOSE AND DESCRIPTION:

    • Save the Children with GPE fund to integrate child protection in education to provide refugee girls and boys, including adolescents, with high-quality psychosocial support, adolescent sexual reproductive health services, life skills training, and livelihood opportunities to strengthen their resilience and promote successful reintegration into their communities in Adamawa, Taraba, Akwa Ibom, Benue, and Cross River states. 
    • The Job holder will support the education team to improve the physical and emotional safety of children, supporting safe learning environments and ensuring that schools and learning spaces are free from violence, abuse, and exploitation.
    • The Job holder will equip adolescent refugee girls and boys in the mentioned state with the skills and experiences vital to make balanced, strategic life choices as well as promote the safety, prevention of and response to violence against children in schools and communities.
    • The Job Holder will be responsible for ensuring that quality child protection services are provided to the population served by the project (mostly vulnerable children and their families).
    • In addition, will have their capacities developed to provide these kinds of protection to children in a range of Save the Children’s emergency responses worldwide; and will be expected to support on sectoral assessment, project planning and coordination.
    • In most circumstances, the post holder will be expected to mentor and/or build capacity of Youth mentors, community volunteers, and animators on the field.
    • The job holder provides coordination and engagement with relevant Protection stakeholders including Ministry of Women Affairs and Social Development, Ministry of Humanity and Social Welfare, and other relevant State Ministries.  
    • The job holder will also be working closely with community leaders, religious leaders as well as community members.
    • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    KEY AREAS OF ACCOUNTABILITY

    • Coordinate with Social workers when there is a need to provide case management services for adolescent boys and girls.
    • Participate in assessments and give to the overall intervention strategy based on feedback received from adolescent boys and girls throughout the programming.
    • Strictly adhere to GBV guiding principle while engaging with Adolescent boys and girls and their parents/care givers.
    • Supervise and capacitate the community-based child protection system and the youth mentors formally to provide quality life skill sessions through training, daily mentoring, weekly meeting, and applying regular knowledge and skills assessment tools.
    • With support from the Child Protection Specialist, develop monthly and quarterly plans and costed plans, contributing towards an overall thematic programme plan. From the strategy initiate programming in the following areas as appropriate:
    • Support to the psychosocial (physical, social, emotional) wellbeing of children and their families.
    • Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV) in project communities.
    • Prevention and response to the main risks for children’s exposure to physical harm.
    • Prevention and response to all forms of exploitation including harmful child labour and child trafficking.
    • Support the integration of cases into CFS and PSS in schools.
    • Coordinate with the Youth Mentors and other relevant technical sectors, to ensure a rapid, proportionate and effective response.
    • With support from the Child Protection Specialist, In collaboration with implementing partners and community leaders, develop a selection criterion of adolescent boys and girls to engage them in life skill sessions.
    • Directly engage with adolescent boys and girls and parents as required, and work with mentors to ensure the quality of the program.
    • With support from the CP Specialist, mainstream Healing and Learning through ART into schools. 
    • Supervise project implementation to ensure timely delivery of project activities (for example, monitoring against individual performance management work plans).
    • With support from the Child Protection Specialist, prepare and review timely monthly reports submitted by Volunteers.
    • With support from the Child Protection Specialist, identify project supplies specific to the programme needs and coordinate with the logistics team to put in place a phased procurement plan.
    • Assist in response related IEC materials, coordination GBV team, ensuring messages are appropriate for the community and conduct pre-testing before dissemination.
    • Work with the M & E plan to ensure links to reporting requirements where possible, refer the M&E framework to build an evidence-base for child protection programming interventions.
    • With support from the MEAL Officer put in place accountability activities for the project, ensuring that feedback from children and their families are considered in project design.
    • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings and the Sphere standard.
    • Ensure appropriate child-friendly spaces time schedules are tailored to the physical and mental needs of the children based on age group and gender in the school.
    • Coordinate monthly meetings with child protection committee and SBMC. 
    • Provide essential psychosocial first aid support to children and adults when needed.
    • Ensure Volunteers are supervised regularly to ensure activities are carried out in line with minimum standard guidelines.
    • Consistently maintain referral pathway of project locations.
    • Provide technical support to youth mentors on ASRHR and safe families. 
    • Maintain a database for all CP activities and update it weekly.

    Capacity Building:

    • Provide capacity building to implementing partners that have less CPiE experience.
    • Provide technical support/capacity building to other CP staffs in the absence of CP Specialist.
    • Representation & Advocacy & Organisational Learning:
    • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government and support Interagency Coordination forums including the State Child Protection Sub Working Group, advocating for the specific needs of children. This may involve supporting the coordination of working groups and sub-working groups.
    • With support from the CP Specialist and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
    • In collaboration with the Child Protection team, feed in learning, experiences and evidence to relevant global advocacy objectives.

    Safeguarding

    • Ensure that  all child protection activities comply with Save the Children’s safeguarding policies 
    • Work with the project safeguarding officer to ensure that all protection activities have a safeguarding risk assessment and mitigation measure in place 

    General:

    • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    • Carry out other assigned tasks as requested by Line Manager.

    QUALIFICATIONS, EXPERIENCE AND SKILLS

    • University Degree or equivalent in Social Work, Social Science, Development Studies or equivalent combination of relevant training and experience
    • Minimum of three years of work experience in Protection work and solid understanding refugee and or humanitarian response.
    • Proven ability to supervise a CP project with a holistic approach and integrated to child protection right
    • Speaking fluent English, Pidgin English and local language of the location is an advantage.
    • Computer literate.

    • Excellent communication skills,
    • Team player with strong leadership skills
    • Mature personality with life experience is an advantage.

    Advocacy and Communication Assistant - Adikpo

    ROLE PURPOSE AND DESCRIPTION: 

    • Save the Children with Global Partnership for Education (GPE) fund is implementing education, protection, and WASH interventions to address the needs of refugees and host communities in 5 refugees hosting states in Nigeria. This therefore requires coordinated advocacy and communication at the local government and community levels. 
    • The Advocacy and Communication Assistant will provide support specifically to the implementation of Cameroonian Refugee program in Benue and Adamawa. 
    • The Job holder will support the GPE Project team to develop quality and visually appealing communication materials needed to amplify the advocacy and campaigns of the implementation of the GPE refugee project. 
    • The job holder will support the project team to gather contents in form of photos, case studies and success stories as needed. 
    • S/he will support in leading advocacy and campaign related engagements at both local government and community levels. 
    • S/he will support the project team to conduct safe back to school campaign at the community levels.
    • S/he will support community level dialogue and engagements.

    KEY AREAS OF ACCOUNTABILITY: 

    Advocacy, Campaign, Communication and Media project activities. 

    • Have good understanding of the ACCM strategy and have ability to implement. 
    • Support all advocacy and campaign related engagements and the implementation of ACCM Strategy. 
    • Support the Media and Communications team with information to produce products for social media platforms and digital media.
    • Support Media and Comms team to review all IEC and visibility materials to be in line with donor and SCI branding guidelines before they are sent for approval at the CO. 
    • Support in writing case studies or reports, with infographics and layout formatting to SCI brand standards. 
    • Support the mainstreaming of SCI Girl education campaign and Generation Hope campaign into project/programme implementations.
    • Perform other duties and tasks as required by the Line Manager, Advocacy and Communication Officer and ACCM CO team.

     People Management and Leadership:

    • Have regular meetings with appropriate authorities at local government and community levels on the project.
    • Support in engaging relevant authorities in the implementation of project through regular consultation and joint visits.
    • Support team members to plan and carry out feedback meetings with authorities and beneficiaries.
    • Support to Coordinate the planning and implementation of observation key global moments at the LGA and community levels.

    Communication and Representation:

    • Represent SCI at local and community levels and work with local authorities, partners as required, mainly in events relating to the project.
    • With support from ACCM at CO, communicate advocacy messages to local government and community leaders and organisations.
    • Support to coordinate and provide updates and reports to CO on the activities of Advocacy and Communication in the Field Office.
    • Develop and maintain a professional network with government, community, and religious leaders, media partners and CSOs.
    • Support in the dissemination of important information and messages related to the project.
    • Contribute to weekly and monthly advocacy meetings to keep the entire ACCM family informed of the status of implementation.
    • Contribute to internal and external communication with project/field specific input that feeds into regional and donor reports.

    Safeguarding

    • Ensure that project delivery complies to the highest safeguarding standards in line with Save the Children’s policy 
    • Work with the project safeguarding officer to ensure that all community mobilization and advocacy activities,  have a safeguarding risk assessment and mitigation measures in place 
    • Adhere to the Do no Harm principles in engagement wit stakeholders and across the entire steps within the Programme Management Cycle.

    Others:

    • Other ad hoc tasks as requested by line manager, Field Manager or ACCM CO team.

    EXPERIENCE, QUALIFICATION AND SKILLS

    • Education Level: Bachelor’s Degree in related discipline or relevant qualification
    • Minimum of one year work experience in Advocacy and communication with knowledge of refugee and or humanitarian response.
    • Fluency in spoken English Language and Pidgin English and Hausa language is an advantage.
    • Ability to review documents, briefs, and write good report. 
    • Good computer skills required, especially the ability to work comfortably in the MS office package.
    • Ability to work in partnership with government, community, media, and partners. 
    • Very good interpersonal skills and ability to work in a team.
    • Good knowledge of i SCI brand and visibility policies and guidelines desired.
