    Procurement Officer

    Project Background
    The Government of Niger State has applied for the financial assistance from the ISDB to reconstruct 82KM Minna-Bida road. This would increase on ridding quality, increase capacity of the road and link to the Federal roads (Minna-Lambatta-Suleja and Bida-Lambatta-Suleja).

    The rationale of the Project includes the following:

    • Increase movement of goods and services, 
    • Reduce accident rates, 
    • Revenue generation, 
    • Improve access to health facilities and
    • Improve access to markets.

    Project Components
    Government of Niger State palns to reconstruct the existing Minna-Kataeregi-Bida in Niger State. The scope of the project includes:

    • Reconstruction of existing carriageway
    • Dualization of carriageway (82KM) with interchange at Minna and Bida terminals
    • Construction of 2 Nox toll plazas with shopping arcade
    • Construction of pedestrian bridges
    • Construction of social development initiatives (schools, market, water points, health facilities); and
    • Maintenance Programme and Capacity Building  for Project staff.

    The Objectives of the Assignment

    • The Objectives of the assignment are to provide professional advice and management support to the SPMU  to effectively implement the project. In order to achieve these objective, the SPMU staff would carry out, broad scope of project management activities

    Job Description
    Duties includes but not limited to the following:

    • Administratively responsible to the PC
    • To understudy the Procurement Consultant with a view to eventually takeover after the 24 month contract duration;
    • Manages the project procurement through implementing all policies and procedures related to procurement activities & ensuring that the procurement guidelines and provisions are followed in all the project transactions;
    • Develops procurement tools, such as standard format for Terms Of Reference, Technical Specifications, customized contracts for staff and other individual consultants
    • Post "Specific Procurement Notices" (SPN) and "Requests for Expressions of Interest" (EOD) for goods and consulting services, respectively. ( Undertakes necessary advertisement on annual and periodic basis;
    • Undertakes procurement activities, such as preparing/reviewing technical specifications for goods and terms of reference for consulting services; preparing bidding documents; writing evaluation reports; providing necessary assistance and tools for conducting evaluation processes; etc.

    Qualifications

    • Must possess a Degree in a relevant field of study including Engineering, Procurement, Purchasing & Supply, Law, Quantity Survey, or any other Social Science;
    • Must have above 4 years experience in procurement or related assignments;
    • Experience in Multilateral Banks finance Project is an added advantage

    Job Description

    • The Project Coordinator will be charged with ensuring that the operational, monitoring, reporting, financial management, procurement as well as outreach and communication requirements of the project are implemented in accordance with the project implementation manual and the loan agreement.

    The duties includes but not limited to the following:

    • Ensuring effective coordination ith agencies / institutions responsible for the implementation of project components, liasion with the BA as well as coordinate communication with bank.
    • Seeking input from the executing agencies and project steering committee on (i) The annual work program and budget (ii) The design and implementation of monitoring and evaluation studies  and (iii) On technical issues arising in its oversight of implementation of project components and subcomponents.
    • Preparing annual and quarterly work programs, budge procurement plan and cash flow projections
    • Providing technical input to strategies documents, analytical work, initiatives geared to improve the business environment and increase enterprise growth in close collaboration with the implementing agencies. 
    • Oversee preparation, submit, and recommend in a timely manner, accurate and reliable project implementation progress reports, which financial statements, etc. 

    Qualifications

    • Must be a Civil Engineer registered with NSE and COREN 
    • A Graduate Degree in Civil Engineering or related disciplines with at least 5 years' experience in managing projects programs. 
    • Detailed knowledge of design, implementation arrangement and monitoring and evaluation of Multilateral Bank's financed projects 
    • Strong project management skills including ability to provide strategic guidance develop work plans and manage budgets and project expenditures 
    • Good understanding of Multilateral Bank's processes and procedures is an added advantage
    • Well-developed leadership, inter-personal, communication and negotiating skills, as well as ability to work effectively in team
    • Excellent computer skills.

    • Report on the progress of works
    • Enures that intervention site redesign and amendments by consultant are carried out accordingly
    • Provides advice to management on technical issues concerning the project
    • Ensures that post Contraction maintain work is planned budgeted and carried out, documented and monitored accordingly, etc.

    Qualifications

    • Must be a Civil Engineer registered with NSE or COREN
    • Must have above 10 years experience in supervising road construction Projects
    • Experience in Multilateral Bank finance Project is an added advantage

    • Establish an effective and participatory M&E system
    • Based on the project budgets, design a framework for the physical and process monitoring of project activities.
    • Guide project staff and consultants/Contractors in preparing their progress reports.
    • Together, analyse these reports in terms of problems and actions needed.
    • Prepare consolidated progress reports for project management to submit to the EA, in accordance with approved reporting formats and timing
    • Review monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation
    • Collaborate with project staff and Consultants Contractors on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
    • Ensure that, in general, project monitoring arrangements comply with the project loan agreement and, in particular, the provisions of this agreement are fully observed in the design of the project M&E plan, etc.

    Qualifications

    • Must possess a Degree in relevant field of study or its equivalent
    • Must have above 4 years experience in monitoring and evaluation or related assignments

    • Must possess a Degree in relevant field of study or its equivalent and registration with professional bodies.

    • Provides environmental safeguards review and technical support to project implementation teams to enhance project quality and compliance on environmental safeguards in RAMP-2 operations in the states.
    • Advises Government agencies, project sponsors, consultants and non-governmental organizations on Co-Financiers environmental safeguard policies, guidelines, procedures and best practices and assists them in preparing appropriate frameworks, plans and actions to address these issues during project development and implementation, etc

    Qualifications

    • Must possess a Degree in a relevant field of study or its equivalent
    • Must have above 4 years' experience in environmental and safeguard assignments
    • Experience in Multilateral Banks finance Project is an added advantage
