    On-Call Driver

    Program / Department Summary

    • The Driver will work within the Logistics department of Operational Support structure, committed to provide reliable and compliant support to program activities in order to achieve efficient service to program beneficiaries.

    General Position Summary

    • The driver will provide safe transport services for MC program and support staff in the described AOR (Area of Responsibility).
    • The driver will adhere to all traffic and MC safety rules and follow the transport guidelines required by the MC transport department.

    Essential Job Responsibilities
    Program Management:

    • Operate MC vehicles as assigned by supervisor.
    • Maintain vehicle log-sheets in accordance with MC policies/regulations.
    • Check the vehicle conditions after each trip/routinely – report needs and problems to transport management.
    • Adhere to all safety and communication protocols as advised by Mercy Corps and supervisor.
    • Responsible for the safekeeping of all vehicle equipment, tools, first aid kits, spares etc.
    • Keep the vehicle ready, clean and on standby – ready for use at all times.
    • Assist, as required, with logistics in the office
    • Cooperate and be of assistance to staff and visitors – assist in troubleshooting potential problems during daily business.
    • Report all maintenance needs of the vehicle to the operations lead within the office on a regular basis;
    • Undertake field assignments as assigned.

    Program Officer (COVID-19)

    Program Summary

    • Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic and market development and conflict mitigation.
    • With the insurgency spilling over from the Northeast of Nigeria and causing the displacement of millions of individuals, Mercy Corps started its humanitarian response in 2014 to address the rising humanitarian needs.
    • With funding from institutional donors, foundations and private corporations, Mercy Corps continues to provide assistance to meet the basic needs of vulnerable populations in the areas of food security, shelter, water and sanitation, protection, and livelihoods.
    • As the COVID-19 pandemic continues to take a tremendous toll on the health, economic security and well-being of families and communities around the world, the need for an expanded and well-coordinated response by international and national non-governmental organizations (NGOs) and other civil society stakeholders working in partnership with governments is critical.
    • The task of rolling out vaccines in low- and middle-income countries could not be more challenging, as COVID-19 cases continue to rise in countries and communities, threatening lives and challenging weak health systems.
    • Compounding the demands of planning, vaccine supply, transport, cold chain, logistics and human resources, are the socio-behavioural obstacles of limited information, vaccine hesitancy, misinformation, rumour and misunderstanding that limit acceptance and uptake of the vaccine when it becomes available.
    • As members of the INGO COVID-19 Collaborative, Mercy Corps and Care in Nigeria is implementing a 1-year program in Yobe State to support and accelerate efficient and equitable COVID-19 vaccine delivery.
    • The same program will be implemented by Save the Children and World Vision in Zambia.

    General Position Summary

    • The Program Officer will support the Program Manager to oversee the efficient implementation of activities, working closely with key stakeholders in government, health, media and communities.
    • He/She must have a good understanding of deploying social behaviour change communications (SBC) for the implementation of effective risk communication and community engagement.
    • He/She will work with the Program Manager to identify new opportunities for mainstreaming SBC for the acceptance and uptake of the COVID-19 Vaccine uptake in the targeted communities.
    • The officer is to ensure close interactions with the community members and local governance structures to promote awareness and facilitate sustained involvement of these stakeholders in Mercy Corps activities.
    • He/she will report directly to the Program Manager.

    Essential Job Responsibilities

    • Support the Program Manager to increase COVID-19 vaccine uptake and trust between community members, leaders and health workers in collaboration with CARE and key stakeholders including the State Ministry of Health and community committees.
    • Work with the MEL Officer to conduct relevant assessments and monitoring of implementation to ensure interventions meet the program goals.
    • Engage and conduct community stakeholders’ sensitization on the program activities and approaches.

    • Strong interpersonal, communication and presentation skills and capacity to maintain relations with community leaders. Experience in building and maintaining strong/productive relations is required.
    • Proficiency in computer use particularly Microsoft Office (Outlook, Word, Excel, PowerPoint) is preferred.
    • Strong interpersonal, writing, and oral presentation skills in English is a requirement. Knowledge of Kanuri and Hausa is required while other local languages are an added advantage.
    • Demonstrated attention to detail, ability to follow procedures, strong leadership and proven team building experience, ability to meet deadlines and work independently is required.
    • Willingness to spend much time in the field and work closely with program target groups.

    Success Factors:

    • The selected team member must have a strong background in Behavioral Change Communication (BCC) and knowledge of risk communication and community engagement strategies.

    Program Officer

    Program / Department Summary

    • The Community Initiatives to Promote Peace (CIPP) Activity is a 60-month Cooperative Agreement with the United States Agency for International Development (USAID), and aims to strengthen skills and relationships that will empower communities to prevent and/or respond to violence and violent extremism, and foster enabling environments for peace through policy advocacy, media outreach, and linkages to development programs.
    • The CIPP Activity is implemented by Mercy Corps Nigeria in partnership with the African Radio Drama Association (ARDA), Interfaith Mediation Centre (IMC), Pastoral Resolve (PARE), Savannah Centre for Diplomacy Democracy and Development (SCDDD), and the Social Justice and Human Development for Peace Initiative (JDPC).
    • The CIPP Activity is implemented in six states: Kano, Kaduna and Katsina (North-west), Benue, Kogi and Plateau States (North-central).

    General Position Summary

    • The CIPP State Program Officer is responsible for the day-to-day implementation of the program in the respective states. S/he will support the implementation of activities related to peace building and conflict management with key actors such as farmers, herders, religious leaders, religious institutions, government institutions and other appropriate actors.
    • The Officer will support the facilitation and implementation of joint conflict prevention and PVE plans, and the facilitation of events related to advocacy and relationship building initiatives.
    • S/he will also provide support to all other activities related to the USAID-funded CIPP Program, and will ensure smooth, timely, and compliant implementation in the respective states.
    • The Program Officer will liaise frequently with implementing partners, community members, conflict actors, religious leaders, and represent Mercy Corps at relevant meetings.
    • The Program Officer in each state will work closely with the Program Manager, Senior Program Officers, Communications Officer, MEL team, and Operations staff (including finance and operations) to ensure that activities implementation are according to plan, schedule, budget and required quality.

    Essential Job Responsibilities
    Program Implementation:

    • Support technical aspects of the peacebuilding and conflict management program by assisting with the development of activities concept notes, budget and agendas, and curricula as appropriate.
    • Facilitate and co-facilitate community meetings, events, and training as required.
    • Ensure implementation of activities is on time, on target, within budget and right quality.
    • Liaise with CIPP partner organizations and potential resource persons as needed.
    • Support the Program Manager in overseeing the performance of program implementation by partners and conduct frequent field visits to program sites.
    • Build strong relationships with key actors such as government MDAs, I/NGOs, CSOs, private sector and the communities at large.

    Roving Finance and Compliance Manager

    Program / Department Summary

    • The Mercy Corps Finance Department is responsible for all financial functions in Nigeria including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
    • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.
    • To ensure that financial resources are utilized efficiently and effectively, the Finance Department ensures adequate coverage/backstopping, routine training, and ongoing support to all field offices.

    General Position Summary

    • Working under the Finance Director based in Abuja, the Roving Finance and Compliance Manager will support the reporting of financial information and ensure that the Country Office complies with Mercy Corps policies, procedures and donors’ grants and contracts requirements.
    • In addition, this position supports the Finance Director in the overall management of the country-wide accounting, capacity building of the national team members, and with frequent travel to the field sites, plays a coordinating role with the different departments and functions within the country finance system.

    Essential Job Responsibilities
    Finance & Compliance Management:

    • Perform financial review of purchase requests, purchase orders, and payment requests to ensure compliance with MC policies and procedures and donors’ requirements.
    • Perform timely and accurate financial reviews of the monthly payroll and coordinate with HR/Admin to improve the process as needed.
    • Perform compliance reviews of in-country processes including procurement, logistics, stock management, HR & Admin, and coordinate with the relevant departments to correct and improve as needed.
    • Support of sub-office finance staff with frequent travels to relevant sub-offices.
    • Provide advice, training, and consultation on compliance with MC policies and procedures as well as donor compliance requirements.
    • Support the creation and maintenance of systems that ensure effective and transparent use of financial resources for timely and informative reporting in line with donors’ and Mercy Corps’ policies and procedures.
    • Ensure grant files are maintained and up to date in accordance with Mercy Corps’ minimum program requirements.

    Program Development & Reporting:

    • Take part in the development of new programs as assigned by the Finance Director; lead the budgeting process and ensure budget proposals are in-line with Mercy Corps’ minimum requirements and donors’ regulations.
    • Prepare and update monthly grant spending reports (Budget vs. Actuals, BvAs) of assigned programs if/when needed, including administrative/operational projections; work with program managers to ensure program projections are updated; together with the relevant program managers and staff members, review BvAs and projections, to ensure program implementation is on time, target and budget
    • Lead the consolidation of the monthly cash-flow projections
    • Consolidate and prepare financial reports including budget projections of assigned programs.

    Accounting:

    • With support to the finance officers in Abuja and Maiduguri, support in the process of the month-end closing including but not limited to:
      • Ensuring all transactions for the month are posted in the accounting system and reviewed for any necessary corrections;
      • Prepare timesheet allocations for international staff and review and post timesheet allocations for national staff;
      • Prepare/review of employee receivables accruals and any other relevant/required monthly accrual entries;
      • Work with HQ on tracking intercompany/interagency transactions;
      • Prepare/review necessary reclassification entries and other accounts’ adjustments;
      • Run month-close allocations in the accounting system;
      • Work with the Finance Director on monthly reconciliation of balance sheet accounts, review, monitor, and control balance sheet accounts’ balances;
    • Support the Finance Director and senior finance officers in month-end and year-end HQ required reports, quarterly balance sheet reconciliation reports, fiscal year-end reports, statutory deductions reports and other taxable benefits reports.

    Sub-Grants & Compliance:

    • Support maintenance of a filing system for sub-grants and related documents as required by policies and regulations of Mercy Corps.
    • Support in the pre-award assessment process as well as the contracting and closeout processes; ensure that all steps are properly documented in accordance with Mercy Corps’ minimum program requirements
    • Help ensure subgrantee payments are on time and subgrant financial reports are properly reconciled.
    • Review subgrantee financial reports, manage and assist in subgrantee site audits and follow up on subgrant compliance issues. Ensure subgrantee information is entered and updated in the accounting system on a regular basis.

    Team Management:

    • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
    • Provide coverage and backstopping for FMs/SFOs/FOs when on leave or under recruitment.

    Program / Department Summary

    • The Mercy Corps Finance Department is responsible for all financial functions in Abuja including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.
    • The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the country team to ensure that financial resources are used efficiently and effectively.

    General Position Summary

    • Working in the Finance Department under the direction of the Finance and Compliance Director, the Accounting Manager will have primary responsibility for management & effectiveness of Mercy Corps Nigeria's accounting function.
    • The Accounting Manager will ensure a high level of efficiency as well as accuracy and completeness of accounting records. This role will also provide training, coaching and regular feedback to finance staff taking part in or managing the monthly accounting cycle, ensuring all accounting controls are effective both at field and country offices.
    • As required, the Accounting Manager will examine the accounting function staffing structure and make necessary adjustments to ensure functional roles and clearly designated responsibilities.
    • S/he will ensure standard routine accounting practices in all offices as stated in minimum performance indicators and complete the relevant payroll, Tax and HQ accounting reports for Mercy Corps Nigeria.

    Essential Job Responsibilities
    Accounting Management & Team Capacity Building:

    • Responsible for management and oversight and effectiveness of accounting function within the Finance Department; ensures country-wide coordination, preparation and the on-time submission of the monthly reporting package to HQ and FY-end close-out process
    • Oversee and coordinates timely preparation of month-end/quarterly balance sheet account reconciliations.
    • Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded in compliance with MC policies and local laws.
    • The lead in the accounts management, upgrades and implementation of any changes in the accounting software (Navigator Citrix System)
    • Oversee daily entries into the system, identifies errors and coordinates with respective team members any corrective actions; does and follows up on regular transaction review and posting within Navigator
    • Monitors and reviews process and accuracy of transaction entry in all MC Nigeria offices; regularly review balance sheet accounts, coordinates corrections and reclasses with the team, review and post journal entries.
    • Oversee national staff payroll processing, accruals, reconciliations, end-of-service and statutory deduction calculations.
    • Review Potential procurement of a payroll system and offer a continuous review of the payroll system.
    • In charge of month-end and fiscal year-end closure / General ledger finalization & submission to HQ offices for review; the main point of contact with HQ on all accounting matters
    • Ensure that accounting records are always organized (soft and hard copies) and are accessible for easy review and retrieval.
    • Ensure compliance with Nigeria's statutory requirements (PAYE, WHT, pension, etc.); monitors timely remittances to relevant institutions, and liaise with relevant tax consultants and authorities
    • Provide regular transaction reviews as per the AAM level assigned
    • Monitor cash and bank balances and coordinate monthly cash flow requests from field offices to ensure accuracy and support consolidated country cash flow requests to HQ.
    • Contributes to the development and update of local accounting and other policies; as member of finance management team assist with interpretation and enforces implementation and compliance with any HQ and locally developed policies
    • Daily management of finance staff through training, scheduling, coaching and regular communication of job expectations to ensure minimum accounting controls are effective.
    • When required, review and delineate clear roles and responsibilities within the accounting function, communicate clearly any changes required and ensure that team understands their roles
    • Train the relevant finance staff on the month-end accounting close process and adjustments, ensuring the accuracy and completeness of the ledger entries and all supporting documentation within the country; train the team on the maintenance of hard and soft copies of accounting records as per MC policies and local law requirements
    • Train and support field finance officers with the aim to reduce coding errors, building their capacity and increasing efficiency across the team.
    • Support audit efforts from the accounting function, both internal & external audits; Assist the Finance Director in responding to audit inquiries.
