    Migration Health Officer

    Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Chief Migration Health Officer (CMHO) the successful candidate will be responsible for the management of the Migration Health Assessment Centre (MHAC) in Benin City, Nigeria.

    Core Functions / Responsibilities:

    • Organize and supervise Benic City MHAC’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
      • Health Assessment Portfolio
      • Medical examinations;
      • Imaging;
      • Laboratory testing;
      • Vaccinations;
      • TB management;
      • Treatment and referrals;
    • Pre-departure procedures and medical movements;
    • Documentation, certification and information transmission; and,
    • Other technical areas as may be required.
    • Conduct health assessment for refugees and migrants, including review of medical history, physical examination, evaluation of Chest X-ray (CXR) and review of the lab results in accordance with the technical guidelines of the resettlement countries.
    • Maintain the infrastructure and equipment of MHAC premises so that they meet the professional standards of quality and safety and are sufficient and adequate for provision of the services.
    • Coordinate, with the Chief Migration Health Officer (CMHO), human resources and MHAC organizational structure needs to ensure sufficient and adequate planned levels of health assessments and that staff has necessary qualifications and skills. Contribute to the network of external human resources, such as consultants and medical escorts, to support health assessment process and travel assistance.
    • Ensure that the Chief Migration Health Officer is informed about the MHAC’s health activities and that the IOM medical facilities have obtained approval to provide health assessments and related services.
    • Contribute to and maintain efficient, client-centered procedures while ensuring a high level of integrity at all stages of the MHAC’s process, including client information and appointment system, payment, registration, pre- and post-test counselling, examination, testing, treatment and referrals, submission of health assessment results, pre-departure and other procedures.
    • Establish within MHAC a system enabling clients to provide feedback
    • Advise IOM colleagues on the link between the Health Assessment Programme with the two other core MHD programme areas - Health Promotion and Assistance to Migrants and Migration Health Assistance to Crisis-Affected Populations.

    Perform such other duties as may be assigned by the direct supervisor.

    Required Qualifications and Experience:

    Education

    • University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology; and minimum of seven (7) years of relevant professional experience of which at least three (3) years managerial responsibilities,

     OR

    • University degree in Medicine from an accredited academic institution with preferred specializations: internal medicine and its subspecialties, paediatrics, anaesthesiology, emergency medicine, family medicine, obstetrics and gynaecology plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five (5) years of relevant professional experience of which at least three (3) years managerial responsibilities.

    Experience

    • Professional continuous clinical experience, preferably in a multidisciplinary hospital setting or at IOM/similar international clinic context;
    • Experience in Migration Heath Assessments;
    • Demonstrated progressive experience in health programme management;
    • Experience in project development, management and report writing;
    • Proven abilities to establish partnerships with government institutions, health institutions and other partners;
    • Knowledge of public health;
    • Demonstrable knowledge of patient safety and infection prevention and control;
    • Experience in migration health emergency response is an asset

    Junior Project Assistant - Information Counselling and Referral Services (ICRS) Outreach

    Context

    • Under the overall supervision of the DDRR Senior Project Coordinator and under the direct supervision of the ICRS Programme Officer, the successful candidate will be supporting the implementation, and monitoring of outreach and reconciliation field activities and providing assistance to the program beneficiaries.
    • Undertake outreach field visits and coordinate rapid response interventions to support the timely implementation of the Projects activities as well as support the implementation of the Reconciliation and peacebuilding component of the DDRR program.

    Core Functions / Responsibilities

    • Support in the implementation of the outreach and reconciliation activities including beneficiary profiling and data entry as well as work efficiently with Social Cohesion Platform members and the other relevant partners to implement as necessary.
    • Support the establishment, and reshuffling of Social Cohesion Platforms and support outreach and reconciliation activities carried out by the platform members across BAY states.
    • Conduct sensitization to prepare the community for beneficiaries’ reintegration, acceptance, and support coordination of rapid response interventions.
    • Conduct Family tracing and support beneficiaries and family reunification and follow-up.
    • Support the ICRS Programme Officer and Senior Program Assistant, in monitoring the activities of implementing partners, particularly IPs implementing social impact projects, and provide regular updates.
    • Conduct a Service Providers Mapping Exercise and identify local partners for possible cooperation in assisting the target population.
    • Perform other related duties incidental to the work described herein and/or assigned by ICRS Programme Officer or Snr Program Assistant (RR).

    Required Qualifications and Experience

    Education:

    • University Degree from an accredited institution in International Relations, Social Science, Law, Development and Humanitarian Affairs, Psychology, Social work, or a related field with one year of relevant professional experience.
    • School Diploma with three years of relevant professional experience.

    Experience:

    • Experience in Income-Generating Projects, Business Development, Community Economic Development, Conflict Resolution, Community Participation, and/or Psychosocial Projects.
    • Experience working with local authorities, stakeholders, beneficiaries, and the broader community;
    • Experience in IOM administrative processes.
    • Experience in the usage of office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and data analysis.

    Skills:

    • Demonstrated proficiency with Microsoft Office applications, including Excel, and PowerPoint, Good knowledge of information technology, and proficiency in Microsoft Office applications, especially Excel, Word, PowerPoint, Publisher, and SharePoint.
    • Excellent organizational and time management skills.
    • Knowledge of local community structures and dynamics.
    • Ability to work effectively with diverse groups and individuals.
    • Proficiency in conflict resolution skills.
    • Ability to think critically and analytically.

    Languages:
