    Liaison Officer

    Accountabilities / Responsibilities

    • Together with the HR Co, ensure that all MSF staff has applied and obtained on time any visa, stay, travel or working permits in the mission country according to needs, and keep information on legal, administrative procedures.
    • Follow up on any new or modification of Nigerian policies relative to immigration regulations.
    • Write and keep updated guidelines about visa procedures in Nigeria and MSF policies relative to it.
    • Maintain the support travel service in HQ informed about ongoing processes, specific situations or changes in the procedures related to visas, working permits, etc..
    • Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the mission.
    • Arrange meetings related to administrative issues for the Human Resources Coordinator or the Head of Mission as well as attend them when required.
    • Keep a complete and updated detailed list of all useful contacts in the Country/Mission with names, telephones, addresses, and other relevant details.
    • Ensure, together with the Coordination members that all MSF activities are running lawfully and in agreement with the Memorandum of Understanding in all administrative or customs-related issues and inform about any possible risks or problems.
    • Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing MSF principles and values at all levels.
    • Keep all documentation and files updated, properly filed, and easily accessible for internal users.
    • Keep a complete and updated detailed list of all useful contacts for visa purposes: NIS (Nigeria Immigration Services), travel agencies, embassies, etc.
    • Prepare briefings for international staff arrival and departure (briefings and debriefings)
    • Main contact person with Nigerian travel agencies, for national and international flight reservations, quotations, and problem resolution.
    • Briefing of new national and international staff at their arrival: check-in, information about their stay and visa.

    Obstetrician Gynaecologist

    Main Purpose

    • Implement gynecological and obstetrician procedures, performing any other prior treatment required, during or immediately after a woman has given birth in order to improve women’s reproductive health and to reduce pregnancy, delivery and neonatology risks.
    • This will be done in accordance with MSF policies, protocols and universal hygiene standards and in multidisciplinary collaboration with other medical doctors and midwife services,

    Main Duties and Responsibilities

    • Provide health care related to gynaecology and obstetrics to patients, including prevention, diagnosis and treatment.
    • Ensure the implementation of MSF clinical policies, tools, guidelines and protocols related to gynaecology and obstetrics in order to minimize clinical risk and to extend best reproductive practices.
    • In collaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhaustive use of management tools in order to improve gynecological results and to share knowledge among other field specialists.
    • Plan and supervise the HR associated processes (recruitment, training, performance evaluation, development and internal/external communication) of the gynecological staff in order to ensure both an efficient sizing and the amount of knowledge required, to improve people’s capabilities and their active participation in influencing the targeted population using preventive practices. This will be done in close coordination with the HR department.
    • Supervise the maintenance and running of the gynecological equipment and drug consumption, preparing new orders when required and ensuring its rational use as well as that pharmacy stock levels are permanently updated and available. This will be done in cooperation with the pharmacist and logistic staff, the management.

    MSF Section / Context Specific Accountabilities

    • Providing Emergency Obstetric Care in OT based on implemented MSF standard in collaboration with the hole operating theater team (anesthetists and OT nurses) and maternity department ensuring Caesarean Section indications well known and applied to patients going to OT;
    • Ensuring the capacity building of staff working in maternity and OT for the correct medical management of patients form the admission up to the discharged passing buy labour room, delivery room and postpartum ward;
    • Supporting the OPD in terms of medical managed when a specific care (ultrasound scan, gynecological consultation, etc.) is needed for SGBV cases, Family Planning
    • Conducting the ward round every day with Medical Doctors for the correct follow up of post op patients by using carefully MSF protocols;
    • Responding positivelly on calls made either by midwives or medical doctors when a medical technical support is needed at any time as per MSF standard implemented at projection level;
    • Participating actively on medical meetings organised by the department and supporting the medical team during the mortality review;
    • Ensuring good collaboration between maternity and OT team. Before sending patient to OT, the maternity team should communicate to the OT team for the preparedness of the room. On the other hand, once the post op follow up is done, before the patient is referred from recovery room to post partum, the OT team should communicate to the maternity team.
    • Ensure in collaboration with medical activity manager (MTL) the implementation of MSF clinical policies, tools, guidelines, and protocol related to gynecology and obstetrics to minimize clinical risks and to the extend best reproductive oractices.
    • In colaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhausive use of management tools.

    Mental Health Supervisor

    Scope of Responsibilities and Accountabilities

    • Participate in the planning, supervision and coordination of mental health / pycho-social related services in the programme in accordance with MSF standards in order to provide the most ap-propriate mental health support for patients.
    • Participate in the planning, organization and coordination of Mental Health activities, in close collaboration with the Mental Health activity manager and other medical team members, in order to ensure an efficient and effective implementation of the resources needed while maintaining high levels of quality in Mental Health MSF programs and activities.
    • Coordinates activities of counseling services with other relevant actors and liaises with the local counterparts (like MoH, WHO, ICRC and NGO) on mental health matters, including referral services.

    Midwife Supervisor

    Main Purpose

    • Supervising the clinical activities and guaranteeing the quality of midwifery care in the department, according to MSF protocols, values and universal hygiene standards in order to provide a high quality Mother and Child Health (MCH) care to the population.

    Main Duties and Responsibilities

    • Supervising, supporting and evaluating the team under his/her responsibility particularly midwives, midwife assistants and other related staff in her team such as cleaners. Planning and organizing their work (areas, days, absences, visits, holidays, etc) and coaching them in their work with special focus in following all appropriate protocols and procedures
    • Ensuring team work and a professional relationship between maternity and other departments.
    • Supervising the clinical activities in all the maternity departments and activities such as ante-natal consultations, delivery and after delivery follow up, post-natal consultations, family planning consultations, new-born vaccinations and liaising with the Medical Doctor about the patients who need special care times, visiting hours, etc.
    • Ensuring that the staff on duty knows, implements and follows at all times the universal hygiene standards/ precautions, bio-hazard prevention and infection control in the medical premises ensuring high standards of hygiene in the working environment
    • Ensuring that all staff using medical devices are qualified and trained, cleaning and minor maintenance tasks are performed according to the protocols, reporting any malfunction to the project biomedical service.
    • Being responsible for the department-related pharmacy activities (stock and consumption monitoring) as well as maintenance of the medical equipment
    • Being responsible for ensuring that all the administrative procedures, patients’ data and documents are filled in correctly and registered for compiling monthly reports reflecting the activity in the department.

    Nursing Team Supervisor

    Main Purpose

    • Plan, organize, and evaluate the activities concerning his/her field of action (Nursery, laboratory, midwifery, anesthesiology) and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

    Main Duties and Responsibilities

    • Carry out the functions and tasks associated to his/her specialty, i.e. perform as a nurse, midwife, lab tech and anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.
    • Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her specialty.
    • Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.
    • Carry out and/or supervise the ( decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.)in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.

    OT Nurse

    Main Purpose

    • Organize and carry-out all nursing activities related to the operating theatre (OT) running, according to MSF health protocols, universal hygienic standards and in coordination with the surgeon and anaesthetist, in order to ensure a smooth functioning of the surgical activities (pre, during and post-operative care) offered to patients.

    Main Duties and Responsibilities

    • Ensure the preparation of the material and equipment (checking the quantity and quality), in the OT and carry-out the reception, transport of the patient from the preparation room to the OT and ensuring his/her installation for surgery.
    • Assist the surgeon and anaesthetist during the operation, anticipating their needs, in order to facilitate their job and helping throughout the whole process.
    • Checks vital parameters of the patient with the nurse anaesthetist
    • Organize the patient’s transport and installation from the operating theatre to the recovery room and carry-out and/or supervise all the post-operative activities (used material collection, OT’s cleaning and disinfection, resetting all equipment and material back), in order to prepare the OT for next surgical intervention or any emergency.
    • Implement and follow-up the hygiene, sterilization, asepsis and disinfection protocols and procedures at all times, in pre, during and post-operative activities, in order to ensure the patient and staff’s safety conditions. i.e. waste containers availability, sharps container, checking no material or needles remain in the surgical towels, placing instruments into soak container, take instruments/linen to sterilization unit, etc.).
    • Supervise and train the nurse-aids and cleaners while in the OT in following all appropriate protocols and procedures, in order to ensure the quality of the healthcare given to patients. and train NS where applicable
    • Perform cleaning and minor maintenance for biomedical equipment used. Follow user manual and protocols and alert supervisor in case of malfunctioning of any device.
    • Control all equipment and material stock to be used in the OT, in order to ensure an efficient and rationale use of material resources while preventing damage and deterioration.
    • Carry-out and supervise administrative procedures and documents (check identity of patient and his/her consent for the operation, fill in patients files, forms, statistics, quantitative surgical data collection, etc.), and report any problematic situations and cases arising, in order to have updated and correct information about the day-to-day activity and ensuring proper transfer of information.

    • Desirable previous experience with MoH, MSF or other NGO’s in a busy theatre developing countries.
    • Previous experience of working in a busy CEmONC Maternity Hospital

    Nurse - Neonatal

    Main Purpose

    • Provide nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.

    Main Duties and Responsibilities

    • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times.
    • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
    • Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment. Knowing and is aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit
    • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort.     Midwife

    Main Purpose

    • Provide obstetrical care to pregnant women and their babies, doing follow up before, during and after delivery, according to MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of a specialist doctor, in order to ensure their health conditions and avoid post-delivery complications.

    Main Duties and Responsibilities

    • Ensuring the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
    • Where PMTCT is implemented, ensuring implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling
    • Collaborating with the medical doctor and /or nurse in the management of Sexual Violence cases
    • Assessing the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.

    • Supervises the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight newborns.

    MSF Section / Context Specific Accountabilities

    • Be clinically responsible and independent in providing antenatal care, labour and delivery care and postnatal care
    • Manage high-risk cases that present to the maternity ie breech, pre-term delivery, perineal tears, polyhydramnios, neonatal resuscitation, twins, PPH, neonatal sepsis etc and calling for assistance in a timely manner. Conducting a thorough consultation and documenting this with a plan of care
    • Identify high-risk women in ANC, educate them, document their information, communicate their case, make a plan to follow their care and plan for referral to Bentui POC or Lankien in a timely manner
    • High-risk women identified need to be discussed with the MWAM so that a plan of care can be put in to action, such as ultrasound, ECV, referal, etc.
    • Clinical confidence and ampt decision making, if unsure on plan of action to communication to the supervisor in a timely
    • To communicate all high-risk procedures to other medics, who may required to be present if emergency occurs
    • Manage data of patients
    • Prescribe relevant drugs according to MSF protocols and order them when required
    • Manage drugs within the department; notify the supervisor of missing or rupturing medical supplies/equipment

    Anaesthetist Nurse

    Main Purpose

    • Provide all anaesthetic medical activities (pre-anaesthesia evaluation, administration of anaesthesia, recovery period, specific pharmacy, equipment, general organization, etc.), according to MSF policies, protocols and universal hygiene standards, in order to ensure the quality of pre, during and post-operative care of patients.

    Main Duties and Responsibilities

    • Assisting the doctor in the consultations to patients due for surgery: evaluating the risks of operating (in collaboration with the surgeon), obtaining patient’s written authorization for their operation, providing patients with appropriate information on their illness and treatments, and deciding on what type of anaesthetics to be used in order to collaborate in setting everything up before surgery
    • According to set procedures, carrying out all nursing anaesthetics related activities during surgery in order to collaborate in patient's adequate anaesthetized state and safety during the process. Preparing the drugs, material, and equipment required for the surgery. Monitoring patients throughout the whole intervention and administering and maintaining anaesthetics following the rules of hygiene and asepsis in force.
    • Assisting the doctor in providing post-operative care, including immediate post-operative surveillance in the recovery room and special patients present in the intensive care unit, in order to adapt the prescriptions during the stabilization and recovery process. Performing consultation rounds with the Surgeon Doctor once or twice a day, discussing therapeutic orientations with the department manager, renewing prescriptions and ensuring they are followed and systematically evaluating patients' pain to adapt prescriptions and/or therapies for their relief.
    • Respects, promotes and ensures medical confidentiality.
    • Perform cleaning and minor maintenance for biomedical equipment used. Follow user manual and protocols and alert supervisor in case of malfunctioning of any device. List item
    • Implements and follows hygiene rules, procedures and protocols at all times as well as look after the integrity of anaesthesia material (decontamination, sterilisation, storage conditions, etc.) in order to ensure the safety and protection of patients and other staff. Knows accidental blood exposure policy and procedure and implements them when necessary.
    • Carries out all pharmacy related activities (stock control, station's re-stocking, inventories, expired drugs, etc.) and other equipment of anaesthetic ward, doing special follow-up of narcotics and sedatives (register, consumptions, empty phials, etc.), ensuring enough stock-up and the good functioning to carry-out the medical activities. Draws up pharmacy orders according to needs.
    • Collaborates with other departments and supports other medical services in order to support the overall MSF project with his/her expertise and capabilities. Trains other medical staff when applicable and works particularly in close collaboration with the accident and emergency department and the midwifery and obstetrics team in the maternity department (especially to resuscitate new-borns).
    • Carries out administrative procedures and documents (fill in of patient’s files, forms, statistics, data base, etc.), in order to have updated and correct information about the day-to-day activities.
    • In collaboration with the Surgeon Doctor, carries out quantitative surgical-anaesthesia data collection, draws up and sends out reports for the monthly follow up of peri-surgical mortality and for the quality of anaesthesia/pain management and informs the direct supervisor immediately in the event of medical error

    MSF Section / Context Specific Accountabilities

    • Carry-out all nursing anaesthetics related activities during surgery, according to the procedures set before-hand by the doctor anaesthetist (if any), in order to collaborate in patient’s adequate anaesthetized state and safety during the process.
    • Preparing beforehand the drugs, material, and equipment required.
    • Administering and maintains anaesthetics following the rules of hygiene and asepsis in force.
    • Monitoring patients throughout the whole intervention.
    • Assist the doctor anaesthetist, and together with the OT nurses, in providing post-operative care, including immediate post-operative surveillance in the recovery room (ensuring patient’s recovery of consciousness and setting analgesic protocol) and special patients present in the intensive care unit, in order to adapt the prescriptions (hydric resuscitation, anti-biotherapies, analgesics), with special focus on patient’s pain relief, during the stabilization and recovery process.
    • In the absence of a doctor anaesthetist, do round consultations with the Surgeon Doctor once or twice a day, discussing therapeutic orientations with the department manager, renewing prescriptions and ensuring they are followed and systematically evaluating patients’ pain to adapt prescriptions and/or therapies for their relief. .
    • Carry out all pharmacy related activities (stock control, station’s re-stocking, inventories, expired drugs, etc.) and other equipment of anaesthetic ward, doing special follow-up of narcotics and sedatives (register, consumptions, empty vials, etc.), ensuring enough stock-up and the good functioning to carry-out the medical activities. Draw up pharmacy orders according to needs.
    • Collaborate with other departments within the project (in support of other services when needed), in order to support the overall MSF project with his/her expertise and capabilities.
    • In collaboration with the Surgeon Doctor, carry out quantitative surgical-anaesthesia data collection, draw up and send out reports for the monthly follow up of peri-surgical mortality and for the quality of anaesthesia/pain management and informs immediately the direct supervisor in the event of medical error.
    • Supports other medical services whenever needed, and works particularly in close collaboration with the obstetrics team in the maternity department (especially to resuscitate new-borns).
    • Is the reference person for pain problems within the recovery room.
    • When applicable train other medical staff
    • Attend mortality review sessions and medical meeting when available.

    Minimum Required Skills and Qualifications

    Education:

    • Nursing Diploma with Specialisation as Anaesthetics Nurse is essential.

    Experience:

    • Essential: 1 -2 year of previous supervised work experience as an anesthetist nurse.
    • Experience in MoH, MSF or other NGOs and /or developing countries is desirable.

    Medical Doctor

    Main Purpose

    • Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

    Main Duties and Responsibilities

    • Preparing beforehand the drugs, material, and equipment required.
    • Administering and maintaining anesthetics following the rules of hygiene and asepsis in force.
    • Monitoring patients throughout the intervention.
    • Ensure transfer of patients to the recovery room, and full recovery of the patient’s consciousness and setting analgesic protocol
    • Advise on Postoperative care in both Intensive Care Unit and wards with the surgeon, including fluid management, oxygenation monitoring and airway care and chest physiotherapy and mobilization, with special focus on patient’s pain relief during the recovering process.
    • Implement and supervise hygiene rules, procedures and MSF protocols in OT/recovery, anesthesia material (decontamination, sterilization, storage conditions, etc.) to ensure the safety and protection of patients and staff.
    • Supervise the OT pharmacy (drugs orders, inventories, expired drugs) and ensure OT register, consumptions, empty phials of narcotics, ensuring adequate stock is maintained..
    • Ensure good functioning and maintenance of OT equipment (oxygen extractor, ventilation, equipment, etc)
    • Organize the tasks of personnel under his/her responsibility, and participate and carry-out other team management activities (recruitment, training, performance evaluation, motivation, internal/external communication, etc.), in order to ensure having the appropriate team in terms of size, capabilities and skills.
    • Collaborate with other departments in the project (responding to accident & emergency department requests, intervening in support of other services when needed, etc.), and participate in any emergency activity or exploratory mission, in order to support the overall MSF project with his/her expertise and capabilities.
    • Ensure proper fulfillment of administrative procedures and documents (fill in of patients files, forms, statistics, data base, etc.), and elaborate regular reporting about results, proceedings and problematic situations and cases, in order to have updated and correct information about the day-to-day activity in the project and support decisions.

    MSF Section / Context Specific Accountabilities

    • Providing Emergency Obstetric Care in OT based on implemented MSF standard in collaboration with the hole operating theater team (anesthetists and OT nurses) and maternity department
    • Ensuring the capacity building of staff working in maternity and OT for the correct medical management of patients form the admission up to the discharged passing buy labour room, delivery room and postpartum ward;
    • Do Rounds in Neonatal unit
    • Supporting the OPD in terms of medical managed when a specific care (ultrasound scan, gynecological consultation, etc.) is needed for SGBV cases, Family Planning ;
    • Conducting the ward round every day with Medical Doctors for the correct follow up of post op patients and Neontal ward by using carefully MSF protocols;
    • Responding positivelly on calls made either by midwives,Nurses or medical doctors when a medical technical support is needed at any time as per MSF standard implemented at projection level;
    • Participating actively on medical meetings organised by the department and supporting the medical team during the mortality review;
    • Ensuring good collaboration between maternity and OT team. Before sending patient to OT, the maternity team should communicate to the OT team for the preparedness of the room. On the other hand, once the post op follow up is done, before the patient is referred from recovery room to post partum, the OT team should communicate to the maternity team.
    • Ensure in collaboration with medical activity manager (MTL) the implementation of MSF clinical policies, tools, guidelines, and protocol related to gynecology and obstetrics to minimize clinical risks and to the extend best reproductive practices.
    • In collaboration with other medical colleagues, carry out the collection of quantitative gynecological data and ensure exhausive use of management tools.
    • Participate in collaboration with the midwife manager the maintenance and running of the gynecological equipment and drugs consumption, preparing new orders when required and ensure its rational use as well as that pharmacy stock level are permanently updated and available.
    • Participate in the mortality review process / Near miss (record in the dedicated tool, analysis and presentation), and participate in the analysis and review of medical errors
    • Participate in any other project or organizational activities as deemed Necessary.

    Minimum Required Skills and Qualifications

    Education

    • Essential, Medical Doctor Diploma / Degree

    Experience:

    • Essential at least 2 years certified work experience in Obs/ Gynaecology and neonatal Unit
    • Desirable previous experience with MoH, MSF or other NGO’s in developing countries
