    The Complex

    • The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank’s spokesperson on economic matters and the Vice-President for the ‘Economics Governance and Knowledge Management Complex’.

    The Complex is Responsible for:

    • Providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy
    • Systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies. 

    The Position

    • Under the guidance of the Chief Economist, the Lead Economist drives the Bank’s leadership in building sustainable competitive economies in the Regional Member Countries.
    • He / she contributes to policy dialogue and coordinates the Bank’s economic analytical work, with the view to spur a culture of Excellency and stewardship for the Bank’s clients and partners.
    • The Lead Economist enhances the Bank’s branding in providing high standard economic advice to the clients in alignment with the donor community in the Regional Member Countries.

    Key Functions
    Under the supervision and guidance of the Director, Country Economics Department, the Lead Economist for Southern Africa Region will:

    • Ensure the Bank is at the forefront of economic development knowledge and practice in support to the Regional Member Countries’ effective management of macroeconomic policy.
    • Leading the preparation of knowledge products to inform the design of country strategy papers, in collaboration with the regional directorates general and other stakeholders inside and outside the Bank; and contribute to the preparation of these country strategy papers.
    • Developing partnerships with the other knowledge departments within the Complex and in and outside the Bank, and ensure that the highest level of knowledge is incorporated in the design of Bank strategies and operations.
    • Leading production of flagship reports on country economic issues
    • Leading the prioritization of the High 5s and knowledge-based solutions in country strategy papers in collaboration with the regional directorates general and other stakeholders.
    • Leading the application of economic research generated inside and outside of the Bank, to the development and review of economic policy solutions tailored to the specific circumstances of each Regional Member Countries.
    • Coordinating the work of country economists in the Bank towards improved harmonization of approaches and standards of quality.
    • Leading the production of country-relevant, timely, analytically sound, and reliable policy advice for Regional Member Countries.
    • Monitoring economic conditions and policies in Regional Member Countries and providing policymakers with well researched insights about developments in their economies.
    • Provide advice and guidance on core Bank policies, strategies and processes for greater Bank effectiveness.
    • Foster the Bank’s position on high level strategic issues in relation to economic governance.
    • Enhance the Bank’s comparative advantage and quality assurance in delivering its development goals to the Regional Member Countries.

    Competencies (Skills, Experience and Knowledge)

    • A minimum of Master’s degree in Macroeconomics, Econometrics or Applied Economics; a PhD will be an added advantage.
    • A minimum of eight (8) years of relevant and progressive professional experience in macroeconomic management, applied economics, research, gained within major international organizations.
    • Standing record of support in macroeconomic modelling and forecasting, including debt management issues in the Regional Member Countries is a must.
    • Evidence of recently international published works in economics in international journals or books published by reputable publishers would be an advantage.
    • Excellent knowledge of the international development institutions’ policies, guidelines and procedures.
    • Proven experience in leading policy dialog with the highest level of Government bodies in the Regional Member Countries.
    • Demonstrated operational experience in a multilateral setting.
    • A very good background in corporate services activities in particular in procurement management, fixed assets management for public development organizations.
    • Solid experience in knowledge, partnership leverage and relationship management at senior level.

    The Complex

    • The President plans, supervises and manages the business of the Bank Group. Under the direction of the Boards of Directors, the President conducts the business of the Bank and the African Development Fund and manages operations and activities in accordance with the Agreements establishing the ADB and the ADF.
    • The President supervises several Departments and Divisions including Office of the President; Independent Development Evaluation Department; Integrity and Anti-Corruption Department; Compliance Review and Mediation Department; Secretariat to the Sanctions Appeals Board; Administrative Tribunal; Office of the Auditor General; Group Risk Management Function Directorate; 
    • General Counsel and Legal Services Department; Communication and External Relations Department; Ethics Office and Office of the Secretary General & General Secretariat.

    The Hiring Department

    • The office of Integrity and Anti-Corruption plays an integral role in achieving this mandate by protecting the Bank’s corporate image and reputation, and improving the continent's investment climate through the deterrence, prevention and reduction of fraud, corruption, staff misconduct and other harmful practices within the Bank Group.
    • The Investigations Division, has the overriding mandate to undertake unhindered investigations into allegations of corruption, fraud and other malpractices in Bank Group Financed Operations and conduct investigations into allegations of misconduct involving staff members of the Bank.

    The Position

    • The Chief Investigation Officer will be responsible for ensuring that unhindered investigations are conducted into allegations related to fraud, corruption, and misconduct involving Bank Group Staff, with regard to Bank financed operations, administrative budgets and misuse of Bank resources.
    • The outcomes of these investigations are transmitted either to the Sanctions Commissioner under the Bank’s Sanctions Procedures or to the President and administered under the Bank's disciplinary framework.

    Key Functions
    Under the supervision and guidance of the Division Manager, the Chief Investigation Officer will:

    • Conduct and otherwise assist in sensitive preliminary inquiries into allegations of fraud, corruption or staff misconduct as the needs of the Division require
    • Review and analyze allegations and whistleblowing information to determine relevancy and reliability, conduct sensitive interviews and other investigative research activities
    • Analysis and prioritization of new allegations and whistle-blower information
    • Assist in controlling, tracking, and analyzing allegations, investigations and findings
    • Conduct data-mining and analysis of Bank Group’s database and systems that may lead to investigations
    • Undertake and manage investigations and deliver highest quality related investigative work product
    • Lead or participate in the conduct of sensitive and complex interviews and investigations

    Key Functions
    Under the supervision and guidance of the Director, Country Economics Department, and the Lead Economist for North Africa, the Country Economist will:

    • Analyse the economic and financial situations of assigned Regional Member Countries in North Africa, using internal and external information sources, and determine the implications for the programming and updating of Bank Group operations such as defined in the Country Strategy Papers.
    • Examine the impact of Bank Group operations, in countries of North Africa, of regional economic integration programmes and make recommendations on the role of the Bank Group in assisting regional integration initiatives.
    • Participate in the policy dialogue with Government authorities and development partners.
    • Prepare economic and Sector Work and papers on relevant economic and financial issues in the development process and other country economic tasks such as the Country Policy and Institutional Assessment (CPIA), the Country Risk Rating (CRR) and the CRFA exercises.
    • Contribute to the identification, preparation, evaluation and monitoring of the implementation of macroeconomic programmes.
    • Prepare Country Diagnostic Notes and Regional Diagnostic Notes to inform the preparation of Country Strategy Papers and Regional Integration strategy Papers.
    • Maintain effective communication with the sector departments and other relevant units in the Bank to ensure a coordinated approach in the preparation of knowledge products in the assigned countries.
    • Participate in Country Portfolio Reviews.
    • Participate in the preparation and monitor implementation of measures under budget support operations.

    Competencies (Skills, Experience and Knowledge)

    • Hold a minimum of Master's Degree in Economics and other relevant fields and/or related disciplines.
    • Have a minimum of six (6) years relevant experience in an International Organization, or in other reputable institutions working on African Development Issues, country strategy papers preparation and other related documents.
    • Having private sector experience will be an added advantage.
    • Good grasp of the developing countries issues, and solid experience in macroeconomic management issues and the economics of development - understands policymaking processes and able to synthetize operationally relevant recommendations/lessons.
    • Solid technical and quantitative skills as an applied development macroeconomist and a proven record in delivering high quality and technically sophisticated analytical work.
    • Good knowledge of portfolio management and demonstrated knowledge of economics and analytical skills
    • Proven sense of initiative, results orientation, as well as effective teamwork skills, strong integrative skills and ability to work effectively across sectors.
