    Finance Manager

    Job Overview/Summary: The purpose of this position is to generation of reports and implementation of accounting procedures to IRC’s standards and in line with Donor requirements, audit recommendations, SUN data base administration and maintenance, and quality control with respect to accounting records and financial reports.  This position reports to the Assistant Finance controller

    Major Responsibilities:

    Field Monitoring

    • Act as the focal person and representative of Finance for Yobe.
    • Coordinating the activities of Finance in the field to ensure quality financial records. This includes capacity building of field staff & subordinates based on needs identified
    • Together with the Programme and Field coordinators prepare/review quarterly salary mapping tables by the due dates and ensure the same are approved and used to charge staff salaries and recorded accordingly in SUN system.

    General Accounting services

    • Managing all aspects of day to day operations of Yobe Finance
    • Ensure all procurement and other documents are reviewed on a timely manner
    • Review bank reconciliation monthly from the main office and field sites.
    • Liaison with bank on all banking issues.
    • Forward to the Payroll Administrator every month, outstanding personnel advances and charges related to T7, for recovery.
    • Preparation, review and posting of General Ledger transactions, adjusting journal entries and sub-office transactions.
    • Supervising the monthly financial close process at the field and ensure timely, complete and accurate submission to IRC Abuja after review
    • Overseeing the sub-ledger reconciliation process and confirm that the GL sub-ledger accounts match the details in their related modules.
    • Ensure that Yobe office financial matters are addressed on a timely basis. During field visits follow-up on financial, internal controls and other program support action items identified.
    • Set up the cost pool allocation table and run all cost pool and revenue recognition on a bi-weekly basis to minimize workload at month end. Cost pool table must be approved by senior management before the routine is run.
    • Review of the National staff salary and ensure payment by the 28th of every month. Prepare accurate payroll JVs of the field to be posted to SUN system monthly.
    • Ensure finance filing and document retrieval system is functional, efficient and secure.
    • Ensure all Tax and Pension liabilities is paid to the respective bodies on a monthly basis on or before 30th of every month.
    • Ensures Balances on all payroll accounts are ZERO on or before 30th of every month, and investigate if differences are noted.
    • Ensure the finance dash board on the online BVA is reviewed and cleaned up on a daily basis

    Donor Reports

    • Ensure that online BVAs assigned are reviewed on a monthly basis
    • Closely monitor assigned grants to ensure that no grants are overspent or under spent through checking of over/under expenditure on the online BVA
    • Preparation of donor reports by the due dates.
    • Analysis of actual to budget results to identify problems in accounting or compliance.
    • Identification of procedural or training issues to be addressed to improve the quality of report data.
    • Review of the online BVA results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.

    Budgets

    • Assisting in the development and preparation of SPC allocation processes for overarching costs that comply with donor regulations on allowable costs.
    • Ensure Timesheet reconciliation with SUN is done on a monthly basis.
    • Working with operations and program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs.
    • Ensure that all accruals at grant closure are accurate, valid and are promptly liquidated.
    • Attend BVA, Grant Opening and Closing Meetings
    • Update the unrestricted funds on a monthly basis.

    Staff Management

    • Setting smart goals and monitoring performance of staff.
    • Mentoring, coaching and motivating staff.
    • Quarterly Reviews of performance appraisal of direct reports.
    • Daily supervision and review of the work flow processes for efficiency

    Other duties

    • Ensures the timely preparation, review of all monthly bank account and cash reconciliations. 
    • Ensure timely transfer of cash requests and liquidity of the field locations
    • Manage and supervise audits as they fall due ensuring documents are adequately reviewed
    • Train and capacity build staff as required
    • Attend and participate in trainings identified/organized by your supervisor
    • Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-country and World-wide) as per the IRC reporting mechanism. The reporting of violations is an obligation on the part of all staff members
    • Perform other duties as may be assigned by your supervisor

    Qualifications

    Education:

    • BSc/BA or MSc/MA in Accounting, Finance or Business Administration or its recognized equivalent, CPA, ACA, ICAN, CIMA, CFE or any other relevant professional qualification is an advantage

    Work Experience:

    • Minimum of 3 years of Accounting experience
    • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is required
    • Ability to use SUN system is required

    Demonstrated Skills and Competencies:

    • Excellent management & leadership skills
    • Ability to work well without supervision
    • Ability to work under pressure
    • Excellent computer skill in Microsoft word and Excel

    EH M&E Officer-

    Job Overview/Summary:

    The purpose of the M&E Officer position is to coordinate the collection, compilation, consolidation and analysis of data to track programs/ projects activities, monitor progress and support impact measurement.  S/he will also conduct development research, engage in reflective practice and generate lessons from projects/program and prepare M&E plans for the sector or EH.  S/he is responsible for establishing and ensuring better data management systems for the core program s/he assigned for and coordinates the proper and timely evaluation of project objectives/impact.  S/he will supervise, coach, and mentor the EH Assistant M&E Officer/s.  S/he will ensure the existence of accountability mechanisms and devise a strategy for program staff participation in M&E activities.  The position holder will closely work with front line staff and volunteers.  S/he also will work closely with the M&E unit on technical matters and reports to the M&E Manager and will have dotted line relation with the EH managers.

    Major Responsibilities:

     A.     Program/project design and learning (----% of time)

    • Participate in program/ project design specially in developing log frames;
    • Design, develop and continuously update project M&E, and impact measurement tools and systems on timely fashion;
    • Develop and make sure all the projects in the sub-sector has tested monitoring tools that capture both program activity and indicators progresses;
    • Take part in diagnostic studies, evaluations and surveys;
    • Organize periodical ongoing sector level review, reflective practice, evaluation and progress monitoring events by involving communities and local partners;
    • Organize panel monitoring and/or similar M&E events to ensure accountability to the target community, with relevant stakeholders including communities and ensure their dissemination to concerned parties;
    • With support from the M&E Manager and M&E Coordinator, establish and maintain project level information management system;
    • Design a strategy to collect filed level information required by IRC, donors and/or stakeholders;
    • Proactively ensure networking and sharing of lessons from the core program with strategic partners and other stakeholders including government;
    • Ensure that learning from previous projects is incorporated into project design where applicable;
    • Coordinate synergy and cross-learning among different projects and programs;
    • Cross fertilize learning among projects by regularly producing (compiling) summary monitoring reports and sharing to staff and partners.

    B.      Monitoring and evaluation (--- % of time)

    • Track progress against monitoring work plans;
    • Coordinate the field level community participatory monitoring and evaluation, reflective practice and impact measurement;
    • Ensues the on time execution of projects major monitoring and evaluation events including but not limited to baseline survey, mid-term evaluation, final evaluation, data quality audit and field supervision;
    • Provide technical assistance to staff and partner organization on information management system, proper data collection and record keeping;
    • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives;
    • Update M&E plan timely and provide feedback to program staff on status and quality of implementation.
    • Assist with monthly and/or quarterly performance indicator analysis, including generation of reports as well as presentations for staff related to on-going performance;
    • Conduct regular data verification exercises to ensure reporting and collection of quality data;
    • Verify entered data for completeness, correctness, and consistency and follow up on any data quality issues;
    • Document findings from data quality audits and store in project files to ensure collective and sustainable access;
    • Actively participate in and contribute to M&E team activities, system assessments, development and implementation of new systems and/or tools aimed at strengthening overall M&E practices at IRC Nigeria;
    • Closely work with staff to ensure they follow correct procedures and criteria during beneficiary registration;
    • Take part in the recruitment of enumerators and survey consultants;
    • Provide M&E inputs for reports written during project implementation;
    • Periodically leads reflective practice forums at field office/ project level and compile lessons from project implementation processes.

    C.      Information management and reporting (---% of time)

    • Establish and maintain project information management system;
    • Submit data set to update country office wide program database on monthly basis;
    • Compile regular project monitoring report, including lessons learned, prepared by different projects and application of evaluation recommendations;
    • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
    • Compile quarter, biannual and annual tabular and narrative reports (as required by project stakeholders) on projects’ accomplishments by cost and alert the management for special deviations form the plan.

    D.     Capacity building and supervision (---% of time)

    • Assist local partners in designing monitoring and reporting tools and establishing database management systems.
    • Organize orientation for front line staff, partners’ staff and volunteers on the monitoring tools and train them how to use data for decision making;
    • Let the front line staff and volunteers understand IRC’s program principles and the bigger picture, in general;
    • Coach, mentor and supervise Assistant M&E Officer/s,
    • Assist her/his subordinate/s in completing performance management activities including: performance planning, monitoring, and annual performance appraisals;

    E.      Perform other duties assigned by the supervisor (----% of time)

    • Perform other task related assignment proposed by his/her supervisor/s

    Work Experience: At least two year experience working in monitoring and evaluation preferred

    • Experience in conducting assessment;
    • Good verbal communication skills in local languages and working knowledge of English;

    Women Protection and Empowerment Senior Case Management Officer

    WPE program implement prevention and response activities to address gender-based violence.

    Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities as a whole. 

    The IRC Women Protection and Empowerment  Program is a multi-sectoral prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

    The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Adamawa, Borno and Yobe, North-Eastern Nigeria in a timely manner. 

    SCOPE OF WORK

    The WPE Senior Case Management officer will be providing technical support to the entire Nigerian Country program Case Management team and ensure qualitative case management services are in place for survivors to access. Staff will closely work with case management officers to make sure that cases are properly documented and closed using the case management guideline. The Senior Case Management Officer will have regular meetings with case management officers in the various field offices for monthly debriefing sessions and provide regular support as may be needed.  The Senior Case Management Officer will utilize reports from the GBVIMS Incident Recorder to analyze case trends in order to provide information during program design workshops. The Senior Officer will take the lead in planning and conducting all capacity building sessions with the response team.

    Responsibilities 

    • Take the lead in all capacity building processes for the response team
    • Provide rotational regular supervision to case management officers and make sure that staff correctly monitor and support case management assistants technically and otherwise
    • Ensure case management officers work with assistants to adhere to all the case management guidelines , and ensure documentation steps, action plans are done in a survivor centered manner   
    • Follow-up with case management officers to correctly enter data into the GBVIMS primero platform, and flag off errors where needed.
    • Ensure case management officers compile and share GBVIMS monthly data for reporting to the DGO focal lead.
    • Attend and GBVIMS, MHPSS and all Case conferencing and other external meetings as may be required.
    • Take the lead on conducting case conferencing sessions across all field sites.
    • Regularly interphase with the M & E officer to conduct data cleaning on response activities.
    • Conduct regular meetings with case management team for self-care and provide support supervision visits.
    • Manage Database of documented cases: to include statistics, and all other relevant information.
    • Use the GBVIMS/Primero+ Incident Recorder to analyze cases documented for weekly, monthly and quarterly reporting.   
    • Actively develop and maintain effective working relationships with case management actors in the field,  
    • Including government actors, UN agencies, NGOs, and other relevant actors.
    • Provide weekly/monthly reports to the Program Coordinator and Managers.
    • Any other duties as assigned by the GBV Program Coordinator/Managers.

    Qualifications

    • Must have attained at least University degree in Sociology from a recognized Institution.
    • Must have experience working directly with GBV survivors and documenting cases of GBV for at least 2 years
    • Must be Computer literate in MS-Word and MS-Excel
    • Should be able to provide mentorship to staff being supervised
    • Ability to maintain confidentiality and respect for clients at all times is essential.
    • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.
    • Must be  able to read, write and understand English, fluent in Hausa, and or other community
    • language.
    • Must possess interest and commitment to human rights, gender equality and gender issues.
    • Must be a builder and team player.
