Details:

 SUMMARY:  This position has the responsibility for the procurement of goods and services following Company policies, procedures and applicable state and federal regulations. Duties include planning, scheduling, initiating, monitoring and quality assurance of all procurement and contract activities.  Work requires independent and professional judgment and is performed under the general direction of the General Manager, Operations.

ESSSENTIAL DUTIES AND RESPONSIBLITIES include the following (Other duties may be assigned).

• Manages the day-to-day operations of the procurement process.
•  Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities such as selecting, mentoring, coaching, supervising, motivating and training procurement staff.
• Sets work objectives, directs, supervises and reviews staff and staff assignments.
•  Provides high-level technical/administrative guidance on work requirements and methods.
•  Manages and reviews documents for the procurement of all supplies, equipment and services for the Authority and ensures compliance the Procurement Policy and Procedures Manual, as well as applicable federal and state laws.
•  Establishes bid standards and prepares procurement documents to publicly solicit bids and contracts for the purchase and /or lease of materials and services.
• Identifies suppliers that satisfy Company's contracting and purchasing requirements. Maintains positive vendor relations.
• Manages the preparation of solicitation documents and offers.
•  Conducts (or Manages the process for) the evaluations of proposals, offers and and bids in accordance with internal policy and external local, state and federal regulations while selecting the best supplier in accordance with solicitation requirements.
• Assures suppliers deliver materials and services in accordance with standards of price, time, quantity and quality agreed upon.
•  Assures all invoices are audited for compliance with contract terms and supervises contract closeout.
•  Responsible for ensuring records are maintained and procurements are documented from origination through completion.
• Manage all supplier contracts and assist to administer best pricing strategies for all purchase materials and suppliers and analyze all new issue of materials and recommend strategies to improve quality and manage inventory levels for all products.

• Alongside the Procurement Manager, design and implement all material plans and ensure compliance to all purchasing policies and manage all communication for all engineering activities and assist to buy all supplies and equipment and maintain quality for same.
• In conjunction with the Procurement Manager, evaluate all quotes and coordinate with vendors to provide required component bids and analyze all vendor performance to improve all purchasing process.
• Develop and maintain professional relationships with all suppliers and prepare reports and provide support to all managers to plan and execute all purchasing processes
• Administer everyday activities of all purchasing staff and monitor all purchasing activities and design various cost-effective methods according to demands.
• In conjunction with the Procurement Manager, evaluate and maintain all reports for inventory re order and coordinate with internal departments for same and maintain an efficient purchase order system and manager all communication with internal customers and recommend improvements to all service levels and ensure accuracy.
• Alongside the Procurement Manager, design and implement various purchasing strategies and procurement policies and participate in all supplier reduction programs in coordination with global supply chain team and determine appropriate programs for all purchase requirements and assist to reduce supply chain cost.
• Alongside the Procurement Manager Oversee all programs and assist to purchase all materials and non-capital equipment and participate in various purchasing processes and prepare appropriate budget and implement all optimal contract negotiation.
• Alongside the Procurement Manager Analyze all existing procedures for purchasing agents and approve all non-capital requisitions and evaluate all competitive bids and requests for proposals and prepare all competitive agreements and design al system and procedures to minimize cost for all customers.

Details:

Job Summary:      Serves as HVAC Supervisor and will be responsible for all installation, maintenance, and repair of heating, ventilation, and air conditioning units and associated air handling, chilled water distribution, and environmental control systems.  Plans individual jobs and long-term work operations, develops a preventive maintenance program, and controls the quality of repair work.  Responsibilities also include designing smaller air-conditioning systems, designing modifications to existing systems, reviewing plans and specifications for contracted work, and reviewing the work of outside contractors. 
Will also be expected to resolve most problems exercising discretionary judgement and analysis even in the most complex situations. 

Performance Responsibilities:

• Receives oral or written work requests and sets priorities
• Assigns personnel to jobs
• Reviews all work orders before and after completion
• Maintains budget, records and files, and prepares reports 
• Supervises major overhaul or installation of environmental control systems to assure that work is carried out according to plans and specifications
• Conducts a quality check of work in progress or upon completion to assure acceptability
• Oversees repair and replacement of faulty thermostats, wiring and controls, and compressors
• Reviews the work of contractors for adherence to plans and specifications and for quality assurance
• Informs staff in the proper use of tools, and proper work procedures
• Keeps records of work orders, inventory and expenditures
• Estimates and orders needed equipment and supplies
• Determines the appropriate HVAC equipment
• Designs air flow control systems
• Designs modifications to existing systems to achieve efficient operation
• Reviews plans and specifications for new construction to determine compatibility with existing equipment or acceptability of design
• Coordinates work with other trades as needed

QUALIFICATIONS

Details:

Main tasks:

• Checking daily at the beginning of the working hours and periodically the working conditions in the Cleanroom: - the monitored parameters of the HVAC installation: temperature, humidity, pressure; - water resistivity in the ultrapure water installation; - pressure in the nitrogen, gas and compressed air distribution system;
• Notifying in due time any malfunctions of the HVAC installation on the outside of the building;
• Checking the proper operation of the equipment and making the adjustments necessary for operating under the best parameters communicated by the manufacturer;
• Performing cleaning and maintenance operations;
• Performing cleaning, maintenance and repair operations on the pressurized gas distribution systems;
• Collecting, organizing and assessing information, making up and completing the necessary documentation;
• Immediately notifying the persons in charge with the equipment and the users about any problem with the ventilation, cooling, pressurized gas, water, power supply systems, etc.
• Finding the source of the problem and acting so as to remedy the situation in the shortest time possible;
• In case of malfunctions on the equipment, identifying the problem, requesting support from the manufacturer and carrying on correspondence with it, communicating the symptoms, performing the operations and taking the measures indicated;
• Discussing with the Cleanroom users about the necessary operations and consumables;
• Drawing up together the technological flow for preparation;
• Drawing up the procurement list for consumables and other materials, making the purchases and drawing up the account settlement documents;
• Acting proactively to identify possible ways to improve working conditions;
• Verifying that users meet the working conditions in the Cleanroom;
• Periodically checking the integrity of Cleanroom suits and taking measures to repair or replace them;
• Assuming responsibility for the cleaning made in the Cleanroom according to the standards.

Competencies and experience:

• Bachelor’s Degree in Mechanical Engineering or related field;
• Minimum of 10years cognate Experience in complex HVAC system maintenance (e.g. manufacturing areas for   electronic component manufacturing with strictly controlled environment, temperature, humidity, complex office buildings, retail trade buildings such as malls, multifunctional hotels, sports and leisure centers having also indoor pools ETC);
• Experience in maintaining heat carrier production systems for civil or industrial use in a system of heat pumps and geothermal networks;
• Experience in maintaining cleanrooms is an advantage;
• Experience in designing or executing complex HVAC systems is an advantage;
• Professional certificate of competency in HVAC system is mandatory.
