    Building Capacity of Empowerment Learning Centers (Elcs)

    PURPOSE OF ASSIGNMENT

    MEDA acknowledges that effective management and focused leadership is vital in addressing organizational and community challenges. Leadership is built on solid management skills and therefore the Nigeria WAYs seeks to enhance the strengths of the ELCs leadership.   

    Nigeria WAY is seeking for competent Local organization resident in Bauchi that will facilitate  workshop to build the capacity of the ELCs on Resource Mobilization, support develop Sustainability Strategy & Resource mobilization plans, train ELCs on  Proposal writing and Support develop 5 Year Strategic Plan for all the ELCs.  Local organization is expected to go round the 7 LGAs for this purpose and conduct capacity building workshop on proposal writing, development of the Resource mobilization plan, sustainability strategy and 5-year strategic plans and expect to deliver the copies of the plans to MEDA as evidence. The organization will establish lasting relationship that will continue to mentor/coach the ELCs to aspire and grow beyond MEDA support.  

    Objective of the consultancy 

    The objective of the Expression of Interest is to recruit a local organization with experience in local context that will travel around the 7 Bauchi state LGAs (Bauchi, Dass, Toro, Ganjuwa, Warji, Katagum and Jama’are LGAs) where MEDA has worked to facilitate workshops on resource mobilization and to assist the ELCs to develop Resource Mobilization plans, and 5 Year Strategic plans.

    Scope of the assignment

    This assignment involves building the capacity of 7 ELCs (10 people per ELC) on resource mobilization and proposal writing. Also, the capacity of the ELC members to develop Resource mobilization plans, sustainability plans, and a 5-year strategic plans per each LGA ELC will be strengthened.

     To this end the following tasks are envisioned:

    • To conduct a capacity building workshop on Resource mobilization and proposal writing for 10 ELC members in 7 LGAs
    • To support 7 ELCs to develop Resource Mobilization plan and train them on how to use it effectively.
    • To support 7 ELCs to develop Sustainability plan and train them how to use it.
    • To support 7 ELCs to develop 5 Year Strategic Plan and train them on how to operationalize the plan.
    • Continuing mentorship/support to the 7 ELCs for implementation.
    • The assignment covers the period from June 5th - 27th June 2023 and it is expected to have approximately 17 days level of effort.

    Expected outcomes.

    • ELCs acquire resource mobilization skills, develop and implement plans that will generate resources to manage and sustain themselves beyond MEDA.
    • ELCs to have 5-year Strategic plans to operationalize.
    • Build relationship for continuous mentorship, coaching and support for the ELCs beyond MEDA.

    Deliverables

    The following deliverables are expected for this contract:

    • Inception report with a workplan, an itinerary and the tools for the conduct of the assignment
    • Final report on capacity building training of ELCs not more than 10 pages (with photos and attendance lists). 
    • For each ELC (per 7 LGAs) soft copy of a Resource mobilization plan, a sustainability plans and a 5-year strategic plans (one from each ELC)

    Expertise Required

    Local Organization must have:

    • Experience in facilitation using adult participatory learning methods.
    • Experience Facilitating Resource Mobilization/Advocacy/Sustainability workshops.
    • Specialize in developing Resource Mobilization plans for local organizations.
    • Specialize in developing sustainability plans for local organizations.
    • Ability to mentor/coach local organizations
    • Understanding of gender issues.
    • Good report writing skills.
    • Knowledge of the local context.
    • Knowledge of Hausa is preferred.

    Reporting

    • Local organizations selected are expected to collaborate with the Gender Coordinator at MEDA and the ELC members in 7 MEDA LGAs. 
    • Proposed period and duration of consultancy:

    The assignment will run for period of 17 days from May 8th to 30th 2023.

    Implementing Inclusive Leadership Empowerment Action For Development (Ilead) Methodology

    Objective of the consultancy 

    Nigeria WAY is recruiting competent and experienced Consultants that will facilitate the Inclusive Leadership Empowerment Action for Development (iLEAD) methodology drawn from the Gender Action Learning System (GALS) method for training of ELC Leadership.  The proposed capacity building training aims to provide the essentials necessary for supporting and sustaining leadership qualities and management performances of ELC leadership. It will support participants find a balance between achieving results and developing their teams as the key to successful management.

    EOI Objective

    The objective of the Expression of Interest is to recruit Consultants to support the capacity building of the ELCs in 7 LGAs to  strengthening  and implement Inclusive Leadership Empowerment Action for Development  (iLEAD) methodology.  The iLEAD methodology is drawn from the Gender Action Learning System (GALS) method. 

    The objective of the training is to enable ELCs to support organizational growth, and development of her leaders so that they can perform their role effectively and efficiently. The training is critical for the sustainability of the ELCs, and other interventions supported by MEDA. It will also help ELCs to build on the principles of transformative leadership and distributed/participative/collaborative leadership.

    Scope of the assignment

    This assignment entails supporting and sustaining ELC leadership qualities and management performances. It will support participants to find a balance between achieving results and developing their teams as the key to successful management.

    To this end the following tasks are envisioned:

    • Training using phased iLEAD phased method of 10 ELCs leaders in 7 LGAs
    • Support ELCs to develop strategic plan through training taking into consideration gender mainstreaming.
    • Build awareness on good governance and leadership structure. 
    • Introduce good governance principles (inclusion, accountability, efficiency, transparency, anti-corruption, and rule of law).
    • Reflect on the key components of a robust good governance with a focus on participation, equity, and inclusiveness.
    • Seek women’s and youth’s full participation, increase their leadership skills, and enhance their participation in informal and formal decision-making processes.
    • Expected outcomes.
    • Leadership vision and strategies for ELCs
    • Establish trusting relationships across ELCs members.
    • Improved right leadership skills and mindsets.
    • Commitment to governance principles including diversity & Inclusion.  

    Deliverables

    The following deliverables are expected during and at the end of the activities:

    • Inception report with the training schedule for 7 LGA ELCs (10 people each), materials for iLEAD training and development of toolkit for iLEAD training
    • 70 ELC leaders trained in the phased iLEAD method.
    • 7 LGA level ELC vision, Mission statements, Objectives and Co-values for ELC development
    • Expertise Required

    The Consultants must have:

    • Experience in facilitation using adult participatory learning methods.
    • Experience in using GALS methods with at least 5 years in the implementation of GALS methodology/approach in the agricultural sector.
    • Experience in Training of Trainers methods and adult learning.
    • A degree in a related field.
    • Understanding of gender issues.
    • Good report writing skills.
    • Knowledge of the local context.
    • Knowledge of Hausa is preferred.

    Reporting

    • The Consultants are expected to collaborate with the Gender Coordinator at MEDA and the local organizations.  
    • Proposed period and duration of consultancy:
    • The assignment will run for period of 20 days from May 2nd - May 29th, 2023.

    Facilitator-2 Day Optimization Workshop For Empwerment Learning Centers (Elc) Officials

    NIGERIA WAY PROJECT 

    With funding from the Government of Canada through Global Affairs Canada, the Youth Entrepreneurship and Women's Empowerment in Northern Nigeria project (Nigeria WAY) was designed with an ultimate outcome to Increase contribution by entrepreneurs (ENs) and small-scale businesses (SSBs), particularly those run by women and youth, to Nigeria's economic growth.  Efforts its year six of project implementation, the project focused on establishment of  Empowerment  Learning Centers (ELCs) across the seven LGAs comprised of 10 people able leaders to serve as the working committee to oversee the affairs of the ELCs.  The function of the ELCs requires ELCs leadership as well as members to have a corresponding capacity to govern effectively, expanding operation and participation.

    To improve efficiency and boost capacity of the ELC leaders in a two-day workshop is scheduled  for the ELCs to optimize them for effective performance so to sustain MEDA interventions and activities beyond the life of the project.

    OBJECTIVE OF THE CONSULTANCY  

    The objective of the Expression of Interest is to recruit a Consulting Firm that will facilitate 2-day Optimalization workshop to support the capacity building of the ELC leadership in 7 LGAs to take ownership of the ELCs and its impact.

    SCOPE OF THE ASSIGNMENT 

    MEDA acknowledges that effective management and focused leadership is vital in addressing organizational and community challenges. Leadership is built on solid management skills and therefore the Nigeria WAYs seeks to enhance the existing organizational strengths of the ELCs through good leadership and governance principles (participation, accountability, transparency, efficiency, and dynamism) to make sound responsive decisions on behalf of their team and the entire people of the communities.  It is on this basis that MEDA is organizing a 2 Optimization workshop for 3 ELC leaders from each of the 7 LGAs to transform their mindsets of the ELC leaders to take ownership of the ELC capacity, to improve their organization skills so that they are focused and strategic. This 2-day optimization workshop aims to build ownership of the ELC by ELC Leaders to enable the sustainability of their actions after MEDA’s close out.  

    Specifically, the retreat is expected to:

    • Provide ELCs with keys to stay focused, think strategically and work optimally.
    • To support ELCs have a deep individual and collective reflection on the Nigeria WAY project activities and impact that needs to be sustained.
    • Improve conflict sensitivity, compassion, and commitment to teamwork and enhance mutual trust and support within the ELCs.

    Expected Activities

    • The following tasks are expected during and at the end of the activities: 
    • Assess the ELC team’s working dynamics through interviews with MEDA staff and key management team members.
    • Lead the design and develop the agenda and delivery methodology of the teambuilding workshop for 21 ELC leaders, in consultation with the MEDA’s management team.
    • Facilitate the workshop, including developing activities and exercises aimed at strengthening and encouraging ownership of the ELC structures, efficient and effective communication, team building, knowledge, and information sharing. 
    • Write a 10-page workshop report that includes the results of the assessment of working dynamics, identified strengths and weaknesses in communication and collaboration within the team and recommend how to build on strengths and address weaknesses.

    Deliverables 

    • Inception report which includes a detailed workplan/method to achieve the objectives of the Optimization Workshop
    • Final 10-page report on Optimization meeting with Annexes

    Expertise Required 

    The Firm / Consultant must have: 

    • At least 10 years of current and relevant work experience, with a focus on facilitating meetings or workshops for international development organizations.
    • Demonstrated expertise in designing and implementing a wide range of interactive methods to strengthen teams and improve communication in the workplace.
    • Cultural sensitivity and experience moderating meetings of culturally diverse groups.
    • Fluency in English and Hausa.
    • Effective communication skills and report writing.
    • Experience working on or knowledge of agricultural market systems, women and gender development issues are added asset.

    Reporting 

    • The Consultants are expected to collaborate with the Gender Coordinator at MEDA and the local organizations.
