    State Monitoring and Evaluation Officer / Data Manager

    Job Brief

    • The State M&E Officer / Data Manager will report directly to the State Lead ensuring that COVID-19 and RI vaccination data are readily available and analyzed in an aggregated way to aid decision-making at the state level and meet project objectives.

    Responsibilities

    • Design and implement a comprehensive monitoring and evaluation system operational at the state level
    • Develop a comprehensive reporting framework with provisions for rigorous impact assessment
    • Develop or adapt data collection instruments and tools for state COVID-19 vaccination and RI activities
    • Aggregate and analyze project data weekly, monthly, and at the end of the project indicating the number of persons/children vaccinated with COVID-19 and RI vaccines
    • Develop and manage dashboards to track daily output by vaccination teams as per allocated targets
    • Disseminate analysis and data reports to relevant stakeholders at the state level on a weekly basis
    • Support and guide staff on how to use ODK mobile application and troubleshoot the mobile application or their mobile device errors
    • Regular supervision visits to mass vaccination points and sites for mobile outreaches for data validation
    • Design training sessions and development on training materials for Recorders on the use of the ODK/Kobo Collect
    • Provides technical direction for documentation of all COVID-19 vaccines and adverse events from immunization (AEFI) notification using NPHCDA templates and national guidelines
    • Must be resident in either Taraba, Bayelsa, Ondo, Rivers & Lagos

    Qualifications

    • Bachelor's Degree (First or second-class upper) from a recognized university in a relevant field such as public health, statistics, economics, etc.
    • At least two years of experience managing large data sets
    • Excellent use of Microsoft suites such as Outlook, Excel, PowerPoint, and other visual analytical software such as PowerBi, Tableau
    • Demonstrated experience in implementing vaccine data management and other health interventions
    • Ability to use national-level data such as DHIS 2, EMID, etc.
    • Excellent English writing skills, communication skills, and report writing skills.

    State Lead

    Job Brief

    • The State Lead will oversee the RI and Covid-19 vaccination activities in the state under the supervision of the national coordinator.
    • S/he will supervise and monitor the engaged COVID-19 & RI vaccination team operating at the state as well as ensure collaboration with relevant stakeholders at the state level.

    Responsibilities

    • Provides the overall leadership, strategic guidance, vision, and management to the state team for successful implementation
    • Develop monthly project implementation reports
    • Responsible for meeting all client obligations, including quality report writing
    • Overall guidance and administrative management of the program at the state level
    • Supervises project staff and vaccination teams in the state
    • Responsible for meeting agreement obligations, producing deliverables and targets, and achieving project results as specified on the SoW
    • Oversee project planning, provides technical direction and support, and ensure implementation, with a focus on results, and financial accountability for all project activities
    • Communicates with state-level stakeholders regularly on project updates and progress made
    • Must be resident in either Taraba, Bayelsa, Ondo, Rivers & Lagos

    Qualifications

    • Bachelor's Degree (First or second-class upper) from a recognized university with at least 5 years of professional experience in the health or development sector
    • Master's in public health, health financing, health economics, health policy, and management, or related fields will be an advantage
    • Must have demonstrable competency in leading teams and providing excellent management and supervisory services
    • Experience in immunization and COVID-19 vaccination programs is an advantage
    • Strong English report writing skills and presentation skills
    • Experience managing capacity-building projects or other similar projects.
    • Experience working on an Africa CDC-funded project/sub-project is highly desirable
