    Supply Chain Assistant

    KEY AREAS OF ACCOUNTABILITY:

    Transport & Fleet:

    • Managing and tracking all vehicles on the fleet, including movement planning and day-to-day allocation 
    • Manage, maintain, and repair vehicles in safe and efficient working order.
    • Ensure that vehicles are checked daily, and that regular service and maintenance are carried out as per the agreed schedule.
    • Ensure vehicles have current and lawful documentation.
    • Manage service agreements related to vehicle maintenance and fueling. Monitor fuel consumption and submit monthly reports.
    • Receive travel requests and maintain trip schedules and Staff Movement Board.
    • Coordinate with incoming and outgoing travelers on pick-up and drop-off times ensuring drivers are briefed on movement plans.
    • Ensures SCI travel SOP is adhered to at all times.

    Asset & Facility Management:

    • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals.
    • Oversee the issuance and return of assets to/from staff.
    • Ensure good condition of assets and maintain asset condition reports.

    Procurement and Supply:

    • Oversee procurement requirements of the Field Office; implement procurement as per approved guidelines, procedures, and forms (Purchase Requests, Purchase Orders, Goods Received Notes, etc.)
    • Check the availability and prices of requested items in the local market; liaise with the country office if procurement must be conducted there.
    • Prepare a weekly summary of all outstanding purchase requisitions, showing the current status of the items and the date on which, they are expected to be supplied to the projects.
    • Prepare monthly summary reports on the procurement and logistics support functions, identifying problems in operations and solutions proposed.
    • Monitor procurement and logistics support costs in liaison with the Field Accountant to ensure that expenditures remain within approved budgets.

     Administration & Reports:

    • Maintain all logistics and procurement files in an organized, accurate and up to date manner.
    • Line manages, coordinates, monitors, and guides the work of the drivers, and supply chain assistant.
    • Produce weekly procurement tracker and send it to program manager and country office.
    • Produce logistics and procurement site report, vehicle and generator cost performance report.
    • Update Asset Register and send to country office every month.
    • Update the vehicle cost schedule and produce regular vehicle performance and cost reports and send to the country office once per month.
    • Comply with all relevant Save the Children policies and procedures concerning child protection, code of conduct, fraud, health and safety, equal opportunities and other relevant policies.
    • Work in close collaboration with the finance and administration departments to ensure effective operations and strong team spirit.
    • Carry out any other tasks required by the line manager.

    Safeguarding:

    • Ensures all suppliers and service providers understand SCI safeguarding policies before they are engaged.
    • Ensures SCI safeguarding policies are upheld at all times by the service providers.

    Roving Health and Nutrition Coordinator Nigeria

    SCOPE OF ROLE: 

    The Emergency Health and Nutrition coordinator is part of Save the Children Nigeria’s Roving Rapid Response Team responsible for the coordination and supervision of health and nutrition preparedness and emergency response in Nigeria. The candidate ensures project’s implementation, monitoring, and evaluation of approved plans and budget to effectively contribute to the achievement of projects’ result and Save the Children strategic goals to address anticipated causes of disease outbreak and provide lifesaving response during an outbreak. His/her management of this emergency response will ensure quality implementation in accordance with Save the Children’s policies and practices, Vision, Mission, and values.

    KEY AREAS OF ACCOUNTABILITY: 

    This post focuses on emergency/humanitarian programming and not limited to any project. The position holder will be expected to contribute to SCI’s dual mandate and support as needed.

    Program Management:

    • Responsible for coordination of HF- emergency health and Nutrition response in Nigeria.
    • Collaborate with Sector leads, Health and Nutrition TAs and Early Warning Systems Manager in monitoring the SC- EWS and other National platforms for risk monitoring, timely identification of triggers and deployment of early actions. 
    • Prepare predefine interventions to mitigate the impact of a forecasted hazard and/or increasing risk profile.
    • Facilitate the mapping and development of context-based Health and Nutrition Preparedness plan. 
    • Provide support to ensure smooth and timely start-up and implementation of project activities as per the approved project plans and budget.
    • Coordination and engagement with the ministry of health, WHO and other relevant partners to mobilize and harmonize resources, and collective monitoring of trends for timely response. 
    • Support the resource management and prepositioning of health and Nutrition emergency stock and facilitate immediate distribution of the relief kits during emergency. 
    • Lead the project quality implementation, including development of financial and operational planning and implementation in line with the anticipatory actions.
    • Facilitate activation of Risk Communication and Community Engagement, disease case management and surveillance mechanism and establishment of referrals cases to identified treatment/isolation centers.
    • Initiate and facilitate linkages, coordination and integration with other similar partners or related programs/projects for coordinator response. 
    • Serve as focal point for regular liaison and communication with projects internal and external stakeholders.
    • Conducts regular field visits and review meetings and manage all Save the Children resources (equipment, supplies, HR) committed to HF health and nutrition response.

    Budget Management and Donor Compliance:

    • Prepare monthly work plan based on approved Detailed Implementation Plan (DIPs)
    • Manage budgets jointly with Rapid Response Manager, Deputy Director Programme Operations, including phasing of budgets as per work plans, monthly review of budget versus actual expenditure reports, identification of gaps in financial management and required actions to address them
    • Ensure the project has clear plans (Procurement, Work plan, Recruitment plan, BVA and Phased Budgets)
    • Ensure effective and efficient utilization of projects budget and other resources for intended purpose including assigning resources to partners and follow up on budget utilization and project expenditure as needed.
    • Work with other internal stakeholders to ensure appropriate staff and partner training and capacity on compliance with donor and organization regulations.
    • Awards efficiently monitor and track burn rates, reporting and financial compliance issues to proactively identify and address any problems.

    Representation and communication:

    • Represent SCI nutrition and participate in internal coordination and share up-to-date information within the sector.
    • Documents findings and recommendations of field visits for follow-up actions; shares as appropriate.
    • Actively participates in the development and submission of program reports, ensuring completeness, accuracy and timeliness.
    • Documents lessons learned in specific technical areas.

    Policy Analysis, Policy Engagement and Advocacy for Policy Change:

    • Contribute to health and nutrition learning and research that supports the sector advocacy objectives and lead the implementation research necessary for evidence-based advocacy.
    • Represent the organization at all relevant technical external task forces, working groups, seminars or other meetings as approved by the sector head and use these meetings to negotiate strategic, project and advocacy positions.
    • Develop good relations with other NGOs, development and UN agencies working in the sector and where possible forge alliances to influence key actors around advocacy objectives.
    • Ensure that the voices of children guide advocacy and policy change objectives and related activities.
    • Compile, Analyze and interpret nutrition response data and provide regular updates to government and NGO coordination bodies as requested, and use the information to justify decisions on further resource allocation.
    • Participates in identifying, coordinating, and implementing operational research studies to pilot and scale-up effective direct interventions in coordination.  

    Programme Quality and Effectiveness:

    • Ensure that project officers are meeting both internal and donor technical standards and requirements. This includes oversight of implementation quality, reviewing, editing and signing-off reports to ensure they are of an acceptable technical and presentational quality.
    • Participate in field-based project monitoring and review meetings.
    • Liaise with Programme Operations staff to identify technical support needs of projects and staff, and jointly agree on specific and time bound support needs of projects and staff in relevant technical areas.
    • Provide technical training to ensure that the project staff have the necessary skills to technically implement the project.
    • Assist project staff in the use of emergency health and nutrition and cross-cutting tools and guidelines to ensure the quality of work. These include, among others, child participation, child right programming and mainstreaming of gender, diversity, and HIV/AIDS.
    • Prepare work plans, in consultation with Field manager and Nutrition technical team and ensure that implementation is up to date.
    • Undertake regular field visits to project sites to ensure technical quality and timeliness of ongoing work.

    Documentation and Reporting:

    • Provide accurate, complete, and up-to-date information required for effective strategic and tactical planning in the Nigerian Response.
    • Work with the health/nutrition and MEAL team to ensure quality data is produced, collated, compiled, and shared.
    • Prepare regular/mandated program/project reports for management to keep them informed of program progress.
    • Build the capacities of the ERT team to produce quality reports.

    Program Finance, Logistics and Administration:

    • Assist in staff recruitment and training, conduct performance monitoring in collaboration with HR, and ensure that standards and protocols are adhered to.
    • Timely submit the procurement requests for all projects
    • Review and manage program budgets and ensure that there is regular alignment of the budget regarding expenditures.
    • Coordinate very closely with logistics in order to ensure that there is no break in nutrition program supplies.
    • Organize and follow-up on all other procurements needed for the projects.

    Qualification and Experience:

    • Recommended a minimum of 3 years management experience in a humanitarian and development environment, including significant field operations experience running emergency programs.
    • Bachelor’s degree in public health, Nursing, Medicine, or related field. MPH would be added advantage. 
    • Experience of emergency program cycle management and well known the intervention area.
    • Significant knowledge of humanitarian and development systems, institutions and donors and best practices in emergency management
    • Substantial experience and knowledge of effective budget monitoring 
    • Ability to analyze information, evaluate options and to think and plan strategically.
    • Excellent interpersonal communication and presentation skills
    • Fluency in written and spoken English and at least one major Nigerian Language

    WASH Officer

    ROLE PURPOSE AND DESCRIPTION:

    Save the Children International (SCI) is a leading independent international organization creating lasting change for children in need around the world. SCI works in over 120 countries globally, including Nigeria, helping children to survive, learn, and be protected. We are working with the government to improve children’s education, health, nutrition, protection and economic opportunities, and in times of acute crisis, mobilizing rapid life-saving assistance to help the children to recover from the effects of war, conflict and natural disasters.

    Save the Children International Nigeria has been selected as Grant Agent for the GPE Accelerated funding to implement Refugee Education intervention over an 18-month period across states of Adamawa, Akwa-Ibom, Benue, Cross-River and Taraba. As Grant Agent, we are strengthening collaboration with the government at Federal and States/LGA level and SC’s localization strategy recognizing your relevance in the development of a joint refugee/host community education programme to be implemented across the five refugees hosting states. 

    The WASH Officer will:

    • Strategically lead and support implementation of WASH component of project including construction/rehabilitations of water and sanitation facilities in collaboration with Education and WASH stakeholders at state/LGA levels.
    • Take the lead on integration of hygiene promotion into  Education programming
    • Ensure increased access to high quality, effective and sustainable WASH facilities to improve hygiene practices among students, increase access to safe water and sanitation facilities for refugee and host community children attending school.
    • Engage community and school based local structures like School Based Management Committees (SBMCs) to deliver and support the implementation of some activities such as establishment of health clubs, distribution of dignity kits to students, distribution of WASH curriculum to schools, and behaviour change communication on WASH. 
    • Support Monitoring and evaluation of WASH activities

    KEY AREAS OF ACCOUNTABILITY:

    • Carry out field visits to assess sites at the respective facilities and in conjunction with the SCI Education team towards determining the needs and requirement for action and implementation.
    • Work with the supply chain and Finance and Grants Compliance Team to identify and contract vendors to ensure the planned activities are in accordance with the specified designs and standard.
    • Prepare weekly plans and schedule of work for all construction/rehabilitation sites, while ensuring compliance in meeting and reaching deadlines and targets.
    • Work with and support the vendors to ensure all materials and equipment are in stock and any necessary orders are placed for all actions to be carried.
    • Provide interpretation to designs of work and work according to specifications. 
    • Establish a site book at each location and make report on progress registered in the site book while ensuring signing in with remarks.
    • Must adhere strictly to standards and ensure quality of materials used by the contractors falls within the utmost standard.
    • Carry out regular supportive supervision visits on hygiene promotion in selected schools and refugee settlements
    • Build the capacity of partners and SCI staffs on hygiene promotion
    • Ensure that community mobilization approaches on the project fully integrate hygiene promotion concepts
    • Engage community leaders and other key stakeholders at LGA level on hygiene promotion
    • Liaise with SUBEB, RUWASSA and the LGA WASH departments on WASH programming and ensure that all activities are done with their active participation and support 
    • Provide support on WASH to other SCI programs and initiatives when required
    • Ensure that WASH is integrated into trainings carried out on Education and other SCI projects 
    • Carry out advocacy visits to key stakeholders at both state, LGA and community levels
    • Support periodic evaluation studies to evaluate the impact of the WASH component
    • Contribute technical expertise to donor proposals for any future projects
    • Prepare a monthly plan of field activities and share with relevant staff
    • Develop and implement tools for monitoring of WASH activities in collaboration with the M&E team
    • Timely collection and analysis of data for the monitoring of the activities 
    •  Identify the problems in the implementation process and propose solutions
    •  Evaluate regularly the impact of the activities and propose changes for improvement
    •  Prepare activities’ reports and other ad hoc reports according to agreed timelines and as required

    Safeguarding

    • Ensure that project delivery complies to the highest safeguarding standards in line with Save the Children’s policy 
    • Work with the project safeguarding officer to ensure that all WASH activities, construction sites and WASH facilities have a safeguarding risk assessment and mitigation measures in place 
    • Ensure safe programming in the planning, implementation, monitoring, training of teachers and construction/rehabilitation of learning centres.
    • Adhere to the Do no Harm principles across the entire steps within the Programme Management Cycle.

    QUALIFICATION, EXPERIENCE AND SKILLS

    Essential

    • First degree in Civil Engineering, Geology, Geography or other WASH-related fields from a recognized/accredited Tertiary Institution in Nigeria
    • At least two years’ post-graduation experience
    • Advanced degree will be an added advantage
    • Previous experience with other local and international NGOs 
    • Experience in WASH in School and in community based programmes 
    • Training and experience on borehole and VIP latrine construction/rehabilitation
    • Community mobilization and advocacy experience 
    • Computer literacy (MS Word, MS Excel, MS PowerPoint)
    • Fluency in English and Hausa, spoken and written
    • Ability to work in partnership with government and other NGO staff 
    • Good interpersonal skills 
    • Ability to work within a team setting
