    Director of Programmes

    Job Ref.: DOP2025

    Overview of the Functions of the Post

    • The Director of Programmes is responsible for providing strategic leadership, oversight, and direction for the organization’s programmatic activities. 
    • This role ensures that PPFN’s programs align with its mission, goals, and donor requirements, while effectively addressing reproductive health, family planning, and related development issues.

    Key Functions

    • Advise on programme policies, strategies, guidelines and networking with government, other SRH  stakeholders  and  donors  to  ensure  effective  provision  and  promotion  of  integrated sexual, reproductive health and rights services.
    • Lead the development and implementation of PPFN’s programmatic strategies in line with organizational objectives.
    • Identify priority areas for intervention and develop high-impact programs.
    • Ensure timely and quality implementation of projects in collaboration with field offices and partners
    • Ensure programs align with national policies, donor priorities, and international best practices
    • Coordinates and provides appropriate guidance on programme development activities for PPFN in line with IPPFAR/IPPF Strategic Framework as well as other donor guidelines
    • Oversees the articulation of programme activity inputs from the regions into the Business Plan and statutory reports
    • Organizes and coordinates technical assistance missions and takes responsibility for the implementation of recommendations from these missions.
    • Identifies the training needs of programme staff and recommends appropriate training required to improve skills and performance standards.
    • Collaborates with other departments in the development of operational materials/procedures, manuals and guidelines in service delivery, advocacy and programme marketing and ensures that the regions receive and utilize same appropriately.
    • Participates in, and coordinates the development of Business Plan  and other work plans required by IPPF and donors and monitors the implementation of all approved plans and programmes.
    • Responsible for the collation, analysis and preparation of reports on programme implementation and performance as well as the final production and presentation of periodic programme reports including half-yearly and annual reports.
    • Evaluates changes in the programme environment, reviews existing programme strategies and advice on best approaches to programme promotion, service provision and management to strengthen PPFN’s programmes in line with IPPF strategic direction.
    • Participates in external meetings, conferences, seminars and workshops and internal departmental staff and senior management team meetings.
    • Provides regular programme briefing for NEC, National Council and Management through the Executive Director
    • Evaluates and appraises staff under his/her direct supervision and ensures that same is done for all staff of the programme department.

    Requirements

    • Master level Degree in Public Health, Social Sciences or equivalent
    • Minimum of 10 years’ relevant work experience including five years’ managerial position in an NGO (preferably in SRH)
    • Excellent contextual, analytical, writing and oral communication skills
    • Team building and leadership skills, qualities/experience
    • Familiarity with key national and international implementing, support and donor organizations in SRH
    • Strong computer literacy skills including presentations
    • Sensitive and caring but firm and decisive in managing both junior and senior-level staff

    Manager, Resource Mobilization

    Job Summary

    • The Manager, Resource Mobilization is responsible for revising and implementing strategies to secure financial and non-financial resources to support the organization’s programs and sustainability. 
    • The role involves donor engagement, fundraising, grant proposal development, partnership building, and financial accountability.

    Key Functions

    • Revise and implement a resource mobilization strategy to secure funds from diverse sources (including within).
    • Research and identify new funding opportunities from bilateral/multilateral donors, foundations, corporations, and government agencies.
    • Lead the preparation of high-quality funding proposals, grant applications, and concept notes.
    • Build and maintain strong relationships with donors, partners, and stakeholders.
    • Organize and participate in donor meetings, networking events, and fundraising campaigns.
    • Oversee the implementation of grant-funded projects to ensure alignment with donor expectations.
    • Maintain strategic partnerships with government agencies, private sector actors, and other NGOs
    • Explore innovative funding models such as social enterprises, crowdfunding, and blended financing.
    • Work with the communications team to develop marketing materials, impact stories, and donor engagement content.
    • Prepare reports and presentations to showcase the impact of funding and attract new partners.

    Requirements

    • Master’s degree in a relevant field (e.g., International Development, Business Administration, Public Relations, Social Sciences, or related field).
    • Minimum of 7 years’ relevant work experience in resource mobilization, fundraising, grant writing, or business development in an NGO or development sector.
    • Proven experience in developing and managing donor-funded projects.
    • Demonstrated success in securing grants from bilateral/multilateral donors (e.g., UN agencies, USAID, EU, World Bank, etc.).

    Manager, Finance

    Job Summary

    • The Finance Manger is responsible for overseeing the financial management, planning, and reporting functions of the organization. 
    • This role ensures financial sustainability, compliance with regulations, and efficient allocation of resources to support the organization’s strategic objectives.

    Key Functions

    • Coordinate finance functions at the NHQ and the regions to achieve the mission of the organization.
    • Review and analyse relevant financial data and make recommendations for ensuring that PPFN maintains up-to-date financial policies, standards and systems that comply with Government laws and regulations, IPPF and donor requirements.
    • Provide sound financial advice to the Head of Department, guidance and oversight and support to the regional offices.
    • Producing draft annual accounts for review (to be audited by external auditors)
    •  Assist with provision of technical assistance and support to other departments and the regions in financial activities as well as other partners of PPFN
    • Provide support and input in the preparation of the Electronic Integrated Management System (eIMS), Three-year, WP/B and other partner project-funded work plans.
    • Advise and or recommend setting up of systems and mechanisms for effective communication and information flow within the Headquarters, between Headquarters and the regions on one hand and between PPFN and implementing partners
    • Participate in the preparation/writing of the various organisation’s and department’s reports – quarter, half-year, annual, Income/Expenditure, Balance Sheet and other reports.
    • Ensuring the timely and accurate writing of subordinate’s staff performance appraisal reports
    • Monitor developments within the national and immediate economic environment to provide quality advice
    • Provide correct interpretation and implementation of financial management procedures for core and collaborative projects
    • Set up a modern and transparent financial management system
    • Review and approve all journal adjustments prior to posting into the accounting packages
    • Review and approve bank reconciliation statements, supervise and review posting into accounting packages
    • Ensure regular physical inventory of stock items
    • Coding of payment vouchers to capture goals and activities in line with the BPB.
    • Review and authorise all payment vouchers
    • Undertake periodic assessment/evaluation of the implementation of all budgets and provide appropriate advice 

    Requirements

    • Candidates should possess a B.Sc. or HND in Accounting.
    • Chartered Accountant.
    • Masters’ Degree is desirable and of great advantage.
    • Seven (7) years’ work experience especially in an NGO with not less than 3 years in managerial position.
    • Strong knowledge of: general ledger, banking, job cost accounting, accounts payable, accounts receivable, fixed assets, and nonprofit taxes and registrations.
    • Proficient usage of accounting packages.
    • Proven sound numeric ability, analytical mind and nose for details.
    • Good oral and written communication skills
    • Positive towards issues of development in general and reproductive health in particular
    • Working experience in NGO especially those involved in SRH

    Clinic Officer

    Job Summary

    • The Clinic Officer play a crucial role in delivering reproductive health and family planning services. 
    • They ensure high-quality, client-centered healthcare while promoting sexual and reproductive health rights (SRHR) in line with PPFN’s mission and national health policies.

    Key Functions

    • Offer family planning counseling and services, including contraceptive methods and reproductive health education.
    • Conduct medical examinations, screenings, and routine health check-ups.
    • Provide maternal and child health services, including antenatal and postnatal care.
    • Diagnose and manage minor reproductive health-related ailments and refer cases as necessary
    • Educate clients on family planning options, safe sex practices, and sexually transmitted infections (STIs), including HIV/AIDS prevention.
    • Provide pre- and post-test counseling for HIV/AIDS and other STIs.
    • Support adolescent and youth-friendly services, ensuring confidentiality and accessibility.
    • Administer contraceptive implants, intrauterine devices (IUDs), and other medical procedures in line with best practices.
    • Ensure proper sterilization of medical instruments and adherence to infection prevention and control protocols.
    • Maintain a hygienic and safe clinical environment for staff and clients.
    • Maintain accurate medical records and ensure proper documentation of client visits and treatments.
    • Conduct follow-ups with clients to ensure adherence to treatment plans and contraceptive use.
    • Address client concerns and provide appropriate medical advice
    • Participate in community health outreach programs to raise awareness about reproductive health services.
    • Support mobile clinic activities and outreach interventions in underserved areas.
    • Adhere to medical ethics, client confidentiality, and professional conduct guidelines.

    Requirements

    • Candidates should possess a B.Sc. in Nursing or Registered Nurse / Midwife
    • Certificate in Family Planning.
    • Five (5) years of relevant work experience in SRH&R/FP provision.
    • Excellent contextual, analytical, writing and oral communication skills.
    • Team leadership and team playing qualities/experience.
    • Familiarity with the WHO eligibility criteria for contraceptives use.
    • Computer literacy skill (a key requirement for use in Clinic Information Management System).
