    Specialist, Governance

    Job Description

    Key Responsibilities: Support the Senior Governance manager in the execution of the following:

    Due Diligence and Vendor Management:

    Due Diligence:

    • Ensure due diligence of potential suppliers and vendors to assess their reliability and adherence to legal and ethical standards.

    Vendor Performance Metrics:

    • Ensure and audit the vendor performance management process.
    • Ensure scheduled meetings for Key Performance Indicator (KPI) and Service Level Agreement (SLA) review are conducted.
    • Ensure the application of penalties or rewards as necessary based on performance metrics.

    Financial Stewardship:

    Financial Reporting and Calculations:

    • Ensure the accuracy and the compilation and analysis of intricate financial reports related to procurement activities.
    • Ensure accurate financial calculations, including cost analyses, budget variances, and financial forecasting.

    Contractual Affairs:

    Contract Creation:

    • Ensure contractual documents are in place timeously as required and that comply with legal requirements and organizational policies.
    • Ensure that the contracts:

    Governance Framework:

    • Formulate, implement, and monitor a robust governance framework in alignment with internal standards and external regulations for all procurement / supply chain policies and SOP’s

    Policy and Procedure Development:

    • Lead the creation, monitoring, and enforcement of procurement policies and procedures to ensure compliance across all procurement activities.

    Regulatory Compliance:

    • Ensure full alignment of procurement activities with federal, state, and organizational laws and regulations, including CIPS guidelines and SOX.

    Custodian of Governance:

    • Serve as the ultimate point of accountability for all governance-related matters.
    • Maintain an up to date RFx (Request for Proposal/Quotation/Information) register.

    Compliance and Auditing:

    • Will be responsible for all Audit and Forensic interactions, providing all supporting evidence as and when required.

    Tender timeline management

    • Ensure and is responsible that tenders are executed as per agreed SLA’s with the internal business. Identifying, escalating, and removing obstacles as they are identified.

    SOP Adherence:

    • Ensure that all procurement processes strictly adhere to the Procurement Standard Operating Procedures (SOPs)

    Auditing:

    • Oversee and conduct continuous auditing of the procurement team's work to ensure alignment with SOPs.

    Vendor Documentation:

    • Ensure that all diligence documents and vendor base documents are complete and in compliance.

    Engagement Oversight:

    • Oversee all engagements with external vendors for tender processes, ensuring correctness and adherence to procedures.
    • SOP Development:
    • Contribute to the creation of new SOPs and facilitate digital innovation in procurement processes.
    • Any other requirement the Associate director may have.

    Qualifications

    • The ideal candidate should have a background as a forensic auditor, auditor, or chartered accountant.
    • Experience in procurement, compliance, and governance roles.
    • Knowledge of legal and regulatory requirements related to procurement.
    • Exceptional attention to detail and auditing skills.
    • 5 years’ relevant experience

    Senior Specialist, Direct Category Management

    Job Description

    • Support the Senior Manager, Direct Category Management in identifying sourcing needs and provide inputs in developing the category’s sourcing strategies to ensure sustainable development.
    • Utilize lean manufacturing techniques in executing procurement of assigned products/ commodities within relevant departmental operating guidelines. Adjust lean parameters to ensure proper order quantities and delivery schedule.
    • Ensure that purchasing of works, services and materials is done at the best quality and delivered on time at a competitive price.
    • Award work to suppliers in accordance with the registered suppliers process and sourcing event criteria.
    • Solicit and evaluate supplier quotes to obtain the most desirable suppliers based on quality, timely delivery, and overall costs.
    • Analyze RFx using well-balanced dimensions and make appropriate recommendations to the Senior Manager, Direct Category Management and/ or Associate Director, Strategic Sourcing.
    • Lead negotiations with suppliers by considering total cost of ownership for direct category procurement.
    • Keep informed of economic, industrial and other trends that affect markets, prices and delivery conditions. Apply industry knowledge and market intelligence to ensure sourcing outcomes are competitive and value-adding to the business.
    • Deliver quality and cost savings through strategic procurement activities.
    • Analyze market and delivery conditions to determine present and future material availability and prepare analysis reports.
    • Review and monitor requisitions, purchase orders, supply sources, quotations and terms.
    • Provide overall assistance to own and other functions in matters pertaining to purchasing performance, records, accuracy of transactions, pricing projections, etc.
    • Maintain key purchasing data on the company’s system – e.g. lead time, minimum order, order multiple, safety stock, vendors, etc - to ensure accurate planning of requirements.
    • Work within approved supplier list and make suggestions for adding a supplier if needed. Maintain strategic relationships with top suppliers across all spend categories.
    • Manage and control the company’s suppliers. Identify poor performing suppliers and develop improvement plans. Monitor results and adjust plans. Research new suppliers and implement in accordance with master data supplier registration process.
    • Regularly review open POs for lateness and address any potential issues.
    • Provide early warning of potential lateness and work with shipments expeditor to resolve such issues before they affect supply requirements or customer on-time delivery.
    • Manage ongoing communications with suppliers. Act as liaison between vendors and user departments when necessary.
    • Liaise with Procurement Business Partners to ensure requirements including SLAs are refined and implementable in formal contracts.
    • Interpret and implement key compliance requirements relevant to all procurement categories.
    • Continuously improve systems and processes to drive improved customer performance at reduced cost, e.g. through revisions to purchasing strategies, collaboration with suppliers, improvements to forecast, or other targeted opportunities.
    • Perform other tasks and duties as assigned by the Senior Manager, Direct Category Management.

    Qualifications

    • Bachelor’s degree in Supply Chain Management, Business, Engineering or related field in combination with relevant procurement certification, e.g. APICS CSCP (Certified Supply Chain Professional), CPSM (Certified Professional in Supply Management), etc. 
    • +10 years’ experience of purchasing/ sourcing in a technical/ operations environment, covering products and goods sourcing; planning, procurement, scheduling, and material/ goods & services control.
    • Demonstrable experience in working with complex sourcing projects and influencing/ engaging cross-functional teams.
    • Good command of Excel and ability to understand and integrate ERP systems.
    • Extensive knowledge of bill of material structures and routing functionality.

    Senior Manager, Supplier Relationship Management

    Job Description

    • Perform supplier approval/qualification prior to selection as new supplier.
    • Perform Quality Surveillance Responsible for nominated supplier(s) ensuring supplier reviews are in line with Business processes.
    • Perform industrial qualification of new products, on time on quality in line with their commodity strategy and business development.
    • Perform Supplier Control Review (SCR) with planned surveillance/monitoring activities available and loaded in ERP required to assure qualified status of existing suppliers in compliance with IHS Supplier Code of Conduct.
    • Responsible for data integrity validation by managing and updating Supplier Master Data for nominated suppliers in each category
    • Lead or participate in on-site audits or remote audits (as applicable) of new and existing suppliers using applicable standards to support IHS Supplier Audit and Assessment.
    • Generate metrics to provide visibility of audits due, planned audit dates, audits complete, audit reports process timelines and overdue audits.
    • Verify supplier’s compliance with IHS and Telecommunications Authorities requirements.
    • Responsible for the level of delivery (D1) & quality (R1) performance for contracted commodity supplier ensuring achievement of annual Supply Chain targets.
    • Responsible for ensuring that the Commodity Supply Chain has sufficient capacity to meet all existing and future IHS Business/Program needs.
    • Responsible for Risk Management within his scope ensuring that appropriate mitigation and action plans are in place at suppliers.
    • Perform risk assessments and provide inputs to the development of recovery plans and corrective and preventative actions related to supplier claims, disputes, etc.
    • Propose, monitor, and execute supplier remediation actions and mitigation plans when risks or non-compliance events are identified.
    • Manage and Conduct regular reviews on supplier's progress, appropriate and timely escalating timely of any non-performance.
    • Develop supplier assessments, score cards and other analytics to enable the effective management of supplier performance.
    • Initiate and drive problem-solving with suppliers regarding non-compliant materials or defects and ensure that suppliers have sufficient failure analysis facilities and resources.
    • Identify solutions to complex problems with a focus on continuous improvement practices to drive Corrective Action and Preventive Action.
    • Contribute to the development of Commodity strategy.
    • Contribute to Commodity Supply Chain & Quality related Cost reduction projects to support commodity annual targets.
    • Verify commodity adherence to Business Process and Methods. and compliance with Business and appropriate Telecommunications Authorities requirements.
    • Conduct regular reviews with internal customers representatives to ascertain the level of customer satisfaction. Analyze these findings and devise ways to maintain or improve their satisfaction level.
    • Develop collaboration with Suppliers and internally between different functions and COEs, by implementing new ways of working.
    • Escalate risks/issues with legal implications arising from the contracting process to the relevant Legal and Compliance teams
    • Perform other tasks and duties as assigned by the Associate Director, Supplier Management.

    Qualifications

    • Bachelor’s Degree in Petrochemical, Mechanical, Electrical Electronics, Telecoms related field or Non-Technical Degree with relevant Supply Chain or Quality work experience.
    • Professional certifications, e.g., Member of the Chartered Institute of Procurement and Supply (MCIPS), Certified Supply Chain Professional certification (CSCP), Supplier Quality Professional (CSQP), ISO9001 Certified Auditor will be an asset.
    • Knowledge of lean management (Six Sigma Green or Black Belt) is desirable.
    • +10 years’ related supplier quality management experience, analyzing and solving quality problems and being involved in quality improvement projects is preferred.
    • Knowledge of relevant Electronics & Telecoms industry standards e.g., ISO9001, TL9000, TIA-942, TIA-322 etc. and National   Communications Commission (NCC) regulations, would be advantageous.
    • Ability to work within the supply chain to identify and drive root cause and corrective action utilizing quantitative, qualitative analytical capabilities to communicate and influence others in a concise, data driven manner.
