    Assistant Technical Officer, Monitoring & Evaluation

    Basic Function:

    The Assistant Technical Officer-M&E will assist in monitoring and evaluating program activities at the assigned field site. Primary responsibilities include collecting information on project activities in each sector for proper documentation and reporting of activities.

    Duties and responsibilities:

    • Ensure correct implementation and use of monitoring and evaluation tools, and adherence to complete and timely reporting.
    • Timely entry of monitoring data into reporting tools/data collection systems and working with program teams and STO-MEL to resolve data quality issues observed.
    • Bring to the knowledge of the STO-MEL issues that need to be solved such as inconsistencies or missing data by the originators of the source data.
    • Support M&E activities to ensure that all monitoring activities are being performed according to schedule/M&E calendar.
    • Collect program routine monitoring data and follow-up with the program team on data collection and reporting and assist in the preparation of monthly reports.
    • Support in conducting routine Data Quality Assessments (DQAs) and supporting data review meetings with program teams.
    • Share all information (data summary reports, CFM databases, etc.) with the support Project Coordinator and STO-MEL.
    • Assist in conducting routine monitoring visits to sites, including the conduct of data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
    • Ensure compliance with SoPs for management of M&E assets (e.g. tablets), making sure all gadgets requested are appropriately documented and accounted for.
    • Document feedback and complaints and ensure the Complaints and Feedback database is well maintained and up to date.
    • Share CFM issues monthly with program teams and ensure that the agreed action plans are followed in timely manner and that the feedback loop is closed.
    • Ensure complaints and feedback are handled appropriately and in a timely manner, and where needed, referred to the appropriate teams for action and resolution.
    • Support in the preparation of learning and review events such as Program Review Meetings and share M&E and CFM performance.
    • Perform other duties as assigned by supervisor.

    Knowledge, Skills & Attributes:

    • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.
    • Sensitivity to cultural differences and understanding of the social, political, and ethical issues related to the communities.
    • Ability to work well with others and to develop and maintain compatibility among project staff and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • High degree of proficiency in written and spoken English & Hausa languages. Understanding of Kanuri language is a plus,
    • Well-developed computer skills.

    Qualifications and Requirements:

    • BSc / BA in Statistics, Public health, Development studies, Monitoring and Evaluation or in relevant degree with at least 1-3 years’ relevant experience in Monitoring and Evaluation or data management.
    • Familiarity with Nigerian public health sector systems and NGOs and CBOs is highly desirable.
    • A sound understanding of humanitarian assistance programming is desirable.

    Assistant Technical Officer-WASH

    Basic Function:

    The ATO WASH will provide technical and programmatic support in one of the three field sites. Under the supervision of the Field Coordinator, the ATO WASH will supervise contracts to provide upgrades to water systems, latrines, showers, and water points. Other responsibilities will include conducting water quality testing for all water points rehabilitated under the program and working with Community Volunteers and latrine users to develop cleaning and maintenance schedules for latrines.

    Duties and responsibilities:

    • Ensuring appropriate design, construction, and implementation of WASH construction activities according to technical standards, as well as proper maintenance and use of WASH equipment.
    • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
    • Implementing the FHI 360 WASH project by planning, integrating, and managing the project cycle and creating timely internal and external reports.
    • Representing FHI 360 externally in both the Humanitarian Community and with Government/LGAs officials as well as developing strong links with WASH and NGO actors. Actively participate in WASH meetings and other Government/UN forums at LGA level.
    • Assist in the coordination and supervision of all the WASH construction (water points and latrines) activities in the IDP camps and community in the LGAs.
    • Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
    • Liaise with Water Technician at the LGA level to conduct monthly/Quarterly water quality surveillance/testing programme.
    • In collaboration with Environmental Health Officer, monitor WASH NFIs supply chain and stock levels in collaboration with warehouse/stores and logistics.
    • Work along with team to ensure reliant water supply for all purposes throughout the IDP camps in the LGA.
    • Ensure appropriate and safe collection, transport, treatment, and disposal of all liquid and solid wastes in the IDP camps.
    • Compile weekly, monthly, quarterly plans and reports on general Water, Sanitation and Hygiene Promotion project works in the project implementation area for strategic interventions.
    • This is not an exhaustive list of the duties and responsibilities of this post, and the post-holder may, from time to time, be required to undertake any other reasonable duties and responsibilities as requested.

    Knowledge, Skills & Attributes:

    • Knowledge of WASH and humanitarian programming in emergency situations.  
    • WASH technical expertise especially regarding engineering latrines, showers and water points.   
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
    • Proficiency in office and designing software skills (AutoCAD, Outlook, Excel, Power Point, Word)
    • High degree of proficiency in written and spoken English & Hausa communication.

    Qualifications and Requirements:

    • HND/BSc in Civil Engineering/Architecture with 1 to 3 years’ relevant experience in WASH with a sound understanding of hygiene in humanitarian relief settings. Possession of an or post graduate degree in a WASH/Engineering is required. Familiarity with Humanitarian NGOs.

    Assistant Technical Officer, Nutrition

    Basic Function:

    Position is responsible for treatment of severe acute malnutrition (SAM) with and without complications, provide nutrition rehabilitation among admitted SAM cases and prevent further deterioration through provision of therapeutic feeds, routine, and specialized medicines. The incumbent will engage in and will work with other team members in the delivery of optimal infant and young child feeding in emergency.

    He/She will oversee health and nutrition counseling, capacity building of CMAM and IYCF assistants.

    Duties and responsibilities:

    • Lead community outreach activities, mid upper arm circumference screening/Active case finding for malnutrition in children under-5.
    • Provision of OTP services in target communities and Internally Displaced Persons camp. Conduct defaulter tracing, follow-up visits and deliver key messages at the OTP site.
    • Oversee timely identification of complications, non-responder, and two-way referrals to the stabilization center (SC) based on set criteria.
    • Develop Community Management of Acute Malnutrition (CMAM) workplan, produce trend of malnutrition based on admission, carry-out mortality audit at the OTP.
    • Support M & E unit during assessments, focus group discussion including preparation and submission of timely reports.
    • Ensure appropriate documentation of services and continuously monitor OTP performance and output indicators.
    • Support effective management of SAM children with complications at the Stabilization Centre
    • Ensure correct clinical diagnosis, comprehensive health checks and appropriate treatment according to protocols of the patients while in the program.
    • Ensure all criteria are respected and understood, including admission, discharge, and transfer to and from the OTP/Stabilization Center (SC).
    • Carry-out daily ward-round and develop 24-hour call-duty roster for CMAM-SC assistant.
    • Take weekly and monthly physical inventory of all nutrition supplies ensuring stock levels are accounted for, ensure adequate availability of all medical and food supplies, and ensure stock is pre-positioned as planned by discussing with logistics.
    • Oversee preparation of safe therapeutic milk and food for admitted SAM children and caregivers respectively.
    • Work closely with CMAM Assistant’s at SC to ensure all protocols are understood and agreed and appropriate referrals take place to and from the Out-patient therapeutic program (OTP).
    • Ensure comprehensive health checks, checking Vitals, frequent medicines and feed administration and treatment according to the protocols.
    • Report on progress and any problems in a timely manner
    • Update patients forms and file including the critical care pathway (CCP) card, OTP follow up cards among to ensure completion, accuracy, coherence and to track patient progress.
    • Provide key health and education messages to beneficiaries base the protocol and guidelines.
    • Compile the statistical data (admission, default, cured, absent, death) and draft a report on activities.
    • Lead and coordinate the facilitation of community IYCF support group activities.
    • Identify training needs and build technical capacity of IYCF Assistants, support group promoters, community nutrition mobilizers, and Lead persons.
    • Direct skilled IYCF support services including Growth Promotion and Monitoring at IYCF corners/spaces and other contact points. 
    • Organize and participate in food demonstration sessions periodically.
    • Conduct regular focus group discussions with beneficiaries to assess barriers to optimal IYCF uptake.
    • Support the development of IYCF multimedia messages including radio jingles.
    • Ensure Gender mainstreaming in nutrition, and integration of other sectors.
    • Support the development of case studies and success stories from program implementation.
    • Engage in community dialogue, sensitize stakeholders/community on IYCF-E activities and specific humanitarian programs implemented by FHI 360.
    • Other duties as assigned.

    Qualifications and Requirements:

    • B.Sc. in Nursing and other similar degrees with 1-3 years post NYSC relevant experience
    • MBBS with 1year experience.
    • Additional public health certificate or other closely related field certificates from a government - recognized institution is an added advantage.
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
    • Experience working with a humanitarian organization is desirable.

    Project Coordinator

    Basic Functions:

    The Project Coordinator will be responsible for providing oversight, coordination, monitoring and reporting of the refugee response project activities. S/he will manage field site staff.

    Essential Job Functions:

    • Support in project start-up and ongoing project management and administration of activities including beneficiary/community identification, refugees screening site mapping, planning, and implementing of all sector activities, working with partners, and facilitating monitoring.
    • Budget holder for the project
    • Work with supporting departments both in the field and Maiduguri
    • Ensure the current humanitarian project for IDPs implemented by FHI 360 is leveraged on for seamless collaboration and fluid referrals and access to services.
    • Map all health facilities and other resources for identification of and access to such services for IDPs.
    • Support health facilities with improved skills for service delivery to IDPs and host communities
    • Provide technical assistance to teams on effective service delivery.
    • Institute system for continuous quality improvement of delivery of quality health care services in supported facilities
    • Contribute to all field work, including working collaboratively with other FHI 360 staff in Borno state in the implementation of all planned interventions including identification of existing and establishing referral networks, monitoring, procurement, logistic and supporting IDPs throughout the intervention period.
    • Coordinating with community leaders and other stakeholders and other field-based tasks as assigned.
    • Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the other program staff.
    • Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
    • Conduct monitoring and data collection as directed by the Response Coordinator, assisting with specific surveys or assessments as needed.
    • Contribute to providing the RC with up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders.
    • Conduct himself/herself both professionally and personally in such a manner as to bring credit to FHI 360 and to not jeopardize its humanitarian mission in the area of operation.
    • Capacity building to local government staff and community volunteers to build a sustainability framework for continuation of services.
    • Work with Security department to ensure all security protocols are adhered with in keeping staff and assets safe.
    • Other duties as assigned.

    Qualifications and Requirements:

    • MBBS/MD or similar degree with 3-5 years’ relevant experience with international development programs which includes 2-4 years’ experience with Health program planning and implementation at the community or state level, administration and compliance of a field-based international development or humanitarian program; general program management experience required.
    • Or MS/MA in social science, public health or related field, MPH preferred, and a minimum of 5-7 years’ relevant experience with international development programs which includes 3-5 years’ experience with Health program planning and implementation at the community or state level working with public and NGO sectors. 
    • Or BS/BA in social science, public health, or related field, with a minimum of 7-9 years’ relevant experience with international development programs which includes at least 5 years’ experience with Health program planning and implementation at the community or state level working with public and NGO sectors.
    • Prior experience implementing any form of protection support is required, preferably in a camp setting.
    • Experience with providing health and non – health interventions strongly preferred.
    • Experience working with multiple stakeholders to identify IDPs according to criteria required.
    • Experience representing the organization and its interests to a diverse range of local and international government officials, local civil society organizations, other international organizations, the media, and the public.
    • Commitment to renewing and maintaining knowledge of best practices.
    • Demonstrated training and facilitation experience.
    • Ability to work under pressure.
    • Demonstrated strengths in analytical skills, monitoring and evaluation, and report writing.
    • Strong interpersonal, intercultural and communication skills
    • Excellent oral and written skills and computer skills
    • Fluency in English; fluency in Hausa and Kanuri is required.
