    CSCC Monitoring & Evaluation Officer (Osun)

    Job Description

    • Enrolling of positive clients on the EMR (NMRS)
    • Ensure the optimization and full functionality of all supported Data bases (DHIS, DPT and NDR)
    • Be able to interpret data and make meaningful suggestions and decisions from them.
    • Ensure availability of all required and reportable Data.
    • Triangulation of Enrolment Registers, ART Registers, Presumptive TB screening Register with Data on the EMR
    • Entering of Pharmacy Care Card updates of new and returning client on the EMR
    • Entering of Sample collection files of patients on EMR
    • Generating of Manifest.
    • Daily/weekly generation of line list and upload
    • Establish and strengthen mechanisms for routine tracking and assessment of KPI outcomes.

    Minimum Recruitment Standard

    • Bachelor’s Degree in Science, Social Science, Arts or humanities
    • Experience in M&E field
    • At least 4 years’ post NYSC experience in developing country health care programs or program support function 4 years of which must be within an international NGO or equivalent.
    • Minimum 4 years’ experience working on international health issues including HIV, with at least two years working on HIV/AIDS Prevention, Care and Treatment programs resource poor settings.
    • Extensive experience working with persons at increased risk of who are already on ART or are at substantial risk of HIV.
    • Ability to work independently with minimal supervision.
    • Knowledge of public health information, education, and communications methodology in an African development context.
    • Experience supervising and/or training others preferred
    • Demonstrated ability in maintaining close counterpart relationships, both governmental and in partner sites and communities
    • Strong interpersonal skills and ability to work cross-culturally with diverse teams
    • High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyse, develop and present work and to monitor and evaluate implementation of programs.

    ESM Clinician

    Job Description

    • Provide technical support at assigned facilities to implement high quality comprehensive HIV/AIDS programs such as TB/HIV, HTS& case finding, linkage Paediatrics & Adult ART, PMTCT, AHD, and other services including direct service provision to clients at facility level service delivery.
    • Oversee the implementation of integrated HIV, TB, NCD and other medical services at facility level.

    Technical Assistant - Monitoring & Evaluation

    Job Description

    • Will be engaged to support planning, review, and implementation of core M&E activities with the view of ensuring highest data quality for evidence-based decision making and program improvement across ACE – 5 supported facilities.
    • S/He will support coordination and oversight functions on strengthening health information systems through strategic information processes and innovations at the state level and across ECEWS supported facilities and in line with PEPFAR and USAID guidelines.
    • Provide support to sites in the state, including interacting with site Program Managers, M&E focal points, M&E officers of SACA/SASCP, other Implementing Agencies and local research groups on needs and ensuring that these parties understand and can support these requirements.
    • Also, s/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.

    State Director

    Job Description

    • The State Director is part of the senior management team for ECEWS, in a decentralized management structure and forms part of the strategic team that directs the operations of ECEWS on the ACE Project.
    • H/She is responsible for program planning, implementation, monitoring, and reporting of the interventions implemented by ECEWS on the ACE Project.
    • H/She provides technical and management leadership in HIV prevention, care and treatment, TB and Integrated Medical Services and develops technical strategies and oversees their design and implementation for ECEWS ACE Project, ensuring the appropriate application of theory and best practice to the design and implementation of public health interventions.
    • /She is accountable for the judicious use of all resources entrusted to ECEWS and its partners in the assigned state.
    • Oversee the development of strategies for the design and implementation of the ACE Project public health interventions, including HIV/AIDS interventions, linked with care and treatment activities. Others include TB, RH/FP, Malaria, Cervical cancer screening, etc
    • Ensure that appropriate technical strategies, policies and SOPs are developed and implemented in accordance with ECEWS, USAID, OGAC and Nigerian regulations
    • Participate in the development of and monitor work plans and budgets; ensure appropriate levels of technical assistance in program operations; coordinate partner efforts in program implementation; ensure appropriate program monitoring and accurate financial and programmatic reporting.
    • Work with the relevant departments to establish and execute a capacity development plan to provide assistance to the state office for effective program planning, implementation and monitoring.
    • Provide overall supervision for ECEWS state office staff and ensure compliance with technical, programmatic, contractual and financial requirements set by ECEWS and its donors.
    • Responsible for the overall management and coordination of ECEWS activities at the state office.
    • Serve as the point of contact of ECEWS with government officials and coordinate and collaborate with all public sector and NGO partners at the state.
    • With the assistance of the country office M&E staff, monitor all intervention strategies to ensure that they meet contractual, financial and programmatic goals.
    • Provide programmatic/technical assistance to all local ECEWS partners in the design, implementation, modification, monitoring and evaluation of project activities.
    • Provide technical assistance through the review and/or writing of protocols, papers, and reports to ensure accuracy and appropriateness.
    • Ensure that results from research and published best practices are incorporated into ECEWS interventions and contribute significantly to this literature.
    • Coordinate all capacity-building activities for ECEWS partners at the state level.
    • Review periodic reports (programmatic and financial) submitted by all collaborating partners at the state office level and forward the same to HQ.
    • Undertake regular monitoring of visits to project sites as necessary.
    • Ensure that all ECEWS assets and other resources are effectively managed.

    Minimum Recruitment Standard

    • MB.BS / MD / PHD or similar degree with 7-9 years professional public health experience, including at least five years specialized experience in HIV/AIDS care in developing country settings, plus at least four years management experience.

    Pharmacy & Supply Chain Assistant

    Job Description

    • Under the supervision of the Associate – PSM the incumbent will assist the development of ECEWS in-house capacity among the various departments, implementing agencies (IAs) and all tiers of government in all aspects of logistics and supply chain management of health commodities.
    • Will assist in providing technical support to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence-based data from the logistics management information system, to reduce stock-outs, lower costs and eliminate wastage in Ekiti State.
    • Will assist in ensuring continuous availability of health products for service provision, liaise with state LMCU in following up with distribution plans to ensure last mile distribution of commodities to supported facilities by 3PLs; flagging off every delivery anomaly, not limited to deliveries by proxy, delivery at odd times etc.
    • S/he assist to provide technical support and oversight in collaboration with Ekiti State LMCU to ensure completeness, accuracy and timeliness of LMIS reports submitted by facility focal persons, and State LMCU to prepare the Last Mile Distribution order and review same to ensure that prepared LMDs reflect LMIS reports submitted by supported health facilities in the State.

    Minimum Recruitment Standard

    • University Degree (MBBS), B. Pharm., B.Sc. in Public Health, B.Sc. in Supply Chain management with 1 – 3 years’ experience in Procurement and Supply Chain Management is required.
    • 1 – 2 years’ relevant experience in HIV prevention, treatment, and care programs.
    • Good knowledge of health commodities management for infectious diseases, especially HIV/AIDS and TB.
    • Good working knowledge of current National and WHO HIV/AIDS guidelines for prevention, treatment, care & support of adults and children.

    Technical Officer - Monitoring & Evaluation

    Job Description

    • The Monitoring & Evaluation Officer will be responsible for technical and strategic information leadership, collating data from the facility and working with others in the unit to ensure that the monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.
    • Will ensure that all indicators are reported and tracked as needed.
    • Will provide program support design of technical and data management to the ECEWS data management software for subsequent analysis; identify and follow up on missing data; undertake basic validation checks, and store and disseminate data and hardcopy files as appropriate.
    • Support USAID SI requirements, adherence to SI SOPs, and other capacity development needs identified in assessments and will be responsible for capacity building of supported facility technical and SI staff.
    • Work with other programs and stakeholders, and other partners to harmonize capacity development plans, ensure technical assistance delivery is aligned with priorities, and is non-duplicative.
    • Keep track of received data and USAID deliverables, including participation in stakeholder meetings.
    • Prepare and sort source documents and identify and interpret data to be entered while bringing to the knowledge and questions that need to be solved such as inconsistencies or missing data by the originators of the source data and mentor staff.
    • Assist in conducting routine reviews and checks of all data captured, conduct data quality assessments (DQAs) using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
    • Work with other ACE -5 M&E staff to ensure that the quality of program/project activities adhere to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality.
    • Work, report and document lessons learned and best practices in monitoring and evaluation, according to ECEWS and USAID guidelines.
    • Perform other duties as assigned by the supervisor.

    Minimum Recruitment Standard

    • Master's in relevant areas with BS/BA in MBBS, public health, statistics, pharmacy, microbiology, monitoring and evaluation or in a relevant degree.
    • 5- 10 years relevant experience in Monitoring and Evaluation or data management.
    • Good knowledge and understanding of PEPFAR/USG implementation rules will be an advantage.
    • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
    • Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.
    • Sensitivity to cultural differences and understanding of the social, political, and ethical issues surrounding HIV infections.
    • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
    • Ability to work remotely, manage tight deadlines and deliver high volumes of work with minimal supervision.
    • High degree of proficiency in written and spoken English communication.
    • Well-developed computer skills.
