    Associate, Field Monitoring, MLE South-West

    Job Purpose

    • The Associate, MLE, South West is a member of the Monitoring Learning and Evaluation Department and is responsible for supporting all Evidence Action's Monitoring and Evaluation activities under the Small Quantity Lipid-Based Nutrient Supplement (SQLNS) and Multiple Micronutrient Supplementation (MMS) project in FCT, Kaduna and Plateau State, Nigeria.
    • In line with the 2021 WHO recommendations, FMOH is coordinating implementation research on optimizing the uptake and adherence of MMS as a replacement for IFA supplementation in Nigeria. The results of these studies will be used for decision-making on MMS scale up in-country. Planning to ensure that sufficient volumes of quality UNIMMAP on MMS are manufactured locally. There is a need for integration and strengthening of government-partner coordination for MMS Research and Programming at National and Sub-national levels.
    • This is an exciting position that involves supporting the state with routine data management, monitoring data collection, training of data collection teams, management of stakeholder relationships and implementing quality assurance and quality control measures during data collection and management.

    Duties And Responsibilities
    Data Collection and Vendor Management

    • Support the sourcing for vendors to provide data collection service to Evidence Action in Nigeria in the assigned State/Zone
    • Oversee vendor data collection activities and verify deliverables and milestones for all components for payment
    • Verifying and validating data collected by data collection vendors and the state through data reviews, checks (e.g., data validation, infield supervision, and back checks), and field visits.
    • Oversee vendor recruitment activities in the zone and provide technical support and advice in line with Evidence Action's requirements.
    • Support the review of the Technical and Financial proposal submitted by IM firms during bids Evidence Action is an Equal Opportunity Employer
    • Facilitate the onboarding of IM firms after the signing of contracts for SQLNS and MMS activities.

    Coordinating between MLE, Program, Government and Partners

    • Represent MLE in program meetings with partners and government (in the supported states) where MLE presence is needed.
    • Support state program planning with M&E-related tasks and ensure data is correctly captured, collected, and documented and available for planning and implementation.
    • Lead and manage communication with MLE-related stakeholders, providing updates and briefs for activities requiring regular updates to program stakeholders.
    • Collaborate with the program team to fully understand program needs for data and translate that back to the necessary MLE delivery team/members for necessary action: support MLE component of program-related tasks
    • Support the program during extensive travel to selected sites for spot checks

    Training and Field Monitoring

    • Independently or in collaboration with the IM firm, lead the training of enumerators, data extractors, etc., on data collection protocols before data collection.
    • Support training of government officials on key MLE components or data collection tools, and data management during State, LGA, health facility, or community-level trainings
    • Support and supervise data collection teams during monitoring data collection and treatment data collection.
    • Ensure training materials, surveys, and training slides are up to date and consistent with the object of training.

    Data Collection and Reporting (IM data, Treatment data, Supportive Supervision Data)

    • Support (Sternly) Baseline data collection efforts (if applicable)
    • Setup and lead data review meetings at LGA and Ward levels
    • Support quarterly health facility visits and spot checks. Including data audits and desk reviews at selected sites.
    • Support in the development and contextualization of the data tools, review of existing tools, and incorporation of best practices into tool development.
    • Design and maintain KPI tracking tools to measure program progress and provide updates to the team.
    • Support data cleaning processes together with firms/teams prior to analysis.
    • Support state data reporting team to submit accurate and timely treatment data to partners and National after each treatment round
    • Support the data learning team to draft process monitoring and coverage validation reports after each deworming round
    • Support the IM firm to submit timely and accurate reports on field monitoring activities conducted to Evidence Action
    • Lead annual coverage surveys in the designated states.

    Other

    • Accurately and timely raise issues/suggestions/areas of concerns around process monitoring
    • Advise the program and MLE team on real-time security situations in the zone.
    • Clear with the security department before field trips.
    • Perform any other monitoring, evaluation, and learning duties as may be required and assigned, including supporting other team members or projects temporarily.

    Requirements
    Qualifications

    • Mathematics; a postgraduate degree will be an added advantage.
    • 4+ years of program M&E experience in Nigeria specifically related to public health programs.
    • Strong technical skills and capacity, with at least 2 years of practical experience managing and working directly with large teams for data collection;
    • Strong IT skills related to data collection and management using data collection platforms and software such as Spreadsheets Google Sheet, MS Excel, SPSS etc
    • Experience programming and using electronic data collection platforms, specifically Open Data Kit (Survey CTO).
    • Data management and reporting skills.

    Senior Associate, Field Monitoring, North West

    Job purpose

    • The Senior Associate, MLE, is a member of the Monitoring Learning and Evaluation Department and is responsible for supporting all Evidence Action’s Monitoring and Evaluation activities under the Small Quantity Lipid-Based Nutrient Supplement (SQLNS) and Multiple Micronutrient Supplementation (MMS) project in Kebbi and Sokoto, Nigeria.
    • The Nigerian government plans a national rollout of Small-Quantity Lipid-Based Nutrient Supplements (SQ-LNS), which is a new child nutrition supplement designed to prevent malnutrition. An initial order is aimed at covering an estimated 10-20% of Nigerian children aged 6-18 months in 2026. Children are expected to receive SQ-LNS for a duration of six months during the initial distribution. Evidence Action is providing technical assistance to support optimal allocation of these resources through geospatial modeling that identifies high-burden areas for prioritized distribution. In the absence of a targeted approach, SQ-LNS distribution with a blanket coverage strategy would result in resource allocation to lower-burden areas where marginal benefits are lower. 
    • In line with the 2021 WHO recommendations, FMOH is coordinating implementation research on optimizing the uptake and adherence of MMS as a replacement for IFA supplementation in Nigeria.     Duties and responsibilities

    Data Collection and IM/Research Firm management 

    • Support the sourcing of independent monitoring. Research firms to provide data collection service to Evidence Action during baseline, midline, and endline surveys in Kebbi and Sokoto States. 
    • Support the drafting of the scope of work with the rest of the  operation department during bidding process and RFQ 
    • Support the review of technical and financial proposals leading to the selection of suitable vendors for contracting.  
    • Support the development of Budget, timelines and deliverables for IM firms contracted to perform data collection on behalf of Evidence Action within the states 
    • Lead in verifying and validating data collected by data collection vendors and the state through data reviews, checks (e.g., data validation, infield supervision, and back checks), and field visits. 
    • Verify milestone achievements for timely payment of vendor during and after field collection 
    • Follow up with vendors to ensure timely report submission upon completion of milestones for progress updates 
    • Lead the development of a work plan for IM vendors and ensure timely updates to track program progress.  
    • Supervise the recruitment of independent monitors by IM firms in all states.
    • Ensure that all IM-related documents and reports are updated and saved on Box. 
    • Coordinate annual feedback review meeting with IM firms, share analysis of backchecks, infield supervision, etc.  

    Programs Support

    • Support state program planning with M&E-related tasks during stakeholder meetings, review meetings, supportive supervision and dissemination meetings,to ensure data is correctly captured, collected and documented.  
    • Coordinate with the zonal program teams to ensure the review program reports, ensuring that data informs program decisions  
    • Collaborate with the program team to fully understand program needs for data and translate that back to the necessary MLE delivery team/members for necessary action.  
    • Support the program during extensive travel to selected sites for spot checks 

    Training and Field Monitoring

    • Provide oversight for IM firms during the recruitment, training, and deployment of enumerators during field activities.  
    • Ensure all training materials are updated and aligned with the SQLNS/MMS survey protocol prior to training both states. 
    • Supervise the training of independent monitors by IM firms in Bauchi and Gombe,  States. 
    • Support the training of government officials on MLE strategies, data collection tools, and data management practices, including DQAs. 
    • Ensure regular update of the MLE feedback and accountability log on monthly basis for on-the-job learning 

    Data Reporting (IM data & Treatment data) 

    • Share timely quarterly reports with progress report on KPIs, with the program team at the states
    • Ensure timely and accrual data reporting Health facilities and other aggregate levels by conducting routine data checks 
    • Liaise with program data management and analysis teams to ensure timely data cleaning.

    Job purpose

    • The Senior Associate, MLE, is a member of the Monitoring Learning and Evaluation Department and is responsible for supporting all Evidence Action’s Monitoring and Evaluation activities under the Small Quantity Lipid-Based Nutrient Supplement (SQLNS) and Multiple Micronutrient Supplementation (MMS) project in Bauchi and Gombe, Nigeria.
    • The Nigerian government plans a national rollout of Small-Quantity Lipid-Based Nutrient Supplements (SQ-LNS), which is a new child nutrition supplement designed to prevent malnutrition. An initial order is aimed at covering an estimated 10-20% of Nigerian children aged 6-18 months in 2026.     • Support Evidence Actions Nigeria program expansion efforts in selected states.
    • Accurately and timely raise issues/suggestions/areas of concerns around process monitoring

    Requirements

    Qualifications 

    • Bachelor’s degree in a relevant field with strong Public Health, Biology, Microbiology, Nutrition, Monitoring and Evaluation, Health Economics, Statistics, or Mathematics;  
    • A master's degree will be of significant advantage. 
    • 6+ years of program M&E experience in Nigeria, specifically related to public health programs. 
    • Strong technical skills and capacity, with at least 4 years of practical experience managing and working directly with large teams for data collection; 
    • Strong IT skills related to data collection and management using data collection platforms and software such as Spreadsheets, Stata, R , Power BI, Google forms, Google Sheets, SPSS,  etc 
    • Experience programming and using electronic data collection platforms, specifically Open Data Kit (Survey CTO, Kobo Collect, Comcare, Redcap, and SurveyToGo). 
    • Data management and reporting skills: Data error checks using STATA, R or Excel 
    • Excellent team management, presentation, communication, and interpersonal skills.

    Nutrition Technical Advisor

    Job purpose

    • Small-quantity lipid-based nutrient supplements (SQ-LNS) are a WHO-recommended intervention to prevent malnutrition. Evidence shows that SQ-LNS prevents stunting and wasting and can reduce child mortality by 24%. Evidence Action is supporting the Nigerian government's rollout of SQ-LNS to children 6-18 months of age living in areas with elevated mortality and malnutrition.
    • Multiple Micronutrient Supplementation (MMS) MMS during pregnancy improves maternal and child health outcomes by addressing multiple micronutrient deficiencies. Compared to iron and folic acid supplementation (IFA), MMS reduces stillbirths by 9%, small for gestational age by 8%, and low birth weight by 12%. Evidence Action is supporting the Nigerian government's scale-up of MMS for pregnant women in FCT, Oyo, and Jigawa states, building on the successful piloting of the program in FCT and Oyo State.
    • The successful candidate will provide technical assistance for the roll-out of SQ-LNS at the central level and in nine high-burden states: Adamawa, Bauchi, Gombe, Jigawa, Kaduna, Kano, Kebbi, Plateau, and Sokoto. The successful candidate will also provide technical assistance to three states (FCT, Oyo, and Jigawa) for the scale-up of MMS.

    Duties and responsibilities

    •  Evidence Action is looking for a qualified individual, preferably an individual with a demonstrable track record of high-level nutrition program coordination, to serve as an advisor to the Federal and State Ministries of Health in Nigeria. This role involves providing technical assistance for the nationwide implementation of Small Quantity Lipid-based Nutrient Supplements (SQ-LNS) and MMS across all 36 states and the Federal Capital Territory. The Advisor will offer direct technical guidance to the government, support crucial planning, facilitate cross-ministerial coordination, and assist with decision-making related to the SQ-LNS and MMS rollout.

    Government Engagement & Partnership Management

    • Provide expert technical assistance to government stakeholders on Small Quantity Lipid-Based Nutrient Supplements (SQ-LNS) and MMS programming, with primary focus on securing national-level concurrence and facilitating adoption of the targeted distribution optimization tool for SQ-LNS, to enhance program efficiency and coverage.
    • Serve as primary technical liaison between Evidence Action and the government
    • Build and maintain strategic relationships with key government decision-makers at the federal and state levels to advance SQ-LNS and MMS policy integration

    Targeted Distribution Optimization Tool - Adoption & Implementation

    • Lead the presentation and advocacy efforts for the SQ-LNS targeted distribution optimization tool with national and state-level government stakeholders
    • Develop compelling evidence-based briefs, presentations, and documentation demonstrating the tool's impact on program efficiency and beneficiary coverage
    • Facilitate capacity-building workshops and training sessions for government staff on utilizing the optimization tool effectively
    • Support government teams in integrating the tool within existing health system workflows and data management platforms
    • Document lessons learned and success stories from tool implementation to support scale-up advocacy

    Technical Assistance & Capacity Building

    • Provide hands-on technical assistance to government nutrition and health teams on SQ-LNS program design, targeting, procurement, supply chain, and distribution
    • Support government capacity in monitoring SQ-LNS and MMS program quality, coverage, and adherence to protocols
    • Assist in troubleshooting implementation challenges and developing context-appropriate solutions
    • Mentor government focal persons to build sustainable in-house technical capacity for SQ-LNS programming

    Strategic Planning & Coordination

    • Participate in national and state-level nutrition coordination forums to position SQ-LNS and MMS within broader nutrition agendas
    • Support resource mobilization efforts by providing technical inputs for funding proposals and donor engagement

    Advocacy & Communication

    • Present SQ-LNS and MMS evidence and program results at government-led forums, technical meetings, and stakeholder convenings
    • Support government communications on SQ-LNS and MMS to communities, health workers, and development partners

    Key Performance Indicators

    • Achievement of state-level concurrence on targeted distribution optimization tool (documented agreement/policy adoption)
    • Number of states procuring and adopting the SQ-LNS optimization for targeted distribution
    • Number of states procuring SQ-LNS and MMS through the CNF

    Requirements

    Experience

    • Advanced degree in nutrition, public health, or related field
    • Minimum 5 years of experience in nutrition programming, preferably including SQ-LNS or complementary feeding interventions
    • Demonstrated experience providing technical assistance to government health systems
    • Proven track record in securing policy-level agreements or government adoption of program innovations
    • Civil service experience at the Director level
