    Clinical Specialist

    Project Summary

    • MOMENTUM Safe Surgery in Family Planning and Obstetrics is a USAID funded program initiated in September 2020 and active through September 2025. Through a consortium of partners led by EngenderHealth, this project expands awareness of, equitable access to, and appropriate use of quality, voluntary surgical maternal health (MH) and family planning (FP) services that are essential to reducing maternal and newborn mortality and morbidity and promoting reproductive health (RH).
    • MOMENTUM Safe Surgery in Family Planning and Obstetrics focuses on surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; prevention and treatment of obstetric and iatrogenic fistula; and voluntary long-acting reversible contraceptives and permanent methods (LARCs/PMs).
    • In Nigeria, MOMENTUM Safe Surgery in Family Planning and Obstetrics builds on EngenderHealth’s recent history of successful program implementation with government and civil society partners through the USAID Fistula Care Plus project.

    Job Summary

    • Clinical Specialist is responsible for supporting the programmatic and technical implementation of the project, including service delivery, training, supervision and improvement of the quality of care.  In the MOMENTUM Safe Surgery in Family Planning and Obstetrics Nigeria project, these activities will support health system strengthening in surgical obstetric care, including safe and appropriate caesarean delivery; prevention of obstetric and iatrogenic fistula, including rehabilitation and screening and referral for gender based violence (GBV) and female genital mutilation/circumcision (FGM/C).
    • Under the supervision of the Nigeria Country Project Manager, the clinical specialist will work closely with medical authorities in project-supported states and staff in supported sites to provide technical assistance for interventions related to fistula prevention and repair, delivery of safe surgical obstetric procedures and screening, and referral for GBV and FGM/C in accordance with national, state, and EngenderHealth standards and guidelines. 
    • The clinical specialist is responsible for guiding the programmatic and technical direction of the project, including service delivery, training, supervision and improvement of the quality of care.

    Essential Functions

    • Provides technical support for reproductive health activities, including maternal health, safe obstetric surgery, GBV and FGM/C screening and referral, and fistula screening referral and repair, and reintegration/rehabilitation.
    • Assist the Country Project Manager and/or the global team in the development of interventions, work plans, and reporting for the project (Planning, training, and monitoring and evaluation).
    • Provide guidance for country training and supervision plans, including the adaptation of training modules and supervision tools.
    • Support assessments of the capacity of health facilities and providers to provide high-quality surgical obstetric care, fistula care, and FGM/C and GBV screening and referral; and guide determinations of targeted procurement needs for essential equipment and supplies.
    • Participate in capacity building of supervisors and service providers in the technical areas of the project.
    • Participate in local and national project meetings, technical working groups, and communities of practice.
    • Conduct post training follow-up of the trained service providers to provide onsite individualized mentoring support to reinforce skills learned at the initial training.
    • Conduct regular supportive supervision visits to facilities to identify gaps in program focus areas service delivery and to rectify them with the help of staff and health officials at facility, and state level to improve the quality of care.
    • In collaboration with the M and E Manager, facilitate collection of data at baseline and at periodic intervals and help collating, analyzing and interpreting the data collected. Help facility staff make decisions for quality improvement based on the data.
    • Document project activities, prepare assigned progress reports, prepare presentations for review meetings organized by EngenderHealth / government and provide input for the quarterly and annual project’s reports.
    • Represent organization at facility, state, and national level data and quality of care review meetings.
    • Keep up to date on technical approaches and programmatic priorities through self-study.
    • Provide technical assistance to local partner organizations with respect to service delivery, training, quality of care improvement and other interventions as defined by the project
    • Any other task assigned by the supervisor from time to time.

    Requirements

    • MD with Diploma in Public Health, Obstetrics / Gynecology or equivalent field
    • At least 8 years’ experience in the field of maternal or reproductive health
    • Two or more years of experience of working on safe obstetric surgery, reproductive health/SRHR, and quality assurance
    • Experience as a MNCH provider and formal certification as a MNCH trainer is desirable
    • Experience in facilitating training is desirable
    • Experience of working with international NGOs, NGOs, district administration, public health facilities will be an advantage.
    • Experience in supportive supervision, quality improvement, and data collection and use for decision making.
    • Ability and willingness to travel to the field 2-3 weeks per month in the project states.

    Job Summary

    • The Office Assistant is responsible to maintain the office clean and suitable for use and provide assistance to the office staff to ensure smooth functioning of the office environment.
    • In addition the staff is expected to provide refreshments to office staff members and ensure working condition of assigned equipment and machineries.

    Essential Functions

    • Will be the first to arrive at the office and ensure the cleaning services accomplish all cleaning and dusting prior to staff arrival to the office. Will also ensure that the cleaning services perform regular office especially before, during, and, immediately after meetings.
    • Responsible to keep EngenderHealth Inc. Nigeria office items – furniture, equipment, the office, etc. clean, hygienic and in a usable way.
    • Responsible for refreshment servings during meetings, and for official guests visiting the office during working hours.
    • Maintains and cleans all equipment.
    • Reports any equipment/furniture maintenance needs to the Administrative and Procurement Manager.
    • Keeps updated records of refreshments and cleaning supplies (tea/coffee, sugar, toiletries, water, etc.).

    Manager - Impact, Research, and Learning

    Job Summary

    • The Manager - Impact, Research, and Learning is responsible for overseeing the monitoring, evaluation, and learning strategy for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Nigeria.
    • S/he/they will directly report to the Country Project Manager, and be matrix managed by the project’s Monitoring, Evaluation, Research, and Learning (MERL) Director based in the U.S.
    • S/he/they will work to include high-quality M&E practices in project-based activities and workplans; oversee and ensure the quality of project data collection, reporting, and data use including management of State-level data coordinators; ensure that indicators and M&E plans conform to EngenderHealth and donor standards and protocols; and capture, document, and disseminate evidence, lessons learned and best practices within the project.
    • S/he/they will work with MOMENTUM Safe Surgery in Family Planning and Obstetrics partner organizations to facilitate appropriate IRB approvals for research and oversee management of research consultants.
    • The position will be based in EngenderHealth’s Nigeria Country Office in Abuja. 

    Essential Functions

    • Support implementation of the Monitoring, Evaluation, and Learning Plan (MELP) for the MOMENTUM Safe Surgery in Family Planning and Obstetrics project in Nigeria, including linking it to the project’s overall results framework, reporting requirements, and relevant performance indicators, and leading the development of a Project Knowledge Management Strategy.
    • Develop and oversee systems for routine M&E activity for the project in Nigeria including quantitative and qualitative data collection (including mobile data collection), quality assurance, and entry of monthly/quarterly/annual reporting on project indicators into project and EngenderHealth DHIS2 platforms.
    • Prepare initial draft and ensure timely preparation and submission of monthly reporting to the project global team and quarterly reporting to the USAID/Nigeria mission.
    • Collaborate with country and global project staff on the development of annual workplans, ensuring project data contribute to benchmark development and that M&E activities are included and budgeted for within the project. Collaborate with the Clinical Specialist in the ongoing collection, review, analysis, and use of project data
    • Work in collaboration with country and global project staff as well as in-country and global partners to provide input on and facilitate implementation and analysis of practical research studies to measure impact of interventions and assess result information not captured through the routine monitoring system.
    • Collaborate with country and global project staff and partners in the design and implementation of evaluation and research protocols, study implementation, and documentation and dissemination of findings including IRB submissions and management of local research consultants as relevant.
    • Facilitate regular (monthly/quarterly) analysis and presentation of project data for decision making and monitoring, within the project’s country team and among in-country partners including state and federal ministries, health facilities, LGA health representatives, and community-based organizations. Carry out training or other approaches to increase in-country partner capacity to collect, report, and utilize data for decision-making including training on project indicators.
    • In collaboration with the project’s country and global teams and EngenderHealth’s communications and IRL teams, contribute to knowledge products documenting the project’s activities, achievements, and lessons learned including technical briefs, presentations, and journal articles.
    • Under the direction of the Country Project Manager, initiate and maintain strong ties with all project partners on monitoring, evaluation, and research activities including the Federal MOH, State MOHs, relevant District and LGA leadership/management, facility-level staff, and the National Health Research/Ethics Council (NHREC).
    • Represent the project at Technical Working Groups responsible for MNCH data and developing research related protocols and guidance as well as local government and facility meetings.
    • Supervise state-level data collectors in the collection, reporting, and feedback of routine project data.
    • Travel 30% of time for field based technical assistance (when permitted under COVID guidelines).

    Requirements

    • Master's Degree or equivalent in a field related to Epidemiology, Biostatistics, Public Health, Demography, or other international health and development
    • Minimum 8 years of relevant experience in applying monitoring, evaluation, research, and learning to international health projects, with a minimum of 5 years’ experience in a supervisory/management capacity.
    • Experience working on USAID-funded, large-scale reproductive health programs, including knowledge of donor reporting requirements on family planning/reproductive health interventions is highly preferred.
    • Familiarity with Nigerian government structures and programs
    • Experience with data visualization and providing technical assistance, such as training or facilitation, in the use of data for decision making with a variety of audiences.
    • Willingness to travel
    • Proven experience and ability designing and overseeing systems for data collection, validation, and analysis.
    • Demonstrated experience in designing and conducting qualitative and quantitative studies grounded in service delivery programs
    • Experience with DHIS2 data entry and dashboards, mobile data collection software
    • Experience with designing and overseeing DQA processes
    • Experience with documentation and production of knowledge products for both qualitative and quantitative M&E activity
    • Excellent written and verbal communication skills

    • Oral and written professional fluency in English
    • Ability to travel up to 30%
