    Senior Procurement Officer

    Job Summary:  

    • You will coordinate local procurement activities and processes to acquire goods and services in support of the delivery of high-quality programming to the poor and vulnerable.
    • Your knowledge and experience will allow you to successfully coordinate the quality and efficiency of procurement and purchasing activities and ensure stewardship, integrity, transparency, and accountability

    Roles and Key Responsibilities: 

    • Coordinate fully compliant procurement systems and operating procedures. Assess effectiveness and efficiency and recommend improvements. Contribute to ensuring compliance with CRS procurement principles, standards, and policies, donor regulations, and local statutory requirements.
    • Coordinate with various departments to develop and maintain an up-to-date procurement plan with all quantities, quality and delivery requirements for goods and services. Provide pricing information to assist budget holders with budget preparation.
    • Ensure that all procurement is done efficiently per CRS Policy, the CRS Procurement to Pay Manual – specifically the Global Fund annex and consistent with the Guide to Global Fund Policies on Procurement and Supply Management of Health Products.
    • Coordinate the sourcing process and perform various activities to assist with ensuring the best value for money: market research, cost estimates, solicitation documents, bidding process facilitation, supplier identification and research, quality and availability of goods assessment, negotiation, contract/purchase order and other documents preparation.
    • Accountable for transparency within the procurement department through ensuring a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
    • Once all required steps have been completed depending on the value of the procurement, then: make the selection of the best supplier with regards to price, quality and delivery; determine payment and delivery terms; prepare the Purchase Orders (PO); and draw up contracts as needed.
    • Ensure that all procurement is processed for all applicable exonerations as established in the Host Country Agreement or through Donor Agreements, and draft any exemption letters for VAT, duty and tax whenever necessary.

    • Good negotiation, communication, and relationship management skills

    Preferred Qualifications 

    • Proficient in MS Office package (Excel, Word, PowerPoint, Visio).
    • Experience using any Enterprise resource systems or similar packages

    QUALIFICATIONS

    Basic Qualifications 

    • Bachelor’s Degree in Supply Chain or other relevant degree preferred. Professional certifications(s) in supply chain or equivalent field strongly preferred.
    • Minimum of 4 years work experience in supply chain, logistics, procurement management, preferably with an international organization.
    • Knowledge of political dynamics along the chain, infrastructure, market knowledge, as well as related laws and regulations.

    Procurement Assistant

    Job Summary:  

    • You will effectively perform various activities throughout the procurement cycle to assist the acquisition of goods and services in support of the delivery of high-quality programming to the poor and vulnerable.
    • Your abilities will allow you to successfully support the quality and efficiency of procurement and purchasing activities applying the principles of stewardship, integrity, transparency, and accountability.

    Roles and Key Responsibilities: 

    • Supports requestors to prepare complete and comprehensive Purchase Requisition Forms.
    • Assists with the maintenance of the procurement plan and the procurement tracking tool to facilitate timely communication of procurement/purchase needs, status updates on progress of all orders, and effective and efficient service delivery.
    • Assists the Procurement Officer in the continuous search for competent, reputable, and reliable suppliers of goods or services. 
    • Visits suppliers (company site, stores, and/or production facilities) to collect information and support the due diligence process. 
    • Purchases items following CRS procurement documents (i.e. Purchase Order), instructions, and standards.
    • Prepares Payment Requests, ensuring all the supporting documentation is accurate and on file to assist the timely payment to vendors; and, follows up with requestors, suppliers, and other relevant parties to address any deficiencies and/or discrepancies.

    Basic Qualifications 

    • Bachelors Degree required.
    • Minimum of 1-2 years work experience in supporting procurement/purchasing, logistics, and/or administration processes and activities.
    • Good writing skills.
    • Knowledge of local market conditions.
    • Knowledge in MS Office package (Excel and Word).

    Finance Officer

    Job Summary:

    • You will assist project implementation by working directly with local partners and community members, coordinating various project activities and events in support of Catholic Relief Services’ (CRS) work to serve the poor and vulnerable.
    • Your service and community relations skills ensure that the local partners and communities feed into and benefit from the project that consistently applies best practices and continuously works towards improving its impact.

    Roles and Key Responsibilities: 

    • Help ensure maintenance of all data required for processing financial transactions for assigned accounts in INSIGHT financial accounting package and be responsible for all payment processing assigned under this level.
    • Record delegated financial transactions following appropriate authorizations. Review various accounts to detect irregularities.
    • Help evaluate subrecipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.
    • Prepare delegated financial reports as needed and perform variance analysis to assist with decision-making and proper management of financial resources.
    • Review of supporting documentation of financial transactions to ensure all required documents are accurate and in compliance with agency and donor requirements and local laws and regulations.
    • Periodically, through training share basic information with staff, and subrecipients on financial accounting policies and procedural compliance issues and support capacity strengthening.
    • Support in preparing the monthly Bank Reconciliation Statements
    • Review, analyze and monitor staff, vendor, and Sub-recipient aging report.
    • Oversee the financial transaction of ACCESS, ICS and LDSC projects.
    • Other tasks assigned by the Head of Finance

    QUALIFICATIONS

    • Minimum of three years accounting experience, preferably with an international or local NGO, or a financial/banking institution.
