    Pre Commissioning Engineer

    Duties and Responsibilities
    The Pre-Commissioning Engineer will be PH based and report directly to the project pre commissioning Manager and be under the supervision and guidance of, Project Pre Commissioning Manager, the Project Manager, the Installation Manager, the Construction Manager, the T&I Manager, the Onshore Site Manager, the Offshore Construction Manager, the pre-commissioning engineer's responsibilities and duties will include but not limited to:

    • Represent CTR at the worksite (AVEON Yard) and Site (OFFSHORE) for the coordination, monitoring and reporting of pre-commissioning activities.
    • Support in the planning and carrying out of pre-mob inspection audit of pre-commissioning subcontractor equipment and personnel to ascertain Subcontractor's readiness to mobilize for and perform worksite and site pre-commissioning work
    • Conduct the pre-mob audit inspection alongside other CTR and CPY personnel by collecting date, documents and information to support the findings, conclusions and recommendations and preparation of e report that is clear, concise and timely for the review of relevant parties
    • Supervise and review the work performed by the ONSHORE and OFFSHORE hydrotest Subcontractor to ensure compliance with the needs, specifications end requirements as provided in the pre-commissioning plan, pre-commissioning scope of work and other related CONTRACTOR end COMPANY related project documents and also to ensure that objectives are achieved in a timely manner
    • Advice on compliance with Regulations, Policies and Procedures to improve project implementation at the worksite and site
    • Coordinate monitor and report progress status for input to ICAPS during worksite fabrication, of pre-commissioning related installation aids, spools and riser onto progressing same for gauging end hydrotesting and also to ensure that objectives are achieved in a timely manner
    • Coordinate, monitor and report progress status for input to ICAPS during Site pre commissioning activities from offshore mobilization to FCC, pipeline gauging and hydrotest also to ensure that objectives are achieved in a timely manner
    • Liaise with Worksite Manager and Offshore Construction Manager to ensure all Contractor's obligations to the onshore and offshore hydrotest Subcontractor are met.

    Selection Criteria

    • A minimum of Bachelor of Engineering degree, membership of COREN will be an advantage
    • A minimum of five (5) years of cognate experience in onshore and offshore related pre commissioning activities
    • Proficiency in use of computer aided design tools and MS office suite
    • Demonstrated ability to perform hydrotest air inclusion calculation, using extrapolation method including developing and producing the theoretical and actual PV plots
    • Be a permanent resident of PHC as the person on ground to coordinate, monitor and report all onshore and offshore pre-commissioning activities
    • Good interpersonal, supervisory, communication and analytical skills. Demonstrated capacity to inspire team members.
    • Ability to deal with sensitive issues in a multi-cultural environment and to build effective working relations with colleagues
    • Demonstrated ability to meet deadlines while ensuring quality end exceeding client expectations.

    ICT Inspector

    Job Description

    • To implement all aspects of the quality management systems and site supervision activities provision related to ICT & SCADA / Security and Audio visual Works across the project, perform inspections and submittal reviews to deliver quality installations in accordance with the contract documents, relevant international standards and Local Authorities’ requirements.
    • Keep, monitor and follow up as necessary and maintain complete record(s) concerning the execution of the works related to IT, Telecom, SCADA, Security System (Access Control, CCTV, Intercom, and Gate Barriers), Audio Visual (Digital Signage, IPTV, Meeting room / Training system Public address and background music and Guest management system) services as per project requirement.
    • Identify non-conforming work or materials, notify EPC Contractor and keep a record. Follow up corrective and preventive measure taken by the EPC Contractor.
    • Assist in the review and forward comments on the EPC Contractor’s method statement to the site ICT&S Engineer for execution of the works.
    • Assist in the review and forward any comments on the EPC Contractor’s technical submittals to the site ICT&S Engineer for the execution of the site work.
    • Carry out the final inspection for certification of final completion and handing over of the works.
    • Assist in the review and forward comments to Site ICT&S Engineer on the Technical Query raised by the EPC Contractors.
    • Inspect the work done by the EPC Contractors to ascertain that work is executed in accordance with the Contract Documents and accepted practice.
    • Inspect the works carried out by the EPC Contractors and ensure the quality of the works meets the project requirements.
    • Inspect the on-site and off-site materials to ascertain their compliance with the specification and determine its accessibility for use on the project.
    • Identify potential safety concerns and inform the EPC Contractors.
    • Implement the site supervision quality procedures, and review submission requirements of the project, along with the EPC Contractors.
    • Review all construction documents and highlight any design and contractual discrepancies with the concerned Site ICT&S Engineer / Resident Engineer.
    • Conduct regular (daily) site visits and supervise, verify the installation of ICT&S works ensuring compliance with the contract documents.
    • Review and forward any comments to Site ICT&S Engineer on the EPC Contractor’s method statement for installation, execution of the works.
    • Review and forward any comments to Site ICT&S Engineer on the EPC Contractor’s technical submittals.
    • Attend site technical coordination meetings to discuss EPC Contractor’s submissions, shop drawings, material submittals and construction-related matters.
    • Raise Non-Conformance Notices (NCNs) / Reports; Site Inspections Notices (SINs) identify quality deficiencies in conjunction with the Resident Engineer.
    • Review the corrective actions proposed by the EPC Contractors, respond / follow-ups and close out procedure.
    • Any potential safety concerns identified at site shall be reported to Site SHSEE / RE.
    • Monitor the progress of the work against the EPC Contractor’s approved Schedule of works.
    • Carry out the final inspection for certification of final completion and handing over of the works.
    • Assume responsibility of the inspection of ICT&S works in the project.
    • Monitor performance of the EPC Contractors / sub-contractor and identify, raise any quality / workmanship concerns with the Site Quality Engineer / Resident Engineer.
    • Carry out, witness all tests carried out by the EPC Contractors on-site and off-site.
    • Inspect the works, on-site material, off-site material to be used by the EPC Contractors on the project.

    Competency Requirements:

    • Must work well in large teams with staff members of all backgrounds and skill levels
    • Available to Work shifts and over weekends.
    • Ability to work in confined spaces.
    • Minimum 5+ years’ experience as a Construction ICT & S Inspector.
    • Trained in confined space and OSHA construction safety.
    • Knowledge and experience using computer software.
    • Strong analytic capabilities and the ability to work independently.
    • Good oral and written communication skills.
    • An eye for detail and ability to prepare clear and accurate reports.
    • Ability to communicate logically and clearly with management and staff of the EPC Contractors.
    • Ability to handle the physical aspects of required fieldwork.
    • Commitment to safe work practices.
    • Proficient knowledge of fall protection and work zone safety.
    • Ability to work in a multicultural team environment as well as under minimum supervision.
    • Ability and willingness to undertake travel and other job demands.

    Educational Qualification

    • BSc (Hons) Minimum in Information and Communications Technology or Electronics Engineering.
